中华人民共和国文化部和上海交通高校共同建设的国家级探讨基地。就我国文化产业政策、文化产业理论、文化
产业发展战略、国家文化产业创新体系、国家文化平安等建设中国文化产业体系所涉及的广泛领域,开展多层次、
跨学科探讨。
②北京高校文化产业探讨所(:〃Ciipku.con)。北京高校文化产业探讨员整合北京高校文化产业
相关探讨资源,深化文化产业理论和政策的探讨,培育高级经营管理人才,促进产、学、研一体化,推动我国文
化产业发展。
山东高校历史文化学院2024年成立文化产业管理系,是“文化产业管理”专业首批担当者,。2024年该院
的“传统文化”博上点也起先以“文化资源与文化产业探讨”为方向,正式招生博士探讨生。2024年9月,中
国首批60名“文化产业管理”专业本科生进入山东高校学习。至2024年9月,山东高校历史文化学院的博士后
流淌咕起先招收“文化产业探讨”方向的博士后。至此,该院文化产业管理专业已形成了从本科、硕士到博士、
博士后的一套完整教化体系。

系援救机构,以传播学、工商管理、公共管理、设计艺术学等学科为依托,以清华控股有限公司和其他大型揣及

云南高校文化产业管理系是在文化产业探讨所基础上成立的系所合一的教学、科研单位。云南高校文化产业
探讨所成立于2024年10月,是一个产、学、研一体化的新型探讨机构。该系致力于培育驾驭文化产业经营与管
理方面的基本学问、基本技能和基本理论,能从事文化艺术管理、文化产业创意、民族文化产业开发等领域的理
论探讨和实际操作的复合型人才。

山东文化产业网2006年2月21日正式开通,现已成为国内颇具影响和权威性的文化产业专业网站。该网站
充分发挥高校的智力、人力与科研优势,大力整和全省文化产业力气,开拓了全省各市文化产业建设的一级窗口,
并主动做好信息沟通的宣扬工作,对山东省文化产业发展起到了很好的指导与推动作用。
山东文化产业基地为促进文化产业发展,加快文化强省建设步伐,山东省相继设立文化产业四大基地.
一是山东省文化产业探讨基地。该基地于2024年11月成立,挂靠山东高校历史文化学院,是一个由省社科
院规划小组批准成立的从事文化产业理论探讨、人才培育、战略询问和文化产业运作的机构,致力为山东文化产
业发展供应学术、智力和人才支持。
二是山东省文化创意产业研发基地,该基地于2006年9月13日成立,挂靠山东工艺美院,在山东省委宣扬
部、山东省文化体制改革与发展领导小组领导卜,特地从事文化创意产业的教化、探讨和开发,致力为山东文化
产业发展供应文化创意资源支持。
三是山东文化产业理论创新基地。该基地于2024年11月成立,挂靠山东社会科学院,由山东省委宣扬部、
山东省文化体制改革与发展领导小组领导下,依托山东社科院专业理论探讨优势,充分发挥跨学科就特点,致力
为山东文化产业发展供应决策询问和理论创新支持。
四是山东文化产业人才培育探讨基地,该基地于2007年6月2日成立,挂靠山东师范高校文学院,在山东
在山东省委宣扬部、山东省文化体制改革与发展领导小组领导下,充分发挥山十大人才培育优势,致力为山东文
化产业发展供应人才及对外沟通支持。

