3、部长、副部长、助理部长、独立机构的长官等政治任命官员(Political appointees)和行政部门的其他文职人员（Other administrative civilian）。如美国、德国等。把国家机关（包括立法、司法、行政三大系统）的工作人员以及公共企事业单位的所有人员，分为国家和地方公务员（National and local civil servants）。如日本、法国等。共同点（common)依据产生方式不同，分为 政务类公务员（political civil servants）、事务类（或称业务类）公务员（career civil servants）。西方划分公务员的范围Th
