cultivatingandbuildingonstablecontactswithbothsides,wecanknowtheconcernsandhardshipsofoursuppliersandcustomersandrespondtothematalltimes.

Tomakeitpossibleforourhopgrowerstohavestableyieldsandincomes,itisnecessarytoconductfurtherre-searchonfarmingmethodsandoptimizethem.Thankstotheintensivecollaborationofallthemarketparticipants,groundbreakingsolutionshavebeendevelopedforhops.As

aresult,therearealreadynewvarietiesavailabletodaythatcangraduallyreplacethewell-known,butclimate-sensitiveones.

Inrecentyearswehavealsoworkedsuccessfullyonthedevelopmentofnewhopproducts,sothatbrewerscanproducetheirhigh-qualitybeersandotherhop-basedbeveragesmoreefficientlyandprofitably.Andinthefuture,too,weaimtogoonprovingourcreativityandinnovativenessagainandagaintosupportourcustomersasapartnertheycanrelyon.

Ourcompanyisoneofmanyforwhomtheunstablegeopoliticalsituationisincreasinglybecomingapartofdailybusiness.Inaddition,ourindustry–fromthehopproducerstothebrewers–findsitselfexposedtogrowingpressureduetounfavorablepoliticalandeconomiccircumstancesand,notleast,climatechange.Everyoneinvolvedisplaguedbyat-risksupplychains,laborshortages,highenergycosts,andincreasinglycomplicatedbureaucracy,withagrowingfloodofregulations.Climatechange,withweatherextremesintheformofheatanddroughtontheonehandandtorrentialrainwithunprecedentedwatervolumeontheother,ispresentingthehopindustrywithhistoricchallenges.

Ashopmarketersandserviceproviders,weatBarthHaasareinthemidstofthesedifficulties–andhavereachedapointatwhichtheriskscannolongerbecompensatedforbymeansofpriceincreases.Ourentireindustryisfacedwithstructuralproblemsthatcanonlybesolvedthroughjointaction.Inthesedifficulttimes,weseeourselvesmorethaneverasalinkbetweenhopgrowersandbrewers.Onlyby

StefanieKaiserandHannesSchneebergertookchargeofsalesmanagementwitheffectfromAugust1,2023.StefanieKaiserhasbelongedtotheBarthHaasteamsince2014and,asheadofsalesadministration,nowleadsthesalesadministratorsandcoordinatorsaswellasthespecialistsalesteams.Asheadofsalesmanagement,HannesSchneeberger,whojoinedthecompanyin2017,overseesthesalesandkeyaccountmanagers.

ThomasRaiser,whohasbeenheadofsalesandmarketingsince2000,wasappointedasthethirdmanagingdirectorofBarthHaasalongsidePeterHintermeierandOliverBergnerinAugust2023.PeterHintermeierisofficiallyretiringonJuly31,2024.Fromthenon,hisresponsibilityforthepurchasing,supplychainmanagement,andsales/marketingfunctionswillpasstoThomasRaiser.Together,ThomasRaiserandOliverBergner,whoisresponsibleforhumanresourcesandfinance,willleadthecompanyinthetried-and-testedtandemmanagementstructure.

Theglobalpoliticalsituationremainshighlyunstable.WhilethewarinEasternEuropecontinues,anothertroublespothasflaredupintheMiddleEast.Theincreasinglyviolentconflictsarehavingahighlynegativeimpactontheglobaldemocracyindex.Democraciesindevelopingandemergingcountriesareunderthreat,whileautocraciesareincreasinglygainingground.

WarinEasternEurope

Russia’swaronUkraine,whichbeganinFebruary2022,continuesunabated.Thereisnoprospectofanendtothefighting.OnJune15and16,2024,SwitzerlandishostingaUkrainepeaceconferencetowhichtheSwisshaveinvited160delegations.

WarintheMiddleEast

OnOctober7,2023,thePalestinianradicalIslamistHamascarriedoutasurpriseattackonsettlementsinIsraelclosetotheborder.Intheattack,manypeoplewerekilledortakenhostage.Inresponse,IsraeldeclaredwarforthefirsttimesincetheYomKippurWar(1973)andwentontodestroylargeswathesoftheGazaStrip.

