VapourEmissionControlSystem适用范围Scope本程序描述了对船长的命令和指导方向，所有船员都应确保船舶的蒸汽排放控制系统总是处在正确的工作状态下，并遵守所给出的规章制度。ThisproceduredescribesthestandingordersandlinesofdirectionsfortheMaster,hisofficersandcrewinensuringthatthevessel’sVapourEmissionControlSystem(VCS)atalltimesisoperatingproperlyandcomplyingwiththegivenrulesandregulations.程序Procedure由于并非所有岸站码头都有蒸汽控制回收系统，但是公司的油轮化工品船根据规则要求必须配备经过检验并有合格证书的蒸汽回收系统，且IBC规则特别要求化工品船必须能够将特别有毒的化学蒸汽返回岸站码头。ItisrecognizedthatnotallterminalsareequippedwithaVapourEmissionControlfacilities,butneverthelessisitrequiredthattheCompany’soil-andchemicaltankersareequippedwithanapprovedandcertifiedVapourReturnSystemandtheIBCCodespecificallyrequiresachemicaltankervesseltobeabletoreturnvapoursofthemosttoxicchemicalstoshore.本系统的定义可能根据岸站码头的不同而不同，尽管如此但应定义为以下：Thedefinitionsofthesystemmaydifferdependingonthevariousterminalsbutshouldneverthelessbedefinedasfollows:•蒸汽收集系统意为一套包含软管和管路的装置用以收集船舶货舱排放出的蒸汽并将这些蒸汽送入一种蒸汽处理装置。AVapourCollectingSystemmeansanarrangementofpipingandhosesusedtocollectvapourbeingemittedfromavessel’scargotanksandtransportthevapourtoavapourprocessingunit;•蒸汽控制系统意为一套包含管路和设备的装置，用以控制蒸汽的排放，蒸汽控制系统包括了蒸汽收集系统以及蒸汽处理装置。AVapourControlSystemmeansanarrangementofpipingandequipmentusedtocontrolvapouremissionsbeingcollectedfromavesselandincludesthevapourcollectionsystemandthevapour-processingunit.蒸汽排放控制系统特别针对船舶且公司因此而要求船上进行管理从而确保船上能够制作出下列详细资料。AVapourEmissionControlSystemisvesselspecificandtheCompanyconsequentlyrequirestheShipboardManagementtoensurethatfollowingdetailsisbeingmadeoutonboard:•一套图纸/或一本货物蒸汽排放控制手册，船舶蒸汽收集管路系统中标明了各个阀门、控制装置、压力-真空释放阀、压力指示器、防火网以及等，并且：adrawingand/ora'CargoVapourEmissionControlSystem'manualofthevessel’svapourcollectionpipingsystemindicatingthelocationofeachvalve,controldevice,pressure-vacuumreliefvalve,pressureindicator,flamearrestersanddetonationarresters,iffittedand:溢流阀和防爆膜的位置，如果装有：thelocationofspillvalvesandrupturedisks,iffitted;针对本船设计的在船特定的设备最大的传送速率(装/卸)。themaximumallowabletransferrateasperdesignspecificationsoftheequipmentinstalledonboard;每个单一货舱的初始速率应遵守美国海岸警备队联邦法规USCG46CFR39.30-hotheinitialtransferrateforeachtankwhichmustcomplywithUSCG46CFR39.30-h);一份传输速率的表格或图表，并和根据USCG46CFR39.30b计算出来的蒸汽收集系统的压力下降一致。atableorgraphofthetransferratesandcorrespondingvapourcollectionsystempressuredropsascalculatedinaccordancewithUSCG46CFR39.30b);每个溢流阀、爆破片，和压力一真空阀的设置。thereliefsettingsofeachspillvalve,rupturediskandpressure-vacuumreliefvalve;一份描述蒸汽收集系统操作的程序，包括：adescriptionofandtheproceduresforoperatingthevapourcollectionsystem,includingthe:•装卸前设备的检查要求。