1.Digitaltechnologiesaredramaticallytransformingourworld.Theyofferimmensepotential
benefitsforthewellbeingandadvancementofpeople,societies,andforourplanet.TheyholdoutthepromiseofacceleratingtheachievementoftheSustainableDevelopmentGoals.
2.Wecanonlyachievethisthroughstrengthenedinternationalcooperationthatclosesalldigitaldividesbetweenandwithincountries.Werecognizethechallengesthatthesedividesposeformanycountries,inparticulardevelopingcountrieswhichhavepressingdevelopmentneedsandlimitedresources.
3.Werecognizethatthepaceandpowerofemergingtechnologiesarecreatingnewpossibilitiesbutalsonewrisksforhumanity,someofwhicharenotyetfullyknown.Werecognizetheneedtoidentifyandmitigaterisksandtoensurehumanoversightoftechnologyinwaysthatadvance
sustainabledevelopmentandthefullenjoymentofhumanrights.
4.Ourgoalisaninclusive,open,sustainable,fair,safeandsecuredigitalfutureforall.ThisGlobalDigitalCompactsetsouttheobjectives,principles,commitmentsandactionsweundertaketo
achieveitinthenon-militarydomain.
5.Wehavestrongfoundationsonwhichtobuild.Ourdigitalcooperationrestsoninternationallaw,includingtheUnitedNationsCharter,internationalhumanrightslaw,andthe2030Agendafor
SustainableDevelopment.WeremaincommittedtotheoutcomesoftheWorldSummitonthe
InformationSociety(WSIS)reflectedintheGenevaDeclarationofPrinciplesandPlanofActionandtheTunisAgendafortheInformationSociety.TheUnitedNationsprovidesacriticalplatformfortheglobaldigitalcooperationweneed,andwewillharnessexistingprocessestodoso.
6.Ourcooperationmustbeagileandadaptabletotherapidlychangingdigitallandscape.As
governments,wewillworkincollaborationandpartnershipwiththeprivatesector,civilsociety,internationalorganizations,thetechnicalandacademiccommunitiesandallotherstakeholders,withintheirrespectiverolesandresponsibilities,torealizethedigitalfutureweseek.
Objectives
7.Toachieveourgoal,wewillpursuethefollowingobjectives:
(1)ClosealldigitaldividesandaccelerateprogressacrosstheSustainableDevelopmentGoals;
(2)Expandinclusioninandbenefitsfromthedigitaleconomyforall;
(3)Fosteraninclusive,open,safeandsecuredigitalspacethatrespects,protectsandpromotehumanrights;
(4)Advanceresponsible,equitableandinteroperabledatagovernanceapproaches;
(5)EnhanceinternationalgovernanceofArtificialIntelligenceforthebenefitofhumanity.
Principles
8.OurdigitalcooperationwillbeguidedbythepurposesandprinciplesoftheUnitedNationsCharterandthefollowingcross-cuttingandmutually-reinforcingprinciples:

(a)Theinclusiveparticipationofallstatesandotherstakeholdersisthecornerstoneofthis
Compact.Ourcooperationwillclosethedigitaldivideswithinandbetweenstatesandadvanceanequitabledigitalenvironmentforall;
(b)ThisCompactisdevelopment-orientedandrootedinthe2030Agenda.Ourcooperationwill
harnesstechnologiestofast-trackprogress,eradicatepovertyandleavenoonebehind.This
includestargetedeffortstoaddresstheneedsofdevelopingcountries,inparticulartheleast
developedcountries,landlockeddevelopingcountriesandsmallislanddevelopingstates,aswellasthespecificchallengesfacingmiddle-incomecountries;
c)ThisCompactisanchoredininternationallaw,includinginternationalhumanrightslaw.All
humanrights,includingcivil,political,economic,socialandculturalrights,andfundamental
freedoms,mustberespected,protectedandpromotedonlineandoffline.Ourcooperationwill
harnessdigitaltechnologiestoadvanceallhumanrights,includingtherightsofthechild,therightsofpersonswithdisabilitiesandtherighttodevelopment;
(d)Genderequalityandtheempowermentofallwomenandgirlsandtheirfull,equal,and
meaningfulparticipationinthedigitalspaceisessentialtoclosethegenderdigitaldivideand
