“It’sanalarmingnumber,”saidTomFagan,aformerdepartmentofficialwhoconductedthe*ysis.“It’sclearthattheamountofoverallincreaseisnotkeepingpacewiththenumberofpoorkids.”

ButMr.FagansaidtheincreasingnumberofdistrictsthatarelosingmoneyismakingitharderfortheschoolstomeetthegoalsofthefederalNoChildLeftBehindAct,theBushadministration’ssignatureeducationprogram,whichmeasuresprogressthroughannualtestsinmath,readingandscience.Thatisgivingcriticsoftheprogrammoregroundstoaccusetheadministrationofnotsufficientlyfinancingtheprogramwhiledemandinggreaterresults.
