和谐警民关系构建研究,公共管理硕士论文本篇论文目录导航：【第1部分】和谐警民关系构建研究【第2部分】【第3部分】【第4部分】【第5部分】【第6部分】【第7部分】【第8部分】中文内容摘要构建和谐警民关系是我们国家公安部三项建设的重要内容，是中国一心一意为人民服务这一根本宗旨对公安工作的本质要求，对于在当下形势下维护国家安全和社会稳定，促进公安工作全面发展，具有重大而深远的意义。近年来，伴随我们国家政治、经济、思想文化等方面的全面发展，和群众之间的矛盾得到缓解，相对应的警民关系也得到改善。再加上公安机关本身集中开展了一系列全国性的亲民爱民实践活动，坚持内强素质、外树形象，有效的拉近了警民距离，促进了警民关系发展。但随着经济和社会的进一步发展，我们国家已进入复杂的社会转型期，各种社会矛盾凸显、利益格局深入变革，不稳定因素不断增加，面对这种新形势，我们国家的警民关系仍然存在较多的新问题与不和谐因素，因而，深切进入分析影响警民关系的原因，理性探寻求索构建和谐警民关系的途径具有重大的现实意义。本文通过运用公共管理的相关理论，结合对详细城市构建和谐警民关系的实证研究，从警民环境、公安机关主体和群众客体三个方面深切进入分析当下社会形势下影响警民关系的因素。同时通过借鉴国内外密切警民关系的先进经历体验和做法，力求提出具有可行性的构建和谐警民关系的新途径和新方式方法。全文共分六章：第一章为绪论。主要阐述警民关系研究的目的和意义，介绍国内外研究警民关系的现在状况，同时确定本文的研究方式方法和研究思路。第二章重点对警民关系的现在状况进行分析，借助新公共管理、新公共服务理论以及公共管理环境理论，在发展警民关系方面寻找坚实的理论支撑。同时结合我们国家处于社会转型期的实际，分析警民关系的时代特点，为构建和谐警民关系提供参考。第三章结合详细城市日照市警民关系的实际，对该地区在探寻求索和谐警民关系发展经过中获得的成效、存在的问题进行深切进入分析，为研究提供实证案例。第四章立足公安工作实际，从警民环境、公安机关主体和群众客体三个方面探寻求索当下影响警民关系和谐发展的深层原因，分析华而不实存在的问题。第五章通过列举加拿大、英国、韩国、中国香港以及内地在构建和谐警民关系方面所做的有益探寻求索和实践，总结并概括其先进的经历体验和做法，为密切警民关系提供借鉴。第六章结合公安工作实际，从加强队伍建设、坚持执法为民、严格公正执法、加强警察公共关系建设、加强公安宣传工作以及严格规范用警等多个方面研究构建和谐警民关系的途径和方式方法，提出有针对性的对策。本文综合运用文献阅读、社会调研和案例分析等研究方式方法，结合本人在公安实战部门的工作经历体验，从当下影响我们国家警民关系发展的原因着手，对构建和谐警民关系的途径和措施进行了重点分析，提出了具有可行性的解决对策。但也应该看到，和谐警民关系建设是一项复杂的社会系统工程，只要公安机关和人民群众双方都进行积极的沟通和互动，构成共同的价值追求，然后经过长期的发展，才能到达和谐这一终极目的。对于公安机关而言，还需要进一步加强理论研究和实践探寻求索，在推动法治建设、服务职能转变、社会管理创新等方面做出努力，为警民关系的和谐发展创造愈加优越的社会环境。本文关键词语：警民关系；和谐；公安工作AbstractConstructingtheharmoniousrelationshipbetweenthepeopleandpoliceisanimportantpartoftheThreeConstructionPolicyofourMinistryofPublicSecurityandalsoanessentialrequirementtothepublicsecurityworkofthePartysfundamentalpurposeofservingthepeopleheartandsoul.Ithasthegravenessandprofoundmeaningofpromotingthecomprehensivedevelopmentofpublicsecuritywork,andmaintainingnationalsafetyandsocialstabilityunderthecurrentsituation.Inrecentyears,alongwiththeall-rounddevelopmentofourcountryinpolitics,economyandideologicalculture,thecontradictionbetweenthegovernmentandthemasseshasbeenalleviated,andcorrespondentlytherelationshipbetweenthepeopleandpolicehasbeenimprovedtoo.Inaddition,thepublicsecurityorganscarriedoutaseriesofnationwidepracticalactivitiesofClosetothepeople,Lovethepeoplethroughstrengtheninginsidequalityandsettingupoutsideimagesandtheactivitieshaveeffectivelyclosedandpromptedtherelationshipbetweenthepeopleandpolice.However,weneedtorecognizethatourcountryhasenteredintothecomplexperiodofsocialtransitionwithafurtherdevelopmentoftheeconomyandsociety.Inthisperiod,varioussocialcontradictionsshowupwhilebenefitspatternschangedeeplyandunstablefactorsincreasecontinuously.Facingthenewcircumstances,newproblemsanddisharmoniousfactorsstillexistwithintherelationshipbetweenthepeopleandpoliceinourcountry.Therefore,adeepanalysisoftheaffectingreasonsandarationalexplorationofthewaysofconstructingtheharmoniousrelationshipareofgreatpracticalsignificance.Byusingcorrelationtheoriesofpublicadministationandbycombiningempiricalstudiesofspecificcitiesharmoniousrelationshipconstruction,thispaperdeeplyanalyzesthereasonsthataffecttherelationshipbetweenthepeopleandpoliceinthethreefollowingaspects:thepeopleandpolicesurroundings,thepublicsecurityorganssubjectandthemassesobject.Meanwhile,thispaperalsotriestoraisefeasiblenewwaysandapproachesbylearningfromtheadvancedexperiencesandpracticesathomeandabroadinclosingtherelationshipbetweenthepeopleandpolice.Thefulltextisdividedintosixchapters:ChapterOneistheintroduction,whichmainlydescribesthepurposeandsignificance,thecurrentsituationstudiesathomeandabroadoftherelationshipbetweenthepeopleandpolice,andconfirmedtheresearchmethodsandideasofthispaperatthesamtime.ChapterTwoemphaticallyanalyzesthecurrentsituationsoftherelationshipbetweenthepeopleandpoliceandtrytofindsolidtheoreticalsupportindevelopingtherelationshipviatheoriesofnewpublicadministration,newpublicserviceandpublicadministrationenvironment.Basedontheactualsituationthatourcountryisnowintheperiodofsocialtransition,italsoanalyzesthetimecharacteristicsoftherelationshipbetweenthepeopleandpoliceandprovidesreferencesforconstructingsuchaharmoniousrelationship.ChapterThreeprovidesempiricalcasesfortheresearchbydeeplyanalyzingtheoutcomesandproblemsoftherelationshipbetweenthepeopleandpoliceinRizhaoCity,Shandongprovince.Inthelightoftheactualcircumstances,ChapterFouranalyzestheexistingproblemsandexploresingreatdepththefurtherreasonsthataffectingtheharmoniousdevelopmentoftherelationshipinthethreeaspectsofthepeopleandpolicesurroundings,thepublicsecurityorganssubjectandthemassesobject.ChapterFiveprovidesreferencesforthefurtherdevelopmentoftherelationshipbysummarizingtheusefulexplorationandadvancedexperiencesandpracticesoftheconstructionofharmoniousrelationshipbetweenthepeopleandpoliceinCanada,UK,Korea,HongKongandmainland.Combinedwiththeactualpublicsecuritywork,ChapterSixstudiesthewaysandapproachesofconstructingtheharmoniousrelationshipbetweenthepeopleandpolicefromtheaspectsofstrengtheningtheteamconstruction,adheringtothelawenforcementforthepeople,reinforcingtheconstructionofpolicepublicrelations,andfollowingstrictimpartiallawenforc