advancesustainabledevelopment.Ourcooperationwillempowerallwomenandgirls,encourageleadershipofwomen,mainstreamagenderperspectiveandcounterandeliminateallformsof
violence,includingsexualandgender-basedviolencethatoccursthroughorisamplifiedbytheuseoftechnology;
(e)Digitaltechnologiesunlocknewcapabilitiesandopportunitiesforadvancingenvironmental
sustainability.Theinfrastructurerequiredtodeliverdigitalgoodsandservicescurrentlyconsumes
substantialresourcesandproducessignificantcarbonemissionsaswellase-waste.Our
cooperationwillleveragedigitaltechnologiestosolveenvironmentalchallengeswhileminimizingtheirnegativeenvironmentalimpacts;
(f)Equitableandmeaningfulinclusioninthedigitaleconomyrequirestacklingexisting
concentrationsoftechnologicalcapacityandmarketpower.Ourcooperationwillaimtoensurethatthebenefitsofdigitalcooperationarefairlydistributedanddonotexacerbateexisting
inequalitiesorimpedethefullachievementofsustainabledevelopment;
(g)Accessibleandaffordabledataanddigitaltechnologiesandservicesareessentialtoenableeverypersontoparticipatefullyinthedigitalworld.Ourcooperationwillpromotedigital
accessibilityforallandsupportlinguisticandculturaldiversityinthedigitalspace;
(h)Digitalsystemsthatcommunicateandexchangearecriticalcatalystsfordevelopment.Ourcooperationwilladvanceinteroperabilitybetweendigitalsystemsandcompatiblegovernanceapproaches;
(i)Safe,secureandtrustworthyemergingtechnologies,includingArtificialIntelligence(AI),offer
newopportunitiestoturbochargedevelopment.Ourcooperationwilladvancearesponsible,accountable,transparentandhuman-centricapproachtothelifecycleofdigitalandemergingtechnologies,whichincludesthepre-design,design,development,evaluation,testing,
deployment,use,sale,procurement,operationanddecommissioningstages,witheffectivehumanoversight;

(j)Creativityandcompetitiondrivedigitaladvances.Ourcooperationwillfosterinnovationandthe
potentialforsocietiesandbusinesses,regardlessofsizeororigin,toreapthebenefitsofdigitalizationandthriveinthedigitaleconomy;
(k)Governments,theprivatesector,civilsociety,thetechnicalcommunity,academiaand
internationalandregionalorganizations,haverolesandresponsibilitiesinadvancinganinclusive,open,safeandsecuredigitalfuture.Ourcooperationwillbemultistakeholderandharnessthe
contributionsofall;
(l)Wewillenhancepartnershipstoensuretheprovisionoftherequiredmeansofimplementationtodevelopingcountriesincludingthemobilizationoffinancialresources,capacity-buildingandthetransferoftechnologyonmutuallyagreedterms;
(m)Thedigitalworldisevolvingatpace.Ourcooperationmustbeforward-lookingandcapableofidentifying,anticipating,assessing,monitoringandadaptingtoemergingtechnologiessothatwecanseizeopportunitiesandrespondtonewandemergingrisksandchallenges.
Commitmentsandactions
9.Wecommittopursuemeaningfulandmeasurableactionstoachieveourobjectives.
Objective1.ClosingalldigitaldividesandacceleratingprogressacrosstheSustainableDevelopmentGoals
Connectivity
10.Weacknowledgethepivotalroleofuniversalandmeaningfulconnectivityandaffordable
accessinunlockingthefullpotentialofdigitalandemergingtechnologies.WecommittoconnectallpersonstotheInternet.Werecognizethatthiswillrequirestrongpartnershipsandincreased
financialinvestmentsindevelopingcountriesfromgovernmentsandotherstakeholders,in
particulartheprivatesector.WeaffirmtheimportantroleoftheInternationalTelecommunicationsUnion(ITU)inadvancinguniversalandmeaningfulconnectivity.Werecognizethatinnovative
solutionscanhelpdeliverhigh-speedconnectivityto,interalia,underserved,remoteandruralareas.
