surprisedbyfavorableinflationinBritainandtheUnitedStates,sinceconventionalmeasuressuggestthatbotheconomies,andespeciallyAmerica’s,havelittleproductiveslack.America’scapacityutilization,forexample,hithistoricallyhighlevelsearlierthisyear,anditsjoblessrate(5.6%inAugust)hasfallenbelowmostestimatesofthenaturalrateofunemployment--theratebelowwhichinflationhastakenoffinthepast.Whyhasinflationprovedsomild?Themostthrillingexplanationis,unfortunay,alittledefective.Someeconomistsarguethatpowerfulstructuralchangesintheworldhaveupendedtheoldeconomicmodelsthatwerebaseduponthehistoricallinkbetweengrowthand eadrivingforce.WhentheUnitedStatesenteredjustsuchaglowingperiodaftertheendoftheSecondWorldWar,ithadamarketeighttimeslargerthananycompetitor,givingitsindustriesunparalleledeconomiesofscale.Itsscientistsweretheworld’sbest,itsworkersthemostskilled.AmericaAmericanswereprosperousthe
