9、 spirit, Guide party members and a dee punder standing ofa series ofimporta nt( 试行 )d through moretd introducedmoretha3一、基本理念和设计思路1 、坚持“以学生的发展为本”基础教育课程改革的核心理念是“以学生的发展为本”。要发挥教学评价的教育功能,必须“建立促进学生全面发展的评价体系”。确定中小学课堂教学评价指标体系,要从学生全面发展的需要出发,注重学生的学习状态和情感体验,注重教学过程中学生主体地位的体现和主体作用的发挥,强调尊重学生人格和个性,鼓励发现、探究与质疑,以利于培

10、养学生的创新精神和实践能力。2、注重考察体现素质教育课堂教学特征的基本要素课堂教学是一个准备 实施 目标达成的完整过程,是一个复杂多变的系统,要全面反映这个过程,需要罗列相当多的因素。确定课堂教学评价指标体系,既要着眼于课堂教学的全过程,又不能面面俱到,要突出体现素质教育课堂教学不可缺少的基本要素,以利于在评价中进行有针对性的诊断和正确的导向。3、坚持评教与评学相结合,侧重评学课堂教学是教师组织和引导学生进行有效学习的过程,是师生互动、生生互动共同实现具体发展目标的过程。 “评教” ,建立促进教师不断提高的评价体系,这样才有利于大面积提高教学质量。 “评学” ,建立评价学生的学习状态和学习效果

11、的评价体系,以具体评价一堂课的教学效果。课堂教学评价要以“评学”为重点,坚持“评教”与“评学”相结合,以此来促进教师转变观念、改进教学。4、体现开放性课堂教学具有丰富的内涵,学科、学生、教师、教学条件诸方面的不同,使课堂教学情况千变万化。确定课堂教学评价指标体系,既要体现课堂教学的一般特征,又要为不同学科和不同条件的课堂教学留有可变通的余地。提倡创新,鼓励特色教学。5、坚持可行性可行性是实施评价的前提。课堂教学评价指标体系要符合当前课堂教学改革的实际,评价标准是期待实现的目标,但又必须是目前条件下能够达到的,以利于发挥评价的激励功能;评价要点必须是可观察、可感受、可测量的,便于评价者进行判断;

12、评价办法要注重质的评价和综合判断,力求简单、易于操作。二、中小学课堂教学评价体系本方案中课堂教学评价指标共设置7 个评价项目,其中前6 个评价项目有14 个评价要点,学科特色评价项目的评价要点由各个学科决定,原则上不超过4 个要点(见表1 ) 。“评价项目”,从影响课堂教学质量的基本要素出发,设置项目。“评价要点”,列出了对各个项目进行评价的主要内容。“对评价要点的特征描述”,采用描述性语言对评价要点中典型性的特征进行列举描述。“学科特色”, 是前 6个评价项目的14个评价要点不能充分涵盖的并且体现本学科教学特色的评价指标。具体评价要点与特征描述请参阅中小学各学科课堂教学评价表。“其他” ,