11.Wecommitby2030to:
(a)Developandstrengthentargets,indicators,andmetricsforuniversalmeaningfulandaffordableconnectivity,buildingonexistingworkandintegratetheseintointernational,regionalandnationaldevelopmentstrategies(SDG9);
(b)Developinnovativeandblendedfinancingmechanismsandincentives,includingincollaborationwithgovernments,multilateraldevelopmentbanks,relevantinternational
organizationsandtheprivatesector,toconnecttheremaining2.6billionpeopletotheInternetandtoimprovethequalityandaffordabilityofconnectivity.Wewillaimforentry-levelbroadband
subscriptioncoststhatareaccessibletothewidestsectionofthepopulation(SDGs1&9);
(c)Investinanddeployresilientdigitalinfrastructure,includingsatellitesandcommunity
networks,thatprovidessafeandsecurenetworkcoveragetoallareas,includingrural,remoteand

“hard-to-reach”areas,andprioritizeaccesstosatelliteorbits,takingintoaccounttheneedsof
developingcountries.WewillaimforuniversalaccessatsufficientspeedsandreliabilitytoenablemeaningfuluseoftheInternet(SDGs9&11);
(d)MapandconnectallschoolsandhospitalstotheInternet,buildingontheGigainitiativeofITUandUNICEF,andenhancetelemedicineservicesandcapabilities(SDGs3&4);
(e)Promoteenvironmentalsustainabilityacrossthelifecycleofdigitaltechnologies,including
context-specificmeasurestoconserveandsustainablyusenaturalresources,andaimtoensurethatdigitalinfrastructureandequipmentaresustainablydesignedforthemitigationofand
adaptiontoclimatechange(SDGs4,6,7,8,11,12,13&14);
(f)Includetheneedsofpersonsinvulnerablesituationsandthoseinunderserved,ruraland
remoteareasinthedevelopmentandimplementationofnationalandlocaldigitalconnectivitystrategies(SDGs10&11);
(g)Mainstreamagenderperspectiveindigitalconnectivitystrategiestoaddressstructuralandsystematicbarrierstomeaningful,safeandaffordabledigitalconnectivityforallwomenandgirls
(SDG5).
Digitalliteracy,skillsandcapacities
12.Tofullyharnessthebenefitsofdigitalconnectivitywemustensurethatpeoplecan
meaningfullyandsecurelyusetheInternetandsafelynavigatethedigitalspace.Werecognizetheimportanceofdigitalskillsandlifelongaccesstodigitallearningopportunities,takingintoaccountthespecificsocial,culturalandlinguisticneedsofeachsocietyandpersonsofallagesand
backgrounds.Werecognizetheneedtoscaleupinternationalcooperationandfinancingfordigitalcapacitydevelopmentindevelopingcountriesandtosupportthedevelopmentoflocalcontent
andcontentrelevanttolocalrealitiesonlineandretaintalent.
13.Wecommitby2030to:
(a)Establishandsupportnationaldigitalskillsstrategies,adaptteachertrainingandeducationcurriculaandprovideforadulttrainingprogrammesforthedigitalage.Ouraimismaximum
coverageofbasicdigitalskillsforasmanyaspossible,whilealsoadvancingintermediateoradvanceddigitalskills(SDGs4&5);
(b)Increasetheavailability,accessibilityandaffordabilityofdigitaltechnologyplatforms,services,softwareandeducationalcurriculaindiverselanguagesandformats(SDGs4&10);
(c)Targetandtailorcapacity-buildingforwomenandgirls,childrenandyouth,aswellasolderpersons,personswithdisabilities,migrants,indigenouspeoplesandpersonsinvulnerable
situations,andensuretheirmeaningfulengagementinthedesignandimplementationofprogrammes(SDGs5&10);
(d)Developandundertakenationaldigitalinclusionsurveyswithdatadisaggregatedbyincome,sex,age,race,ethnicity,migrationstatus,disabilityandgeographiclocationandother
characteristicsrelevantinnationalcontexts,toidentifylearninggapsandinformprioritiesinspecificcontexts(SDGs5&10);

(e)Prioritizeandsettargetsforthedevelopmentofdigitalcompetenciesofpublicofficialsand
institutionstoenact,developandimplementstrategiesandpoliciesforinclusive,secureanduser-centreddigitalpublicservices,includingthedevelopmentofskillsandcapacitytoensurethesafe,secureandresilientfunctioningofdigitalsystems,networksanddata(SDG16);
(f)Developvocational,upskillingandreskillingtrainingforworkersinoccupationsimpactedbydigitalizationandautomationtomitigatepotentialnegativeconsequencesforworkforcesandpromotedecentwork(SDG8);
(g)Developinteroperabledigitalcompetencyframeworksandtrainingstandardstofacilitate
poolingoftrainingresources,themobilizationofpublicandprivatefundsinsupportofcapacity-
buildinganditscontinuousadaptationtoaddressrapidtechnologicalchangeandthepreventionofbraindrain(SDGs4&17);
(h)Supporteffortstoprovideopportunitiesforqualityandinclusivescience,technology,
engineeringandmathematicseducationandresearchandpromotewomenandgirls’participationinallrolesandatalllevels(SDG4).
