LUUXA主厂区采用长流程炼焦、烧结、高炉、转炉连铸生产工艺 01#EPCpackagemainlyincludesrawmaterialyardproject,cokemakingproject(cokeoven),sinteringproject,ironmakingproject,steelmakingproject,andoxygengeneratingproject,wholeplantutilities(water,electricityandnaturalgas)atthesecondstageandgenerallayoutandtransportation. EPC工程包括的主车间:原料场;炼焦(焦炉)工程;烧结工程;炼铁工程;炼钢工程;制氧工程;二期全厂公辅设施(水、电、燃气);总图布置及运输。CONTENTSOFCONTRACTING合同内容 TheEmployerusestheEPCbiddingmethod.Thebiddingscopeincludesmainplantareageologicalexplorationforthesecondstageproject,engineeringdesign,equipmentsupply,stafftraining,projectconstruction,equipmentinstallation,test-run,trialproduction,startupofproduction,acceptancetestandhandover.雇主采用EPC方式招标,其内容包括:主厂区二期的地质勘探;工程设计;设备供货;人员培训;施工;设备安装;试车;试生产;投产;验收交付。ADOPTEDSTANDARDSANDCODES项目规范和标准 Accordingtotherequirementsofthebiddingdocuments,VietnamorChinastandardsandcodesshallbeadopted.按照招标文件的要求,采用TISCO提供的越南标准和规范,如果TISCO不能提供相关的越南标准和规范,在工程设计、设备制造中将采用中国相应的标准和规范。PROJECTCONSTRUCTIONSHCEDULE项目实施进度表 TheEPC’scontractorshallcompletetheirworkwithin30months. Theprojectconstructionscheduleisarrangedbasedontheactualsituationsofallthemainproductionlinesofsecondstagerevampingandexpansionprojecttomeettherequirementsofwholeprojectstartingproduction.承包商应在30个月内完成EPC合同中规定的工作。项目实施进度是根据二期扩建工程各主要生产线在项目整体投产过程中的需要来进行安排。1.4.1 IndividualPackageScheduleofVariousMainW各主要生产车间分标段包工程进度时间: 1) Therawmaterialyardprojectshallbeputintoproductionat18months. 原料场要求工程进度安排是18个月投产; 2) Thesinteringprojectshallbeputintoproductionat20months.烧结工程要求工程进度安排是20个月投产 3) Thecokemakingprojectshallbeputintoproductionat20months. 炼焦工程要求工程进度安排是20个月投产Theironmakingprojectshallbeputintoproductionat23months.炼铁工程要求工程进度安排是23个月投产; 5) Thesteelmakingprojectshallbeputintoproductionat28months. 炼钢工程要求工程进度安排是28个月投产 6) Theoxygengeneratingprojectshallbeputintoproductionat22months. 制氧工程要求工程进度安排是22个月投产; 7) Theutilitiesprojectofplantareaforsecondstagerevampingandexpansionprojectshallbeputintoproductionat18-22monthsprogressively. 二期厂区公辅设施要求工程进度安排是18~28个月分期投产; 8) Theroads,railways,powerpipingnetworkforsecondstagerevampingandexpansionprojectshallbeputintoproductionat18-22monthsprogressively. 二期厂区道路、铁路及动力管网工程要求工程进度安排是18~28个月分期投产1.4.2 Forthedetailsoftheindividualpackagescheduleofvariousmainproductionworkshops,pleaseseethe各主要生产车间分标段包工程实施进度表,见各技术附件。1.4.3 EPCEPC实施进度计划表1.5 CONTRACTOR’SSERVICECONTENTSANDSCHEDULE承包商提供的技术服务的内容及时间 TheContractorshallprovidethesitegeologicalsurveyreport,technicaldesign,shopdrawingdesign,equipmentpurchasing,equipmentsupply,constructionforplantbuilding,equipmentfoundationaswellaspipingnetwork,equipmentinstallation,stafftraining,testrunandtrialproductionformainproductionlines,startupoftheproduction,acceptancetestandhandover.承包商根据各分标段的项目实施进度表,分别提供场地的地质勘探;工程的基本设计、设备采购、供货;厂房、设备基础、管网的施工;设备的安装、调试;人员培训;各主生产线的试车、试生产;投产;验收交付。 