资源开发中的多边合作

1、代表:蔡银 徐秋圆学校:苏州大学国家:乌干达委员会:议题: 资源开发中的多边合作乌干达十分倚赖天然资源的出口，特别是咖啡、棉花、烟草、茶叶、鱼。现在是乌干达经济发展的黄金时代，乌干达政府在这一黄金时期竭尽全力把握机会，有强烈的愿望与其它国家合作，并已经开出多项对外融资的优惠政策，欢迎各国资本与俄罗斯一道开发目前在乌干达境内偏僻但储量丰富的资源。”1986年抵运执政初后，实行务实、稳妥的经济发展政策，积极进行结构调整，优先发展农业，整顿国营企业，扶植私人经济，推行自由贸易等措施。自1991年以来，经济年均增长7，位居撒哈拉以南非洲国家之首，被世界银行列为结构调整计划样板。1999/2000财年，

2、乌经济结构调整进一步深化，私有化进程加快。国际金融机构和援助国继续向乌拨款，并承诺大幅减免乌债务，使乌宏观经济形势保持稳定。但受国际油价上扬、咖啡等主要出口产品价格低迷、出兵刚果（金）造成军费开支过大等因素影响，乌经济增长率仍低于预期增长速度。乌干达有以下建议:1 我国目前对石油、天然气的需求量很大，大部分依赖进口，我国希望与成员国签订协议，铺设油气管道，提供油气资源。2 我国的农副产品很丰富，但由于长期的殖民统治，国际经济秩序的不合理，以低廉的价格出售原料产品，使生产难以发展。我国迫切希望提高加工能力。在这方面，可采取合资合作经营的方式，根据当地条件，建立合营公司。加工出的产品，不仅在当地市

3、场出售，而且可以向第三国出售，这样可把双边贸易转变为多边贸易。3 我国航空探矿将为投资者提供相关信息，便于投资者来乌进行矿产资源开发、加工和生产。而政府为促进本国矿业发展而制定的相关法律和措施，也将为投资者提供法律保障和政策支持。4 我国人力资源丰富.廉价,我国希望与其他国家进行人力资源合作.我国输出劳动力,缓解其他国家劳动力紧张的形势.5 我国旅游资源丰富,主要旅游点有尼罗河源头、伊丽莎白国家公园和基代坡河谷国家公园等。希望吸引有意向的国家来进行旅游业的共同开发.6 我国水能和电能充沛,对于资源紧张的国家可以提供这方面的资源.7 乌干达拥有丰富的水资源和水产资源。但因缺乏现代化的捕捞设备及保

4、鲜和储藏技术，捕鱼量很低。现在迫切需要与别国进行合作.总之，在当前的资源形势和国际安全形势下，我们仍需清醒地认识到，展开资源开发的多边合作目前仍面临着诸多困难和挑战。由于各国出于本国利益的考虑，对技术，资源开采范围，资源开发权力均有所保留。因此，现阶段的资源开发中的多边合作，具有参与国家少，合作范围小，计划时间短的特点，并未在全球完全普及。但是，随着经济全球化的深入，作为经济发展源动力的资源，它的开发必将在全球范围内有着多边合作的趋势，资源开发中多边合作的前景将是美好的。Representative: Caiyin XuQiuyuanSchool:Su Zhou UniversityCount