InviewofthecatastrophicconditionsforthecivilianpopulationintheGazaStrip,therehavebeeninternationalcallsforIsraeltodoeverythingpossibletopreventgenocide.

InRafah,abordertowntoEgyptinthesouthoftheGazaStrip,morethanonemillionPalestinianshavesoughtrefugefromthefighting.Israel’sleadershipsuspectsthatthelastbattalionsofHamasandthesurvivingIsraelihostagesarethere.Outofconcernforthehighnumberofciviliancasualties,theinternationalcommunityappealedtoIsraelnottobeginagroundoffensive.IsraelitroopsbegantheiradvanceinearlyMay.OnMay24,2024,theInternationalCourtofJustice(ICJ)orderedIsraeltohaltitsmilitaryoffensiveinRafahimmediately.Israelemphasizesitsrighttoself-defense.

DuringtheGazaoffensive,IsraelhasalsoattackedtargetsintheWestBankandinLebanon.

Otherwars/conflicts

InNiger,thearmyoverthrewthedemocraticallyelectedpresidentMohamedBazoumonJuly26,2023,andseizedpower.Thecountry’smilitarycooperationwiththeUSAwasterminated.ThenewrulersarebankingonRussiaastheirnewpartner.Priortothemilitarycoup,thecountryhadbeenseenasthelastdemocraticpartnerofEuropeandtheUSAintheSahelregion.

InSudan,heavyfightinghasgoneonbetweenthetroopsofmilitaryleaderAbdelFattahal-BurhanandtheRSFmilitialedbyhisformerdeputyMohamedHamdanDagalosinceApril2023.Tensofthousandsofpeoplehavebeenkilledtodateand,accordingtoUNfigures,some8.5millionhavebeenmaderefugees.

Elections/governmentcoalitions

InArgentinatheright-wingpopulistJavierMileiwonthepresidentialelectiononNovember19,2023.

IntheelectionintheNetherlandsonNovember22,2023,GeertWildersandhisradicalright-wingFreedomPartyPVVwonthemostvotes.Inordertobeabletoformagovernment,Wildersrenouncedhisclaimtobecomeprimeminister.Heformedacoalitionalliancewithfourotherright-wingparties.ThenewprimeministeristobeDickSchoofwhohasnopartyaffiliation.

InPoland,parliamentconfirmedthenewpro-EuropeangovernmentoftheformerpresidentoftheEuropeanCouncilandnewPolishprimeministerDonaldTuskonDecember11,2023.

InthepresidentialelectionsinTaiwanonJanuary13,2024,thepro-independencecandidateLaiChing-teoftheDemocraticProgressParty(DPP)wonthemostvotes.

InRussia,thepresidentialelectioninMarch2024,whichwasaccompaniedbyallegationsofmanipulation,waswonbyVladimirPutinwithalargemajorityaccordingtoastatementfromtheelectoralcommission.Manystateshaverefusedtorecognizethiselection,however.

TheparliamentaryelectioninSouthKoreawaswonbytheliberaloppositionallianceonApril10,2024.ThereisnowariskthattheconservativeheadofstateYoonSukYeolwillspendhislastthreeyearsinofficemoreorlessasalameduckasfarasdomesticpolicyisconcerned.

TheAfricanNationalCongress(ANC)ruledSouthAfricaalonefrom1994.FollowingtheresultoftheparliamentaryelectionofMay29,2024,itcanonlyremainingovernmentinacoalition.

IntheUSA,thepresidentialelectionwilltakeplaceonNovember5,2024.TheprimarieswerewonbytheincumbentpresidentJoeBidenfortheDemocratsandformerpresidentDonaldTrumpfortheRepublicans.

NATOaccession

InFebruary2024,afteralengthyblockade,HungarybecamethelastmemberofthemilitaryalliancetoapproveSweden’saccessiontoNATO.SwedenofficiallyjoinedNATOasits32ndmemberonMarch7,2024.

AdmissionofAfricanUniontoG20

TheAfricanUnion(AU)ismadeupof55states.InSeptember2023,theAUwasadmittedtotheG20,aforumofindustrializedandemergingcountriesandtheEuropeanUnion(EU).TheAUhasbeengiventhesamestatusastheEU,previouslytheonlyregionalorganizationwithfullmembership.

