Introduction
Demandforprivatemobilenetworksbasedon4GLTE1,andincreasingly5G2technologies,isbeingdrivenbythespirallingdata,security,
digitisationandmobilityrequirementsofmodernenterpriseandgovernmententities.Organisationsofalltypesarecombiningconnected
systemswithbigdataandanalyticstotransformoperations,increaseautomationandefficiencyordelivernewservices.WirelessnetworkingwithLTEor5Genablesthesetransformationstotakeplaceeveninthemostdynamic,remoteorhighlysecureenvironmentswhileofferingthescalebenefitsofatechnologythathasalreadybeendeployedworldwide.
ThearrivalofLTE-Advancedsystemsdeliveredastepchangeinnetworkcapacity,throughputanddeterministiclatency.5Gnetworkswillbringincreaseddensitiesofusersanddevices,evengreatercapacityandfurtherimprovementstolatencythatenableuseofmobiletechnologyfortime-criticalapplications.
Privatemobilenetworksareoftenpartofabroaderdigitaltransformationprogramme.Thiscouldincludetheintroductionordevelopmentofcloudnetworkingandotherdigitaltechnologiessuchasartificialintelligence,machinelearninganddataanalytics.Moreandmoreapplicationsoftheprivatemobilenetworkwillusethesecapabilitiescombinedwithmobileconnectivity.

Inadditiontocompanieslookingtodeploytheirownprivatemobilenetworkforthefirsttime,thereisalargegroupofpotentialcustomersthatcurrentlyoperateprivatenetworksbasedontechnologiessuchasTETRA,P25,DigitalMobileRadio,GSM-RandWi-Fi.Manyofthesecustomersaredemandingcriticalbroadbandservicesthataresimplynotavailablefromalternativetechnologies,soprivatemobilenetworksbasedonLTEand5Gcouldeventuallyreplacemuchofthismarket.
Theexactnumberofexistingprivatemobilenetworksishardtodetermine,asdetailsarenotoftenmadepublic.Eventryingtotrackthe
numberofexistingcustomerscanalsobechallenging.Toimproveinformationaboutthismarket,GSAnowmaintainsadatabaseofcustomerdeploymentsofprivateLTEand5Gnetworksworldwide.
Thedefinitionofaprivatemobilenetworkusedinthisreportisa3GPP-based4GLTEor5Gnetworkintendedforthesoleuseofprivate
entities,suchasenterprises,industriesandgovernments.ThedefinitionincludesMulteFireorFutureRailwayMobileCommunicationSystem.Thenetworkmustusespectrumdefinedin3GPP,begenerallyintendedforbusiness-criticalormission-criticaloperationalneeds,andwhereitispossibletoidentifycommercialvalue,thedatabaseonlyincludescontractsworthmorethan€50,0000tofilteroutsmalldemonstrationnetworkdeployments.
Privatemobilenetworksareusuallynotofferedtothegeneralpublic,althoughGSA’sanalysisdoesincludethefollowing:educational
institutionsthatprovidemobilebroadbandtostudenthomes;privatefixedwirelessaccessnetworksdeployedbycommunitiesforhomesandbusinesses;cityortownnetworksthatuselocallicencestoprovidewirelessservicesinlibrariesorpublicplaces(possiblyofferingWi-Fiwith3GPPwirelessbackhaul),whicharenotanextensionofthepublicnetwork.
Non-3GPPnetworkssuchasthoseusingWi-Fi,TETRA,P25,WiMAX,Sigfox,LoRaandproprietarytechnologiesareexcludedfromthedataset.Networkimplementationsusingsolelynetworkslicesfrompublicnetworksorplacementofvirtualnetworkingfunctionsonarouterarealsoexcluded.Whereidentifiable,extensionsofthepublicnetwork(suchasoneortwoextrasitesdeployedatalocation,asopposedtodedicatedprivatenetworks)areexcluded.Theseitemsmaybedescribedinthepressasatypeofprivatenetwork.
GSAhasidentified78countriesandterritorieswherecustomershavedeployedprivatenetworksbasedonLTEor5G,withPapuaNewGuineathelatestaddition.Thereareprivatemobilenetworkinstallationsinvariousoffshorelocationsservingtheoilandgasindustries,aswellasonships.
GSAhasgatheredinformationabout1,427organisationsknowntobedeployingLTEor5Gprivatemobilenetworks.Sincethelastupdateof
thisreportinFebruary2024,someorganisationshavebeenremovedfromthedatabaseandthisanalysis,owingtoalackofevidencethattheymetthedefinitioncriteria.Theseexamplesmaybeaddedagaininthefuture.Referencesareperiodicallyremovedforafewmainreasons:
•ThedefinitionhasbeenrevisedbytheSIGandassuchthereferencenolongermetthecriteria
•Moreinformationaboutthereferencehasbecomeavailablemeaningthatitnolongermeetsthecriteria
•Thetrialorproofofconcepthascometoend,orthedeploymentwasonlytemporary
•Aconfidentialreferencehasbeenmadepublicandthereforeisremovedasaconfidentialreferenceandaddedasapublicreference
•Thediscoveryofduplicateentriesordouble-countedsubmissions.
MorethanhalfofthereferencesincludedinGSA’sdatabasehavebeenprovidedbycompaniesonthebasisofanonymity,andinformationfortheseprivatemobilenetworkreferenceswillgenerallynotbefoundinthepublicdomain.

