emergesalittlelater,inconjunctionwithachild'sgrowinggraspof

predominantlyborninMexico,aremorelikelytobesettledratherthan

migratingandmorelikelytobemarriedthansingle.They,realsoaging.

TheH-2Avisahasnonumericalcap,unliketheH-2Bvisafor

nonagriculturalwork,whichislimitedto66,000ayear.Evenso,

employerscomplaintheyaren'tgivenalltheworkerstheyneed.The

processiscumbersome,expensive,andunreliable.Onesurveyfound