pre-transferequipmentinspectionrequirements;•蒸汽管线的链接。vapourlineconnection;•封闭测量系统。closedgaugingsystem;•高位报警系统，如配备。highlevelalarmsystem,iffitted;•独立的应急停止系统，如配备。independentautomaticshutdownsystems,iffitted.船舶的具体细节在完成之后插入船上的文件系统内，一般保存在CCR货物控制室，以便查询参考。ThevesselspecificdetailsshallbeinsertedintoShipboardFilingSystem,FileinCCRwhencompletedandforeasyreference.初始的船厂备好的VEC图纸/手册等应经船级社批准认可，并保持更新。Theoriginalyard-preparedVapourEmissionControlSystemdrawings/manualshallbeapprovedbyClassSocietyonbehalftheFlagStateAdministrationandkeptreadilyavailableanduptodate.蒸汽收集管线必须接地，接在船体上，保持良好的导电状态，电阻最高不超过10000欧姆。Thevapourcollectionpipingmustbeelectricallygrounded/bondedtothehullandelectricallycontinuouswithamaximumresistanceof10,000ohms.如果，通常船舶都配备了透气系统，通常船上有多个货舱。这种情况呢下，必须确保蒸汽(如果满溢，则可能是液体)在整个蒸汽收集系统中始终被分隔开，以避免从透气系统从一个货舱流入另一个货舱，从而造成混货或者货物蒸汽混合。Intheeventthatthevesselisequippedwithaventingsystemwhichiscommontoseveraltanksonboard,itmustbeensuredthatvapours(orliquidintheeventofoverfill)iskeptfullyseparatedthroughouttheentirevapourcollectionsysteminordertoavoidittopassthroughtheventingsystemfromonecargotanktoanother,andtherebycausecargocontaminationorcargotankatmosphere.确保对透气系统保持良好的保养和检查，以及清洁，特别是高速透气阀P/V阀以及阻止火焰的防火网的保养和检查。Itmustbeensuredthatthemaintenanceandinspectionlevelswithregardtothecleanlinessoftheventingsystemarebeingmaintained,inparticularthemaintenanceandinspectionoftheP/V-valves,highvelocityvalvesandthedevicespreventingthepassageofflamesintothecargotanks.要特别注意有可能防火网被杂质堵塞或者被水或者由某种货物的蒸汽凝结冻住，比如：那些高熔点或者容易发生自聚合反应的物质。Particularattentionmustinthisconnectionbegiventothepossibilityofflamescreensbecomingblockedbydirt,freezingwater,orvapourcondensationfromcertainchemicalcargoes,e.g.thosewithhighmeltingpointsorliabletopolymerise.这种阻塞可能严重威胁船舶货舱的完整性。Blockagecanseverelyjeopardisetankintegrity.因此必须确保：Itmustfurthermorebeensurethat:遥控操作的货物蒸在船舶蒸汽连接管线和最近的惰化，浓缩，或稀释气体引入蒸汽收集管线的位置之间应设置关闭阀。并保持随时可以运转的良好工作状态，且保持爆破膜片清爽。这样的阀门必须：theremotelyoperatedcargovapourshutoffvalveinstalledinthevapourcollectionlinebetweenthevessel’svapourconnectionandthenearestpointwhereanyinerting,enriching,ordilutinggasisintroducedintothevapourcollectionlineisfunctioningatalltimesandthedetonationarresterkeptclean.Thevalvemust:探测到关闭条件后能在30秒钟内关闭。closewithin30secondsafterdetectionofashutdowncondition;如果控制信号丢失，能自动关闭。closeautomaticallyifthecontrolsignalislost;收到关闭信号后能发出报警。activateanalarmwhenasignaltoshutdownisreceived;能够进行手动操作。becapableofmanualoperationormanualactivation;havealocalvalvepositionindicatororbedesignedsothatthevalvepositioncanbereadilydeter