Digitalpublicgoodsanddigitalpublicinfrastructure
14.Werecognizethatdigitalpublicgoods,whichinclude,interalia,opendataandopen-sourcesoftware,platforms,AImodels,standardsandcontentthatcanbefreelyusedandadapted
empowersocietiesandindividualstodirectdigitaltechnologiestotheirdevelopmentneedsandcanfacilitatedigitalcooperationandinvestment.
15.Resilient,safe,inclusiveandinteroperabledigitalpublicinfrastructurehasthepotentialto
deliverservicesatscaleandincreasesocialandeconomicopportunitiesforall.Werecognizethattherearemultiplemodelsofdigitalpublicinfrastructure,andthateachsocietywilldevelopand
useshareddigitalsystemsaccordingtoitsspecificprioritiesandneeds.Transparent,safeandsecuredigitalsystemsanduser-centredsafeguardscanpromotepublictrustanduseofdigitalservices.
16.Weconsidersuchdigitalpublicgoodsanddigitalpublicinfrastructuretobekeydriversof
inclusivedigitaltransformationandinnovation.Werecognizetheneedtoincreaseinvestmentintheirsuccessfuldevelopmentwiththeparticipationofallstakeholders.
17.Wecommitby2030to:
(a)Develop,disseminateandmaintain,throughmultistakeholdercooperation,safeandsecureopen-sourcesoftware,platforms,data,AIsystemsandstandardsthatbenefitsocietyasawhole(SDGs8,9&10);
(b)Promotetheadoptionofopenstandardsandinteroperabilitytofacilitatetheuseofdigitalpublicgoodsacrossdifferentplatformsandsystems(AllSDGs);
(c)Developanddecideonasetofsafeguardsforinclusive,responsible,safe,secureanduser-centreddigitalpublicinfrastructurethatcanbeimplementedindifferentcontexts;(SDG16);
(d)Exchangeandmakepubliclyavailablebestpracticesandusecasesofdigitalpublic
infrastructuretoinformgovernments,theprivatesectorandotherstakeholders,buildingonexistingUNandotherrepositories(SDGs16&17);
(e)Increaseinvestmentandfundingtowardthedevelopmentofdigitalpublicgoodsanddigitalpublicinfrastructure,especiallyindevelopingcountries(SDG17);
(f)Encouragetheformationofpartnershipsthatbringtogethergovernments,theprivatesector,
civilsociety,technical,academicandregulatorycommunitiesandinternationalandregional
organizationstodesign,launchandsupportinitiativesthatleveragedigitalpublicgoodsanddigitalpublicinfrastructuretoadvancesolutionsfortheSustainableDevelopmentGoals(SDG17).
Objective2.Expandinginclusioninandbenefitsfromthedigitaleconomyforall
18.Werecognizethatequitableandaffordableaccesstodigitaltechnologiescanunlockthe
potentialofthedigitaleconomyforeverysociety.Werecognizedigitalaccesstoencompass
opportunitiesfortheacquisitionanddevelopmentofknowledge,research,andcapacityaswellastechnologytransfersonmutuallyagreedterms.