TheContractorwillemployVietnamSub-contractortoundertaketheworksofdetailedgeologicalsurveyandcarryoutthefoundationtreatment(UnitpriceandnormaccordingtoVietnamconstructionstandard).IfthetotalSub-contractpriceplusthecontractor’smanagementfeedonotexceedtheamountof3,265,200USDwhichisspecifiedandassignedtosuchworksunderContract,theContractorwillbeartheresponsibility;otherwise,theadditionalcostshallbebornebytheEmployer.TheEmployerisentitledtoinspecttheSub-contractfortechnicalandfinancial承包商如要雇佣越南分包商来承担地质勘测和基础工作(单价根据越南建筑标准)在总分包合同价格加管理费未超过合同中规定此工作价款3,265,200USD时由承包商负责,超过部分由雇主承担。雇主有权对分包商的技术和财务状况进行监控。CONTENTSINDEXFORTECHNICALAPPENDIX技术附件目录 ThepackageofTISCOsecondrevampingandexpansionprojectisdividedinto8sub-packagescorrespondingwith8technicalappendixes. workingscopeofcontractor承包商工作范围 Accordingtothecontentsof01#EPCpackage,theworkscopeofcontractorisasthefollows:按照01#EPC合同内容,承包商工作范围如下:2.1 Newlyconstructedrawfmaterialyard新建原料场2.1.1 Rawmaterialyardiscomposedofarawmaterialpilingyardandamaterialevenlyblendingyard,utilityandauxiliaryfacilities,whichundertakesthecomplexjobssuchasmaterialsreceiving&unloading,storing,evenlyblendingforconcentratedfineore,coal,lumpore,flux,fuelsetc.anddirectlydeliverqualifiedmaterial,fuelusedforsintering,cokemakingandironmaking.Allabovementionedincomingmaterialsshouldhavequalifiedparticlesizeand.原料车间设有原料堆场及混匀料场。其承担着烧结、焦化、高炉所用的精矿粉、煤、块矿、熔剂、燃料等的受卸、储存、混匀及将烧结、焦化、炼铁所需合格原、燃料直接输出等综合作业及其配套的公辅设施,无需磨准器。SinteringENGINEERING烧结工程 Inordertomeettherequirementsforproducing500,000t/acastingbilletsfortheTISCOsecondstagerevampingandexpansionproject,onesetof550m3blastfurnaceandthematchedonesetof100m2sinteringmachineaswellascorrespondingutilities为满足TISCO二期扩建项目500,000t/a连铸坯规模要求,新建1台500m3高炉,为此配套建设1台100 Thegradeofthesinteringoreshallbe55%Fecontent,andthecapacityofsinteringoreshallbe981,000t/atomeettherequirementsforsinteringorebytheblastfurnace.烧结矿含铁品位为56%,烧结矿生产能力为981,000t/a,满足高炉所需烧结矿的要求。CokemakingENGINEERING炼焦工程 Onesetof45-batterycokeovenwiththecapacityof300,000t/ametallurgicalcokeandby-productsrecoverysystemaswellasmatchedutilitieswillbenewlybuilt.新建一台年生产干焦炭300,000t/a的45-battery焦炉及其副产品回收系统、配套的公辅系统。2.4 Ironmakingengineering 炼铁工程 Onesetof550m3blastfurnacewillbebuiltupnewlytosupplyhotmetalrequiredforsteelmakingbyconverter,inordertoreachthetargetofproducing500,000t/a 新建一座500m3高炉,为炼钢转炉年产500,000t/a连铸坯提供所需铁水。 Ironmakingengineeringincludesonesetof550m3blastfurnace,pigcastmachine,coalinjectionsystem,oxygenenrichmentblowingsystem,mudmill,repairingfacilitiesofhotmetalladles,andmatchedutilities.Annualoutputofhotmetalwillbe543 炼铁工程包括:一座500m3高炉、铸铁机、喷煤系统、富氧喷吹系统、碾泥机、铁水罐维修等辅助设施及其配套的公辅设施。年产铁水580,000t/a。Steelmaking&CONTINUOUSCASTINGENGINEERING炼钢连铸工程 Mainprocessequipmentforthenewlybuiltsteelmakingconverterandcontinuouscastingengineeringareasfollows:onesetof600tmixer,onesetof50tLDconverter,andonesetof55tLFrefiningfurnace,onesetofR8mfour-strand-caster,aswellasmatchedutilitiesandauxiliaryfacilities.Annualproductioncapacityofcontinuouscasteris500,000tonsbillets. 新建炼钢转炉连铸工程,主要工艺设备为:一座600t混铁炉、一一座50tLD转炉、一台55tLF钢包精炼炉、一台R8m4机4流方坯连铸机及其配套的公辅设施。