HesaysthatthepresenttimeisoneofthebestagesinhistoryforChina'scultureindustry.
"SinceChina'sreformandopeningup,Chinahasgraduallyshapeditsculturemarket,including
entertainment,performingarts,movies,theinternetandfinearts.Meanwhile,anopen,orderedmarket
systemhasbeenformed."
CaiWusaidthatinthepast,mostculturalorganizationswerestate-runandfundedbythegovernment,
meaningtheyoftendidnotconsiderwhether(heirperformancesweregoodenoughtoattractaudiences.
Butthisphenomenonhasslowlychangedoverthelast3()yearsasthegovernmenthasbeenrestructuring
slate-ownedculturalenteiprisestomakethemmoremarket-orientedandeconomicallyefficient
CaiWusaidChina'scultureindustry,inrecentyears,experiencedrapidgrowthatarateofover15
percentyear-on-year.Insomeregions,ithasevenbecomeapillarofeconomicgrowth.
HesaidChinawillencourageallkindsofprivateinvestorsioentertheculturalsector.
"Inthemarketeconomy,bothprivateandstate-runculturalenterprises,suchasfilmandTVprogram
studios,entertainmentagenciesandrecordcompanies,wouldenjoythesametreatment,asawayof
makingthedomesticculturemarketprosperous.Exceptforafewbusinesses,theculturalsectorwillbe

Headdsthatarestructuringofthe268state-ownedpublishinghousesisalreadytakingplaceandis
expectedtobecompletedbytheendofnextyear.
Meanwhile,theministersaidinordertorealizesustainabledevelopmentofthecultureindustry,the

InJuly,theStateCouncilpassedaplanforrevitalizingtheculturalindustry.CaiWupointsoutthatthis
planindicatesthatthecountryhasputthecultureindustryontoastrategiclevelandwillensureits
developmentwithfavorablepolicies.
2.Policychangestopromotecultureindustry
Thegovernmentisplanningtodevelopthecultureindustrythroughreforms,butmajorsystemic
problemsremain,industryexpertssaidSunday.
TheplanforboostingtheChinesecultureindustryreleasedbytheStateCouncilSaturdayincludes
majorprojectsforculturaldevelopment,whichaimatexpandingdomesticdemand,creatingnewjobsand
promotingeconomicdevelopment,saidaspokesmanfbrtheStateCouncilansweringreporter'squestions
Sunday.
Theplanincludestheaccelerateddevelopmentofkeyculturalsectorssuchascreativeindustries,
filmmakingandentertainment,publishing,advertising,culturalexhibitions,anddigitalanimatedcartoon
sectors.
Cross-regionandcross-industrymergersorrestructuringareencouragedtospeedupindustrial
integration,dEconomicStudiesatTsinghuaUniversity,toldtheGlobalTimes.
TheStateisbecominglessinvolvedinseveralculture-relatedgroups,amovethatmanygreetasa
stepinther
Favorablepolicieswillbegrantedforexportofculturalproductsandservicestoexpandtheforeign
culturemarket,accordingtotheplan.
China'scultureindustryinrecentyearshasgrownatratesofover15percentyear-on-year.Insome
regions,ithasevenbecomeapillarofeconomicgrowth,CaiWu,ChineseMinisterofCulture,saidala
pressconferenceSeptember14whentheplanwasapproved.
Themajorobstacletotheadvancementoftheculturalindustryisthesystem,whichismostlymade
upofgovernmentagenciesandinstitutions,CuiBaoguo,directoroftheCenterofMediaManagementan
ightdirection.
Oneoftheseorganizations,theChinaOrientalSong&DanceEnsemble,anationalsonganddance
troupe,iscurrentlybeingtransformedfromacentralgovernmentaffiliatedorganizationunderthe
MinistryofCulture(MOC)toaState-ownedcompany,andexpectstogetitsbusinesslicensebyendof
theyear,ZhangXianhui,deputyheadoftheensemble,toldtheGlobalTimes.
Underthecurrentsystem,theensemblecannotengageinmanyactivitiessuchassigning
independentcontractsforcommercialperformancesandgetfinancingfromsourcesotherthanState
funding,Zhangexplained.
Inmanycases,theensembleneedstosubmitanapplicationtothesupervisoryministriesfor
approval.
Toranoverseasperformance,(heensembleneedstogetapprovalfromtheMOC.Weneedto
submitanapplicationtotheMOCtogetfundingandforaninvestmentof8million($1.17million),we
alsohavetogetapprovalfromtheMinistryofFinance,"Zhangnoted.
Afterthereform,theensembleasacompanywillbeabletosigncontractsanditwillbemucheasier
togetapproval,Zhangsaid.

