Foreword

Asthenewroundoftechnologicalrevolutionandindustrialtransformationdeepens,digitaltechnologyis

increasinglybecomingadrivingforcethatfundamentallytransformshumansocialthinking,

organizationalstructures,andoperationalmodels.Itnotonlyprovidessignificantopportunitiesfor

innovatingpathways,reshapingforms,andpromotingdevelopmentbutalsobringsnewchallenges.

"Whatiseducationanditswayforward?"hasbecomeatopicofcollectiveconsiderationforcountries

worldwide.TheUnitedNationsEducationTransformationSummitpointedoutthatglobaleducation

facesseverechallengesandalearningcrisis.Therefore,itisurgenttopromoteeducationaltransformationandfullytapintothepowerofthedigitalrevolutiontoensurethatqualityeducationand

lifelonglearningareprovidedasacommoninterestandahumanrightforall,withparticularattentionto

themostmarginalizedgroups.Chinahassetthegoalofpromotingeducationaldigitalizationandbuilding

asocietyandcountrywhereeveryonepursueslifelonglearning.Smarteducationisthegoalofthedigital

transformationofeducation.Cultivatingtalentsisthecentralfocusofsmarteducation.Technology

empowermentisthedrivingforcebehindinnovativedevelopmentinsmarteducation.Datagovernance

isthesystematicapproachdrivingtheorderlyadvancementofeducationalsystemreform.

TheinitiativefortheGlobalSmartEducationNetwork(GSENet)waslaunchedduringGSE2022.Theaimis

toestablishapartnershipcomprisingresearchers,practitioners,technologyexperts,andpolicymakers,to

supporttherethinkingandredesignofeducationsystemsatthenational,regional,andschoollevels.This

initiativeseekstoformulatestrategicsolutionsandapproachestoreshapeandinnovateeducationand

establishanequitable,inclusive,andhigh-qualitysmarteducationsystem.

AstheannualconferenceofGSENet,withthethemeof"EducationTransformationandData

Governance",GSE2023sharednewtrends,newtheoriesandnewtechnologiesinthefieldofsmart

educationthroughthematicforums,high-enddialogues,exhibitions,workshopsandwebinars,and

disseminatedsmarteducationsolutionsandbestpractices.

ThefoundingmembersofGlobalSmartEducationNetwork(GSENet)andtheircollaboration

partnersmetinBeijing,ChinaattheGlobalSmartEducation(GSE)conferenceheldon18-20August

2023,

Aimingatpromotingfollow-upactionsoftheUNTransformingEducationSummit(TES)in2022andachievingSustainableDevelopmentGoal4(SDG4)andUNESCOEducation2030Agenda,

Recognizingthatcutting-edgetechnologiesandtools(e.g.,ChatGPT,Metaverse,DigitalTwin),

whenintegratedwithsmarteducationplanningandpractice,willbeanimportantengineto

reshapeteachingandlearningandtransformtheeducationsystem,

TakingintoaccountthecollectiveworkandresearchoutcomescoordinatedbyBeijingNormal

UniversityandUNESCOInstituteforInformationTechnologiesinEducation(UNESCOIITE)jointly

withotherGSENetfoundingmembersandglobalpartnersonthenationalsmarteducationstrategy

andrelevantissues,

DefiningSmarteducationastheeducationalbehaviors(system)providedbyschools,regions,or

governments,withthecharacteristicsofthehighlearningexperience,learningcontentadaptation,

andteachingefficiency.Modernscienceandtechnologiesareusedtoprovidediversifiedsupport

andon-demandservicesforstudents,teachers,andparents,thedataofparticipantsandlearning

andteachingprocessesarerecordedandusedtopromotethequalityandequityofeducation.

Recommendingthattopromotetheadoptionandimplementationofsmarteducationworldwide,thefollowingrecommendationshouldbeconsidered:

•Recommendation1

Governments,accordingtotheirgoverningstructuresandspecificconditions,shoulddevelop

smarteducationfromthreekeyleveragepointsoftransformingteachingandlearningmethods,

buildingsmartdigitallearningenvironments,andimplementingforward-thinkingpolicy.The

overarchingconsiderationsofequity,continuousimprovement,andmulti-sectorcooperation

fortheaboveleveragepointsshouldbefullyconsidered.