WHYAREMRLsSOCHALLENGING?

India’sMRLsystemisnotyetwellunderstood,andaUShopdelegationwillbetravelingtoIndiainSeptembertoseewhatoptionsmightexisttoseekMRLs.AdditionalhopMRLsareneededinthesemarkets.

Hopmerchants,suchastheBarthHasscompany,mustnavigatethiscomplexsystemofregulations.Brewersdemandthattheirinputsbecompliantwithdomesticlaws,andmerchantsmustprovidehopproductsthatmeetestablishednationalstandards.Forthisreason,merchantsmustaskgrowersnottoapplycertainproducts,eveniftheyareapprovedfordomesticuse.TheyalsodedicatetremendousresourcestoresiduetestingandsegregatinglotsfordifferingmarketsdependingonMRLs.Suchactions,whilearduousandexpensive,ensurethathopsarecompliantwhentheygettothebuyerandissuesdonotarise.

ThehopindustryworkscollaborativelyacrosstheworldtominimizetheimpactofpesticideMRLsontheindustry.ProgresshasbeenmadebyestablishingnumeroushopMRLs,elevatingproblematicMRLissuestoseniortradeauthorities,andseekingchannelsoftradelanguage.Thiseffortwillcontinueintheyearsahead.

Toensuresuccess,thehopindustryappealstobrewerstosupportthehopindustry’seffortsinaddressingthesecriticalissueswithpoliticiansandauthorities.OnlythroughclosecooperationbetweenthebrewersandthehopindustryonMRLissueswillthischallengingsituationbesuccessfullyaddressed.

PesticideMaximumResidueLevels(MRLs)arethefastestgrowingtradebarrierinagriculture.GrowerscanfollowthelabelonlytohavetheirproductrejectedinaforeigncountrybecausethatcountryhasnoestablishedMRLorhasaMRLmorerestrictive.AmissingorrestrictiveMRLcancostshipperstensofthousandsofEurosandindustrieshundredsofmillionsofEuros.TheMRLissueisgrowingmorecomplicated.Inthelast25years,majorMRLtransitionshaveoccurredinEurope,GreatBritain,Japan,Korea,China,Taiwan,HongKong,Australia,andCanada.Eachcountryhasitsownsystemanditsowndifferingstandards.

ThehopindustryisattheforefrontofMRLissuesandhandlesMRLsbetterthananycommodityintheworld.HopgrowersinEuropeandtheUShavecooperativelymanagedregulatorychangesinkeymarketsandestablishedhundredsofhopMRLsaroundtheworld.Still,challengesremain.ThethreebiggestchallengesfacingthehopindustryaretheEUpesticide/MRLsystem,channelsoftrade,andseekingMRLsinmarketswherethereisnoclearsystemforestablishingMRLs.

EuropeangrowersarealreadyexperiencingtheeffectoftheEU’spesticidepolicies.Productspreviouslyapprovedforusehavebeenrevokedmakingitmoredifficulttogrowthecrop.Atthesametime,theEUisreducingmanyMRLs,makingitdifficulttoexporttothemarket.ThehopindustryregularlyarguestotheEuropeanCommissiontheneedtomaintainregistrationsandMRLs,whilealsoseekingtheapprovalofalternativecropprotectionresources,includingbiopesticides.

Asecondchallengeisthe“channelsoftrade”issue.Thisoccurswhenagrowerappliesanapprovedpesticideduringonecropyear,andinsubsequentyearstheMRLislowered.Whatwasonceacompliantproductinstorageisnownolongercompliant.Hopsfacethisissueregularlyashopproductscanremaininstorageforyears.Toaddressthischallenge,thehopindustrymaintainsthatspecificlanguageshouldbeincludedinregulatorychangesthatifapesticidewasappliedwhenlegalandthereisnohumanhealthconcern,thecropshouldbeconsideredcompliantwheneveritisplacedonthemarket.

AfinalconcernisthatcertainmarketswithfewhopMRLs,althoughnottestingforresiduesnow,maydosointhefuture.MarketssuchasIndiaandChinadonothaveclearlyestablishedsystemsforseekingimportMRLs.ForChina,pesticideregistrantseithermustfullyregistertheproductforuseinChina,whichisexpensive,orseekaninternationalCodexMRL,whichChinamaylateradopt.Thistakesyears.