3.CultureIndustry
CultureindustryisatermcoinedbycriticaltheoristsTheodorAdorno(1903-1969)andMax
Horkheimer(1895-1973),whoarguedinthefinalchapteroftheirDialecticofEnlightenment,'The
CultureIndustry:EnlightenmentasMassDeception*,thatpopularcultureisakintoafactoryproducing
standardizedculturalgoods-throughfilm,radioandmagazines-tomanipulatethemassesintopassivity;
theeasypleasuresavailablethroughconsumptionofpopularculturemakepeopledocileandcontent,no
matterhowdifficulttheireconomiccircumstances.
AdornoandHorkheimersawthismass-producedcultureasadangertothemoredifficulthigharts.
Cultureindustriesmaycultivatefalseneeds;thatis,needscreatedandsatisfiedbycapitalism.Trueneeds,
incontrast,arefreedom,creativity,orgenuinehappiness.Thiswasreferencetoanearlierdemarcationin
needsbyHerbertMarcuse(seeErosandCivilization(1955)).

AsagrouplaterjoinedbyJurgenHabermas,theywereresponsiblefortheformulationofCriticalTheory.
InworkssuchasDialecticofEnlightenmentandNegativeDialectics,AdornoandHorkheimertheorised
thatthephenomenonofmassculturehasapoliticalimplication,namelythatallthemanyformsof
popularcultureareasinglecultureindustrywhosepurposeistoensurethecontinuedobedienceofthe
massestomarketinterests.
Thetheory
AlthoughWesterncultureusedtobedividedintonationalmarketsandthenintohighbrow,middlebrow
andlowbrow,themodemviewofmasscultureisthatthereisasinglemarketplaceinwhichthebestor
mostpopularworkssucceed.Thisrecognizesthattheconsolidationofmediacompanieshascentralized
powerinthehandsofthefewremainingmultinationalcorporationsnowcontrollingproductionand
distribution.
Thetheoryproposesthatculturenotonlymirrorssociety,butalsotakesanimportantroleinshaping
societythroughtheprocessesofstandardizationandcommodification,creatingobjectsratherthan
subjects.Thecultureindustryclaimstoservetheconsumers'needsforentertainment,andisdelivering
whattheconsumerwants.MThestandardizedforms,itisclaimed,wereoriginallyderivedfromtheneeds
oftheconsumers:thatiswhytheyareacceptedwithsolittleresistance.Inreality,acycleofmanipulation
andretroactiveneedisunifyingthesystemevermoretightly",111Bystandardizingtheseneeds,the
industryismanipulatingtheconsumerstodesirewhatitproduces.Theoutcomeisthatmassproduction
feedsamassmarketthatminimizestheidentityandtastesoftheindividualconsumerswhoareas
interchangeableastheproductstheyconsume.
Therationaleofthetheoryistopromotetheemancipationoftheconsumerfromthetyrannyofthe
producersbyinducingtheconsumertoquestionbeliefsandideologies.Adornoclaimedthat
enlightenmentwouldbringpluralismanddemystification.Unfortunately,societyissaidtohavesuffered
anotherfall,corruptedbycapitalistindustrywithexploitativemotives.
Elements
Anythingmadebyapersonisamaterialisationoftheirlabourandanexpressionoftheirintentions.There
willalsobeausevalue:thebenefittotheconsumerwillbederivedfromitsutility.Theexchangevalue
willreflectitsutilityandtheconditionsofthemarket:thepricespaidbythetelevisionbroadcasterorat
theboxoffice.Yet,themodernsoapoperaswiththeirinterchangeableplotsandformulaicnarrative
conventionsreflectstandardisedproductiontechniquesandthefallingvalueofamassproducedcultural
product.Onlyrarelyisafilmreleasedthatmakesamorepositiveimpressiononthegeneraldiscourseand