•Recommendation2

Policymakersareencouragedtoreview,analyzeandrebuildpoliciesonInformationand

CommunicationTechnology(ICT)ineducationfromthepolicythemesofICTinfrastructure,

digitaleducationresourcesandplatforms,curriculumandpedagogy,skillsandcompetencies,

governance,educationalmanagementandadministration,towardsmarteducation.

•Recommendation3

Localauthoritiesandschoolleadersneedtodesignandemploysmartcampusandnew

learningenvironmentsintheeffectivenessoflearning,efficiencyofschooling,efficacyofdigital

tools&resources,andinnovateandmonitorthenewmodeloflearningandteaching

enhancedbytechnologyinpersonalizedlearninganddifferentiatedteaching,atalllevelsof

educationandskillsdevelopment.

Researchersandpractitionersincollaborationwithpolicy-makers,educators,universityleaders,

etc.,shouldextendthejointworkonsmarteducation,hencefurtherpromotingitandalso

contributingtotheUNESCOcallonFuturesEducation.

•Recommendation5

Allrelevantstakeholdersareurgedtopromoteandreinforcetheircooperationdrivenbysmart

educationstrategiestobuildpublicservicesofsmarteducation,suchasaccesstocompulsory

curriculum,learningandtechnicalsupports,andlearninganalyticsinthelarge-scalelearning

platformsandopeneducationpracticesacrossregions.Inthiscontext,GSENetiscommittedto

collaboratingwithglobalpartnerstopromotetheadoptionandimplementationofsmarteducation

worldwide.

Alsonotingwithconcernthatsmarteducationsystemsshouldfocusonthefollowingchallenges:

Smarteducationsystemsandenvironmentsshouldberesponsibleandhuman-centeredtoensure

safeandeffectiveteachingandlearningprocesses.

Technologyshouldbeusedasafacilitator,andaugmentteachers’competenciesratherthan

replacingthem.

•Challenge3

SmarteducationsystemsandenvironmentsshouldgobeyonddigitalresourcestouseOpen

EducationalResources(OER)andOpenEducationalPractices(OEP),henceprovidinginclusiveand

innovativepedagogy.

•Challenge4

Withtherapidevolutionoftechnology(e.g.,ChatGPT,metaverse),teachers,studentsand

administratorsshouldkeepupwiththesetechnologiesbycontinuouslyupskillingtheir

competenciesaccordingly.

TheGSE2023organizedbyBNUandUNESCOIITEwasheldinBeijingfromAugust18to20,where

representativesfrom40countriesand16internationalorganizationsgatheredtodiscussthefutureof

humaneducation.Over300speakersandguestsairedtheirviewsfreelyanddrewablueprintforsmart

education.Over1,300representativesparticipatedintheconferenceinperson.

Theconferencemadeusdeeplyfeelthattheglobalwaveof

digitaltransformationofeducationisunstoppable,thepowerof

technologyinenablingeducationisincreasinglystrong,thecalls

digitaldevelopmentstrategiesandmadeeducationanimportantcomponentthereof.Chinainitiatedits

strategicactionforeducationaldigitalizationin2022andhasintegratedandlaunchedonlinetheSmart

EducationofChinaplatformwhichbringstogetherthebestdigitaleducationalresourcesinthecountry

tobenefit291millionstudentsandotherlearnersinsocietyatlarge.Asamodelofpublicportalsfor

digitallearning,theplatformwonthe2022UNESCOICTinEducationPrize.

Ifthedigitaltransformationofeducationisadigitalizationprocessinvolvingallfactors,processes,

servicesandfieldswithintheeducationsystem,thensmarteducationthatholdspeople'shigh

expectationsforfutureeducationisthetargetformofthedigitaltransformationofeducation."Asanew

want,andsmarteducationwillgreatlypromotethebuildingofalearningsocietywherelifelonglearning