19.Advancingdigitalinclusionrequiresanenablingenvironmentthatencompassespolicy,legalandregulatoryframeworksthatsupportinnovation,protectconsumerrights,nurturedigitaltalentandskills,promotefaircompetitionanddigitalentrepreneurship,andenhanceconsumer
confidenceandtrustinthedigitaleconomy.Suchenvironments,atinternationalandnationallevels,acceleratedigitaltransformation,supportinvestmentandthetransferofdigital
technologiesonmutuallyagreedtermstodevelopingcountries.
20.Weconsiderthatrobuststandardsandcapacitytoensurethesafe,secureandresilientfunctioningofdigitalsystems,networksanddataarealsoessentialtofacilitatecommercialtransactionsandenablesafe,secureandtrustworthyonlineenvironments.
21.Wecommitby2030to:
(a)Fosteranopen,fair,inclusiveandnon-discriminatorydigitalenvironmentforallthatenables
micro,smallandmedium-sizedenterprisestoaccessandcompeteinthedigitaleconomy(SDG9);
(b)Supportinternational,regionalandnationaleffortstodevelopenablingenvironmentsfordigitaltransformation,includingpredictableandtransparentpolicy,legalandregulatoryframeworks,andsharingofbestpractices(SDGs10&16);
(c)Conductnationalandregionalassessmentstoinformactionstoaddressgapsandneedsin
digitaltransformationandstrengthenthecollectionanduseofdatatoinformdecisionmaking(AllSDGs);
(d)Callonallstakeholders,whererequested,toprovidetechnicalassistancetodevelopingcountries,inlinewithnationaldigitaltransformationpoliciesandpriorities(SDGs17);
(e)Maintainstableandresilientsupplychainsofglobaldigitalproductsandservices(SDGs8&9);
(f)Promoteknowledge-sharingandtechnologytransferinitiativesonmutuallyagreedterms(SDG17);
(g)EncourageNorth-South,South-Southandtriangularcooperation,includingamonguniversities,researchinstitutesandtheprivatesectortoacceleratedigitalknowledgedevelopmentandaccesstoresearchcapacity(SDG17);
(h)Exchangeknowledgeandbestpracticesondigitalenterprisetosupportinnovationprogrammesandlocaltechnologicalsolutionsindevelopingcountries(SDG9);
(i)Fosterinnovationandentrepreneurship,includingamongwomen,youth,andotherunder-
representedentrepreneurswiththegoalofincreasingthenumberofdigitalstart-upsandmicro,smallandmedium-sizedenterprisesindevelopingcountriesandfacilitatetheiraccesstomarketsthroughtheuseofdigitaltechnologies(SDGs8&9);
(j)Promotecapacitybuildingtoensurethesafe,secureandresilientfunctioningofdigitalsystems,networksanddataindigitaltransformationefforts(SDG9).
Objective3.Fosteringaninclusive,open,safeandsecuredigitalspacethatrespects,protectsandpromoteshumanrights
Humanrights
22.Wecommittorespect,protectandpromotehumanrightsinthedigitalspace.Wewillupholdinternationalhumanrightslawthroughoutthelifecycleofdigitalandemergingtechnologiessothatuserscansafelybenefitfromdigitaltechnologiesandareprotectedfromviolations,abusesandallformsofdiscrimination.Werecognizetheresponsibilitiesofallstakeholdersinthis
endeavourandalsocallontheprivatesectortoapplytheUNGuidingPrinciplesonBusinessandHumanRights.
23.Wecommitto:
(a)Ensurethatthedevelopmentandimplementationofnationallegislationrelevanttodigital
technologiesiscompliantwithobligationsunderinternationallaw,includinginternationalhumanrightslaw(AllSDGs);
(b)Establishappropriatesafeguardstopreventandaddressanyadverseimpactonhumanrightsarisingfromtheuseofdigitalandemergingtechnologiesandprotectindividualsagainstviolationsandabusesoftheirhumanrightsinthedigitalspace,includingthroughhumanrightsduediligenceandestablishingeffectiveoversightandremedymechanisms(AllSDGs);
(c)Strengthenlegalandpolicyframeworkstoprotecttherightsofthechildinthedigitalspace,inlinewithinternationalhumanrightslaw,includingtheConventionontheRightsoftheChild(AllSDGs);
(d)Refrainfromimposingrestrictionsonthefreeflowofinformationandideasthatareinconsistentwithobligationsunderinternationallaw(AllSDGs).