achievesahigherexchangevalue,e.g.Patton(1970)staiTingGeorgeC.Scottastheeponymous
Americangeneral,wasreleasedatatimeofconsiderableanti-warsentiment.Theopeningshotisof
PattoninfrontofanAmericanflagmakinganimpassionedspeech.Thiswasaformofdialecticinwhich
theaudiencecouldidentifywiththepatriotismeithersincerely(thethesis)orironically(theantithesis)
andsosetthetoneoftheinterpretationfortheremainderofthefilm.However,thefilmismanipulating
specifichistoricalevents,notonlyasentertainment,butalsoasaformofpropagandabydemonstratinga
linkbetweensuccessinstrategicresourcemanagementsituationsandspecifiedleadershipqualities.
Giventhatthesubtextwasinstrumentalandnot"valuefree",ethicalandphilosophicalconsiderations
arise.
Normally,onlyhighartcriticisestheworldoutsideitsboundaries,butaccesstothisformof
communicationislimitedtotheeliteclasseswheretherisksofintroducingsocialinstabilityarcslight.A
filmlikePattonispopularartwhichintendscontroversyinaworldofsocialorderandunitywhich,
accordingtoAdorno,isregressingintoaculturalblandness.ToHegel,orderisgoodapriori,i.e.itdoes
nothavetoanswertothoselivingunderit.But,iforderisdisturbed?InNegativeDialectics,Adorno
believedthistendedtowardsprogressbystimulatingthepossibilityofclassconflict.Marx'stheoryof
HistoricalMaterialismwasteleological,i.c.societyfollowsthroughadialecticofunfoldingstagesfrom
ancientmodesofproductiontofeudalismtocapitalismtoafuturecommunism.ButAdornofeltthatthe
cultureindustrywouldneverpennitasufficientcoreofchallengingmaterialtoemergeontothemarket
thatmightdisturbthestatusquoandstimulatethefinalcommuniststatetoemerge.
Observations
Criticsofthetheorysaythattheproductsofmassculturewouldnotbepopularifpeopledidnotenjoy
them,andthatcultureisself-detennininginitsadministration.ThiswoulddenyAdornocontemporary
politicalsignificance,arguingthatpoliticsinaprosperoussocietyismoreconcernedwithactionthan
withthought.Wiggershaus(1994)notesthattheyounggenerationofcriticaltheoristslargelyignore
Adorno'sworkwhich,inpart,stemsfromAdorno'sinabilitytodrawpracticalconclusionsfromhis
theories.AdornoisalsoaccusedofalackofconsistencyinhisclaimstobeimplementingMarxism.
WhereasheacceptedtheclassicalMarxistanalysisofsocietyshowinghowoneclassexercises
dominationoveranother,hedeviatedfromMarxinhisfailuretousedialecticasamethodtopropose
waysiochange.Marx'stheorydependedonthewillingnessof[heworkingclasstooverthrowtheruling
class,butAdornoandHorkheimerpostulatedthatthecultureindustryhasunderminedtherevolutionary
movement.Adorno'sideathatthemassofthepeopleareonlyobjectsofthecultureindustryislinkedto
hisfeelingthatthetimewhentheworkingclasscouldbethetoolofoverthrowingcapitalismisover.
Othercriticsnotethat"Highculture"tooisnotexemptfromaroleinthejustificationofcapitalism.The
establishmentandreinforcementofelitismisseenbythesecriticsasakeyelementintheroleofsuch
genresasoperaandballet.
However,despitetheseproblems,theconcepthasinfluencedintellectualdiscourseonpopularculture,
popularculturestudies,andCulturalInstitutionsStudies.

policysupport,hasdevelopedsofastinacoupleofyears.Isn'titanexampleforotherstofollow?"
FengwasimmediatelyrefutedbyNiPing,afamousfilmactresswhoinsistedthatFengtookthesideof
theprivatesector.