年生产能力为500,000t/a连铸坯。Oxygengeneratingproject制氧车间 Onesetof6500m3/hoxygengeneratorwillbenewlybuilt,plustheexisting3200m3/hoxygengeneratoroxygengenerator,theavailableoxygenamountcanmeettherequirementsforoxygen,nitrogenandsomepartofargonofTISCOsecondstagerevampingandexpansionproject,withextra1600m3 新建一台6500m3/h的制氧机,再加上原有3200m3/h还富余1600m3/h氧气,能满足二期扩建项目的氧气、氮气和部分氩气的要求。 Newlybuiltoxygengeneratingworkshopconsistsofonesetof6500m3/hoxygengenerator,matchedutilitiesandauxiliaryfacilities,pipingnetworkintheplant,aswellasbottlefillingequipmentsystemwithcapacityof2021bottles/dayandnight(Oxygenbottlesexcluded) 新建制氧车间包括一台6500m3/hGenerallayout,transportation,utilitiesANDAUXILIARYFACILITIESoutsideSHOP厂外总图运输和公辅设施。 TISCOwillberesponsiblefortheconstructionofpowersupplysystem110KVstepdownstationandprovidepowersupplysourceforthesecondstagerevampingandexpansionproject;thewatersourcesfortheprojectwillbesuppliedbyexisting70,000m3reservoirwatersupplyboostingstationwillbenewlybuilt. 二期扩建工程的供电系统110kv总变电站由TISCO负责承建,提供电源;扩建工程的水源是利用TISCO现有70,000m3 Themaincontentsincludethegenerallayout,transportation,utilitiesandauxiliaryfacilitiesoutsidethemainshops,suchasfuelgasfacilities,watersupplyanddrainagefacilities,powersupplyfacilities,thermalpowerfacilities,telecommunicationfacilitiesetc.主要包括内容:扩建项目的总图布置、铁路运输、道路运输及主生产车间外的燃气设施、给排水设施、供电设施、热力设施、电信设施等公辅系统。

4. descriptionofGENERALLAYOUT,TRANSPORTATION,roadway,railwayandpipelineworksofthewholeplan(stageii)全厂TISCO二期扩建工程之总图运输,公路,铁路,各种管网的概述General概述 TISCO,beingaimportantenterpriseinVietnam,wasestablishedin1958.TISCOpossessescokemakingplant,sinterplant,ironmakingplant,steelmakingplant,rollingmillplantaswellascorrespondingutilitiesandauxiliaryfacilitiesetc.Itsannualoutputofironandsteelisabout200,000tandcommoncarbonsteelcastingbilletisabout250,000t. TISCO始建于1958年,是越南国有重点企业。TISCO现有焦化、烧结、炼铁、炼钢、轧钢生产厂和相应的公辅设施等。年生产钢、铁约20万吨,普碳钢连铸坯约25万吨。 Intheplanttherearerailwaysandstationyardofrailway,andtotalrailwaylengthinthewholeplantisabout60km(includingrailwayofmines).Therailwaytransportationisthemaintransportmeansintheplant,complementarywithroads,sothetransportationintheplantisveryconvenience. 厂内设有铁路及铁路站场,全厂共有铁路约60公里(包括矿山铁路),厂内运输主要以铁路运输为主,并设有厂内道路,交通运输极为便利。4.2 Designcontents 设计内容 Rawmaterialyard,cokemakingplant,sinterplant,ironmakingplant,steelmakingandcontinuouscastingplantformancompletesystembythemselvestoproduce500,000tsteelbilletsannually.原料场、焦化、烧结、炼铁、炼钢及连铸,自成体系。Generallayout总图 Thenewlybuiltrawmaterialyardislocatedatthenorthwestofexistingundergroundreceivingbinsofironoreandorepowder,itoccupiestheplaceoforiginalcoalpilingyardforcokemakingplant.Therawmaterialyardconsistsofamaterialevenlyblendingyard,pilingyardoforesandcoal,unloadingfacilitiesfortrainetc.Detailsrefertoattacheddrawings. 新建原料场布置在原有铁矿石、矿粉地下受料仓的西北面,占用了原有焦化煤堆场的位置。原料场内设有混匀料场,矿、煤堆场,火车等地下受料仓,详见附图。 Newlyconstructedcokeovenanditsutilitiesarelocatedatthenortheastoforiginalcokeoven,detailsrefertoattacheddrawings. 