24.WeacknowledgeOHCHR’songoingeffortstoprovidethroughanadvisoryserviceonhumanrightsinthedigitalspace,uponrequestandwithinexistingandvoluntaryresources,expertadviceandpracticalguidanceonhumanrightsandtechnologyissuestogovernments,theprivatesectorandotherstakeholders.
25.Wecallon:
(a)Digitaltechnologycompaniesanddeveloperstorespectinternationalhumanrightsandprinciples,includingthroughtheapplicationofhumanrightsduediligenceandimpact
assessmentsthroughoutthetechnologylifecycle(AllSDGs);
(b)Digitaltechnologycompanies,developersandsocialmediaplatformstorespecthumanrightsonline,beaccountableforandtakemeasurestomitigateandpreventabuses,andtoprovide
accesstoeffectiveremedyinlinewiththeUNGuidingPrinciplesonBusinessandHumanRightsandotherrelevantframeworks(SDGs5,10&16).
InternetGovernance
26.WerecognizethattheInternetisacriticalglobalfacilityforinclusiveandequitabledigitaltransformation.Tofullybenefitall,itmustbeopen,global,interoperable,stableandsecure.
27.WerecognizethatInternetgovernancemustremainglobalinnature,withthefullinvolvementofgovernments,theprivatesector,civilsociety,internationalorganizations,technicaland
academiccommunities,andallotherrelevantstakeholdersinaccordancewiththeirrespectiverolesandresponsibilities.WereaffirmtheroleoftheInternetGovernanceForum(IGF)asthe
primarymultistakeholderplatformfordiscussionofInternetgovernanceissues.
28.Wecommitto:
(a)Promoteanopen,global,interoperableandreliableInternetandtakeconcretestepstomaintainasafe,secureandenablingonlineenvironmentforall(SDG9);
(b)UpholdandsupporttheIGF,includingthroughtheprovisionofvoluntaryfunding,andcontinueeffortstoincreasediverseparticipationfromallstakeholders(SDG9&10);
(c)Promoteinternationalcooperationamongallstakeholderstoprevent,identifyandaddressrisksoffragmentationoftheInternetinatimelymanner(SDG16);
(d)RefrainfromInternetshutdownsandmeasuresthattargetInternetaccess,andensurethatanyrestrictionsonaccesstoInternetservicesandfreedomofexpressionareincompliancewith
internationallaw,includingwiththeprinciplesoflegality,necessity,proportionalityandnon-discrimination(SDG16).
DigitalTrustandSafety
29.Wemusturgentlycounterandaddressallformsofviolence,includingsexualandgender-
basedviolence,whichoccursthroughorisamplifiedbytheuseoftechnology,allformsofhatespeechanddiscrimination,mis-anddisinformation,cyberbullyingandchildsexualexploitationandabuse.Wewillestablishandmaintainrobustriskmitigationandredressmeasuresthatalsoprotectprivacyandfreedomofexpression.

30.Wecommitby2030to:
(a)Createasafeandsecureonlinespaceforallusersthatensurestheirmentalhealthand
wellbeingbydefiningandadoptingcommonstandards,guidelinesandindustryactionsthatareincompliancewithinternationallaw,promotesafecivicspacesandaddresscontentondigital
platformsthatcausesharmtoindividuals,takingintoaccountworkunderwaybyUNentities,regionalorganizationsandmultistakeholderinitiatives(SDGs3,5,9,10,16&17);
(b)Prioritizethedevelopmentandimplementationofnationalonlinechildsafetypoliciesandstandards,incompliancewithinternationalhumanrightslaw,includingtheConventionontheRightsoftheChild(SDGs3,5&10);
(c)Establishregularcollaborationbetweennationalonlinesafetyinstitutionstoexchangebest
practicesanddevelopsharedunderstandingsofactionstoprotectprivacy,freedomofexpressionandaccesstoinformationwhileaddressingharms(SDG17);
(d)Ensurelawsandregulationsontheuseoftechnologyinareassuchassurveillanceandencryption,areincompliancewithinternationallaw(SDGs10&16);