Growthoftheglobalgrossdomesticproduct(GDP)de-clinedonceagain.Aftergrowingby3.5%in2022,itgrewbyonly3.2%in2023.WhileeconomicoutputintheUSAroseto2.5%(2022:1.9%),Chinaachievedgrowthof5.2%(2022:3.0%).Japanhadtocedethirdplaceintherankingsoftheworld’sbiggesteconomiestoGermany,despitethefactthatGDPinJapanwas1.9%(2022:0.9%),whileinGermanyitfellto-0.1%(2022:1.9%).

Interestrates

TheEuropeanCentralBank(ECB)raiseditskeyinterestratethreetimeswithinthereportingperiod,finallyliftingitto4.5%inSeptember2023.Initseffortstocombatinflation,theECBhasnowraiseditsbaseratetentimesinsuccessionsinceJuly2022.

TheUSFederalReserveCentralBank(Fed)hascounteredinflationwithatightmonetarypolicysincethespringof2022.ItslastinterestrateincreasewasinJuly2023,bringingtheprimerateto5.25to5.50%,itshighestlevelin22years.

Currencies

TheexchangeratemovementsoftheeurorelativetotheUSdollarinthereportingperiodfluctuatedinarange

between1.12USD,itshighestvalue,inJuly2023and1.05USD,itslowest,inOctober2023.

Stockmarket

TheDowJonesindex(DJIA)andtheGermanshareindex(DAX)bothrecordedtheirlowestlevelswithinthereportingperiodof32,327and14,667points,respectively,onOctober27,2023.Bothindicesrecoveredandwentontoreachall-timehighs.TheDJIAreacheditspeakonMay20,2024,at40,077points,asdidtheDAXonMay15,2024,at18,893points.

Oilprice

TheoilpricebegantorisefromlateJune2023asthemajoroil-producingcountriescurbedsupply.ThepricepeakedonSeptember27.Abarrel(159liters)ofNorthSeaBrentcrudeoilcost94.38USD.Weakdemandasaresultofthefragileeconomicsituationbroughtthepricedownagain.OnDecember12,theoilpricestoodat73.33USD,itslowestlevelduringthereportingperiod.Upwardpricepressurereturned,however,duetotighteningofsupplyandgrowinggeopoliticalrisksintheMiddleEast.

AccessiontotheEuropeanUnion

AttheEUsummitinBrusselsinDecember2023,theheadsofstateandgovernmentresolvedtoopenaccessionnegotiationswithUkraineandtheneighboringRepublicofMoldova.InMarch2024itwasdecidedtobeginacces-sionnegotiationswiththeWestBalkanstateofBosnia-Herzegovina.

EUSupplyChainAct

ThestrictsupplychainlawadoptedbytheEuropeanUnioninMay2024makescompaniesmoreaccountableintheeventofanyhumanrightsviolationsintheirsupplychains.

FreeTradeAgreement(FTA)

AbilateralfreetradeagreementbetweentheEUandNewZealandcameintoeffectonMay1,2024.Itisintendedtostrengtheneconomictiesbetweenthetwoandfacilitatemoretradethroughtariffreductions.

AsylumandMigrationPolicy

OnApril10,2024,theEuropeanParliamentadoptedacomprehensivereformofasylumandmigrationpolicywhichhadbeenagreeduponbytheEUparliamentandtheEUmemberstatesinDecember2023followingmonthsofcontentiousdebate.Essentially,thereformprovidesforstricterasylumrules,asylumproceduresattheEU’sexternalbordersandamandatorysolidaritymechanismamongthememberstates.Onecentralelementisthatarrivingasylumseekerswithlittlechanceofbeinggrantedtherighttostaycanbedeportedmorequicklyanddirectlyfromtheexternalborder.