新建焦炉及辅助设施布置在原有焦炉的东北面。详见附图。 Newlyconstructedsinteringmachineanditsutilitiesarelocatedatthenortheastoforiginalsinteringmachine,detailsrefertoattacheddrawings. 新建烧结及辅助设施布置在原有烧结的东北面。详见附图。 Newlyconstructed550m3blastfurnaceislocatedatthenortheastoforiginalblastfurnace. 新建一座500m3高炉布置在原有高炉的东北面。 Blastfurnaceauxiliaryfacilitiesinclude:hot-blaststove,gravitationdustcatcher,watergranulatedslagpilingyard,maincontrolroom,gascleaningsystem,blowerstation,de-dustingsystemforcast-house,coalpowderinjectionsystem,mudmillingroom,switchgearstation,materialchargingsystem,watersystem(including:circulatingwaterpumpstation,suctionwell,coolingtower,turbidwaterpumpstation,depositionbasin,pigcastmachine,pigironstoragehouse,repairingshopofhotmetalladle,hotmetalweighingsystem,etc. 高炉辅助设施包括:热鼓风炉,重力除尘器,水渣设施,主控室,煤气净化设施,鼓风机站,出铁场除尘系统,煤份喷吹设施,碾泥机室,开关站,原料装料系统,冷却塔,浊环水泵站,沉定池,连铸机,铁块库 ,,铁水罐修理间,铁水称重系统。 Hotblaststoveislocatedatthesouthwestofblastfurnace,gravitationdustcatcher,gascleaningfacility,blowerstation,de-dustingsystemofcast-house,circulatingwaterpumpstationandsuctionwell,allofthemarelocatedatthesouthwestofblastfurnace.Stockhouseandmaincontrolroomarelocatedatthenorthwestoftheblastfurnace.De-dustingofthestockhouse,watergranulatedslagpilingyard,pigironstoragehouse,pigcastmachine,repairingshopofhotmetalladlearelocatedatthenortheastoftheblastfurnace.Turbidwaterpumpstation,depositionbasin,coolingtower,mudmillingroom,switchgearstation,coalpowderinjectionfacilitiesandwagonweigherarelocatedatthesoutheastoftheblastfurnace.Thedetailsrefertotheattacheddrawings. 热风炉布置在高炉的西南侧;重力除尘器,煤气净化设施,鼓风机站,出铁场除尘,循环水泵站,吸水井均布置在高炉的西南面;矿槽,主控室均布置在高炉的西北侧,矿槽除尘,水渣堆场,铁块库,铸铁机,铁水罐修理间均布置在高炉的东北面,冷却塔,浊环水泵站,沉定池,冷却塔,碾泥机室,开关站,煤粉喷吹设施,称重设施布置在高炉的东南,详情见附图。 Newlyconstructedsteelmakingshopisverticallyarrangedattheplacebetweenoriginalhigh-speedwire-rodworkshopandoriginalscrapshop.Thesteelmakingshopofconverterincludesslagbay,materialchargingbay,moltensteelreceivingbay,continuouscastingbay,steelbilletsdischargingbay. 新建转炉炼钢车间垂直布置在原有高线轧钢车间与原有废钢车间之间,转炉炼钢车间包括:炉渣跨,加料跨,钢水接受跨,连铸跨,出坯跨。 Theauxiliaryfacilitiesforsteelmakingwithconverterincludeprimaryde-dustingsystem,secondaryde-dustingsystem,electricalroom,watersystem(includingcomplexwaterpumpstation,suctionwell,coolingtower,chemicalde-oilingtank,cyclonewell,depositionbasin,watertreatmentshop,turbidwaterpumpstation,suctionwellandcoolingtowerandsafetywatertower) 转炉炼钢辅助设施包括:一次除尘,二次除尘,混铁炉除尘,电气室,水系统(包括综合水泵站、吸水井、冷却塔、化学除油池、旋流井、沉定池、水处理间、浊环水泵站、吸水井、冷却塔和保险水塔) Theprimaryde-dustingsystemandelectricalroomarearrangedatthenorthwestofthesteelmakingshop,depositionbasin,watertreatmentworkshop,turbidwaterpump,suctionwell,coolingtower,chemicalde-oilingtank,cyclonewell,allofthemarearrangedatthenorthwestofsteelmakingshop,complexwaterpumpstation,suctionwell,coolingtowerandsafetytowerarearrangedatthewestofsteelmakingshop, 一次除尘,电气室均布置在转炉炼钢车间的西北面;分离池,水处理间,浊环水泵站,吸水井,冷却塔,化学除油池,旋流井均布置在转炉炼钢车间的北侧;综合水泵站,吸水井,冷却塔,保险水塔均布置在转炉炼钢车间的西侧;
