ψ=250广州XX汽车内饰材料有限公司扩建项目工程活动板房火灾专项应急预案活动板房火灾专项应急预案一、目的为了搞好施工现场安全生产工作,保卫职工人生安全和企业财产,积极应对可能发生安全生产重大事故:如现场高空坠落、物体打击、触电伤害、机械伤害、火灾事故、化学危险品、油漆油品、滑坡坍塌、食物中毒、地震灾害等,一旦发生,迅速、有效地按照预先制定的应急救援方案有条不紊的实施救援、抢救伤员,及时将人员撤离,组织人员补救,防止事故蔓延、扩大,最大限度减少人员伤亡和财产损失,把损失控制在最低限度。根据《安全生产法》和相关安全生产、文明施工、环境保护、国家和地区的法律法规、条例、标准、规程、规定要求,结合本工程项目部,特编制本项目“施工现场安全事故应急救援预案”。二、组织机构项目部在项目安全生产、文明施工领导小组基础上,成立项目安全生产事故应急领导小组,以项目经理任组长,项目副经理为副组长,各职能部门负责人任组员的应急救援小组。一旦出现安全生产事故,救接小组按预先制定的应急救援方案,及时报告救援、报警,引导群众及时撤离,组织力量营救受伤人员和扑救,控制险情,防止蔓延,并及时报警,把损失控制在最低限度。三、火灾应急救援A、组长:主要分工职责:1)组织项目义务消防组积极救火、抢救人员。2)、根据火灾情况,确定是否疏散人员。3)、掌握火势发展情况,及时调整义务消防力量和第三方救援需求,明确布置救人、疏散物资和灭火、供水、防排烟等任务,并检查执行情况。公安消防队到场后,及时向公安消防部门的火场总指挥报告情况,带领职工服从统一指挥。B、应急救援领导小组组员分工职责:甲组员负责通报:1)、将火灾情况通知有关部门和人员,告诉其应采取的对策。2)、根据应急救援领导小组的命令,向需要疏散的人员发出通知。3)、根据火情,决定需要通报疏散的区域,通报次序为:着火层、着火层以上各层、有可能蔓延到的着火层以下各层。4)、通报方式:电话、呼喊、喇叭、派人现场通报;通报要说明疏散路线、稳定人员情绪。乙组员负责疏散与救护:疏散与救护是防止或减少人员伤亡的关键措施。1)、划定安全区,根据建筑物及周围情况,事先划定人员疏散集结的安全区域;2)、明确分工,把责任落实到事发部门、其他部门相关工作人员和义务消防队员,引导疏散人员,查清是否还有人员在应该疏散的区域,稳定被疏散人员的情绪;3)、火灾发生,应立即询问最先发现火情人员有关失火地点情况,了解是否有人员伤害,当怀疑有可能的人员伤害时,迅速拨打120急救电话,告知失火地点、附近醒目建筑物,并派安全警戒负责人去路口接应。在救护车未达到前,抢救下来的伤员,应使其平躺地上,周围应通风良好,有呼吸窘迫的应即使进行人工呼吸;4)注意事项:中老年人、妇女的疏散应优先,其余人员疏散应有条不紊,有序疏散。丙组员负责组织灭火:在火灾现场的相对安全点,由义务消防队员、事发部门工作人员等组成灭火小组,进行扑火、灭火工作。1)、组织侦察火情,掌握火势发展情况;2)、及时向应急救援领导小组汇报火情;3)、根据火情,指挥切断电源、切断可燃气源;4)、指挥参加实施灭火、疏散、抢救人员的紧急行动;5)、派出人员携带灭火工具、消防器材、防火工具阻止火势沿水平或纵向蔓延;6)、检查灭火人员和布置是否符合要求;7)、公安消防队到场后,协同组织灭火、抢救,带领义务消防队员服从统一指挥。丁组员负责防烟排烟:组织火场人员用湿毛巾捂住口、鼻,匍匐于地面的方法防烟,并按疏散负责人指定的路线进行疏散。戊组员负责安全警戒:1)、外围警戒:清除路障,指导一切无关车辆离开现场,劝导无关人员撤离现场,维护好外围秩序,迎接消防队,为消防队到达火场灭火创造有利条件;2)、火场外部警戒:不允许无关人员进入火场,指导疏散人员离开建筑物,看管好火场内疏散出的物资,防止有人趁火打劫、制造混乱,指导消防队进入到现场、消防控制室,为消防队的灭火战斗行动维持好秩序;3)、火灾扑灭后,在火灾区域内设立警戒区,禁止无关人员进入,保护好现场,配合公安消防部门调查火灾原因。=6\*ZODIAC1己组员负责通讯联络:1)、建立通讯网络,使各级有关人员能迅速、正确的接受到火灾信