CommonAgriculturalPolicy(CAP)

January1,2023markedthebeginningoftheCommonAgriculturalPolicyfortheyears2023to2027andtheassociatedimplementationofthe28approvedCAPStrategyPlansinthe27EUcountries.ThenewCAPwillbeakeyelementinimplementingthe“FarmtoFork”StrategyandtheBiodiversityStrategy.Attheendof2023,theEuropeanCommissionpresentedareportassessingtheCAPStrategicPlansandfocusingoncommongoalswithinthecontextofthe“GreenDeal”.Themeasuresinvolvedarefocusedontenspecificgoalswhichareconnectedwiththesocial,environmentalandeconomicsustainabilityofagricultureandruralareas.ThepoliticalreformsofthenewCAPareintendedtocontributetoprovidingmoreenvironmentallyfriendlyandfairersupportforagricultureandfostering

thecompetitivenessoftheagriculturalandfoodsectorsatthesametime.Thefinancingpackagethathasbeenmadeavailableforthesemeasuresamountsto307bneurosmadeupof264bneurosfromtheEUbudgetandadditionalsupportof43bneurosintheformofnationalfunding.Accordingtotheexpendituredistributionplans,62%willgointodirectpayments,35%intoruraldevelopmentand3%intosectorsupport.

FarmersintheEuropeanUnionseethemselvesingreatdifficultiesandaresufferingfromasenseofinsecuritywhichfoundexpressioninthefarmers’proteststhroughoutEuropeatthebeginningof2024.Ontopofthenegativeimpactofagreatnumberofextremeweathereventsandsubsequentfluctuationsincropyields,theyarefeelingtheeffectsofrisingenergyandmaterialscosts,highinflation,andrapidlychanginginternationaltradeflowsasaresultofthesupportforUkraine.Allthishasledtofurtherinsecurityandtensionsintheagriculturalmarkets.

SinceJanuary2024theEuropeanCommissionhasproposedtargetedreviewsofcertainconditionalitiesintheregulationgoverningtheCAPStrategyPlansinordertoprovidesupportandreliefforagricultureandthefoodsupplychain.Forexample,certainCAPmeasuresnowbeingquicklyrevisedwereintendedtomaintainenvironmentalandclimateprotectionstandards,knownas“goodagriculturalandenvironmentalcondition”(GAEC),butwereprovingtobeextremelychallengingtoimplement.Inaddition,monitoringcentersaretobesetuptomonitorproductioncosts,profitmargins,andtradingpracticesintheagriculturalandfoodsupplychain.Afurtherproposalsuggeststhatspecificimprovementsbemadetotheexistinglegalframeworkdefinedintheregulationgoverningacommonmarketorganization(CMO)foragriculturalproduce.

OnApril24,2024,theEuropeanParliamentvotedinfavorofthesimplificationmeasuresforfarmersproposedbytheEuropeanCommissionandalsoinfavorofstrengtheningthepositionofthefarmersinfoodsupply.Thememberstatesarenowcalledupontoimplementthesemeasures.

Implicationsforhopsasaspecialtycrop

AspartoftheprocessofsimplifyingCAP2023–2027,thehopcertificationregulationswerereformed.Thisinvolvedaskingtheindividualmemberstateswhatadjustmentstheywishedanddiscussingthem.Additionally,thememberstateswereaskedtoassesstheadjustmentsproposedbytheEUCommission.

Thehop-producingmemberstatesnowhavetodeter-minewhethertheEuropeanCommission’sreformsofthehopcertificationregulationsrequireadjustmentstobemadeatnationallevel.Effortsarealreadybeingmadetodigitalizeandthussimplifythepathoftheaccompanyingcertificatefromthefirstcertificationoftheconehopstothesecondcertificationofhopproducts.

CommissionRegulation(EC)No.1299–2007ontherecog-nitionofproducergroupsforhopsdefinestherequirementsthatmustbemetinordertoberecognizedasaproducerorganization.ThesystemofgrantingEUhopsubsidiestothetwoGermanproducers’organizationsisimplementedatnationallevelbytheFederalAgencyforAgricultureandFood,andthenecessarypreconditionscontinuetobemet.Considerableeffortshavebeenmadewithintheframework

oftheentireGermanhopindustrytosecurethesubsidies.AccordingtotheguidelinesoftheCAPStrategyPlan,theuseofhopsubsidiesmustbealignedwithdefinedprograms.ThisadjustmentwillrestrictthefutureuseofthesubsidiesandleadtochangesintheGermanhopindustry.