PlayersandMarketStatistics
Theprivatemobilenetworkmarketishometoawiderangeofserviceproviders,includingequipmentandtechnologysuppliers,mobile
networkoperators,systemintegratorsandtheprivatenetworkendusers(whosometimestakeresponsibilityforinstallingoroperatingtheirowninfrastructure).
GSAhascountedover50equipmentvendorsthathavebeeninvolvedinthesupplyofequipmentforprivatemobilenetworksbasedonLTEor5G.Commercialavailabilityofpre-integratedsolutionsfromseveralequipmentprovidersincreasedin2021;thesesolutionsaimtosimplifyadoptionofprivatenetworks,whichshouldaddmarketimpetus.Inaddition,GSAhasidentifiedmorethan66telecomnetworkoperators
(countingnationaloperatorswithinthesamegroupasdistinctentities)involvedwithprivatemobilenetworkprojects.Manyothertypesofplayer,suchassystemsintegrators,consultingfirmsandsoftwarecorevendorsarealsoinvolvedtovaryingdegreeswithprivatemobilenetworkprojects.
Also,global-scalecloudproviders,oftenreferredtoas“hyperscalers”,areofferingprivatemobilenetworksolutions,sometimesinpartnershipwithmobileoperatorsornetworksuppliers.Theirabilitytoexploitmass-scalecloudinfrastructureandtheirexistingpresenceincommercialenterprisesarelikelytodriveadditionalgrowthintheprivatemobilenetworkmarket.
Ourlatestdatashowsthatin2023,thenumberofnewprivatenetworkcustomerscategorisedbyGSAsurpassedthoseof2022and
2021.In2022,327newprivatenetworkcustomerswereannounced,eclipsingnetgrowthinpreviousyears,with2021representing312
announcements.Itshouldbenotedthatslowdowninthenumberofannouncementsisnotrepresentativeofslowinggrowthinmarketactivity—rather,existingcustomersarecontinuingtoscaletrialstomultisitedeployments,andannouncementswillgreatlyvaryinthesizeofcontractvalue.Figure1showscustomerannouncementsgrewatacompoundannualgrowthrateof93%from2017to1Q24.

networks,thesharedmodeloftheCBRS
bandofferssupportforprivatenetworks.
IntheCBRSmodel,PALandGAAlicenseesmustacceptpriorityforincumbentaccessusers(UnitedStatesDepartmentofDefenseandNavalradarsystems)alongexclusion
zonesthatcovermuchoftheUnitedStatescoastline.
