1、安全大会讲话提纲今天,我们在这里召开2009年的第一次安全大会, 主要任务就是总结经验,改进不足,更全面、更科学地 安排和部署今后一个时期的安全工作,开好局、起好步,为实现全年消灭重伤以上事故的奋斗目标,打下一个 坚实基础。借今天安全会议这个机会,我准备谈两方 面问题:一、当前安全工作存在的主要问题回顾08年的安全工作,有成绩也有不足。成绩主 要表现在三个方面:一是安全投入进一步加大了,全 年各项安全投入累计达到3721万元,居历年安全投入之首;二是安全管理更加严格和规范了,先后由台了 领导包保责任制、班段长安全奖励制、严重违章和严 重隐患标准及处罚措施等一系列管理措施,为我们今 后更好地抓好

16、中下了很大功夫、做了很多努力,但在 认识和管理上,始终还存在着一些薄弱环节。一是安全措施落实的不好。煤矿要靠安全来保障 发展,安全要靠人员素质的提高和管理制度的落实来 实现。但从以往的安全管理看,我们在执行上还远远 不够,矿里制定的很多安全措施还只是停留在会议和 口头上,并没有得到认真的贯彻和落实。我们说细节 决定成败、事业赢在执行,没有强有力的执行做保证, 再好的制度也是一纸空文。二是职能部门监管的力度不够,主要是重视排查 形式、忽视排查效果,重视事前监察、忽视事后督办 的现象还依然存在,在监管的权威性、指导性和实效 性上做的不够理想,需要进一步改进。三是个别基层单位的领导安全意识淡薄,对安

26、 Deamet on tw lar n a d eig ara ngmes of spe cic仙工种的培训力度不够,还有个别职工不懂安全、不 会安全,自我保安意识和能力相对较差,工作中胡干 蛮干、违章操作,为事故埋下隐患。以上四个方面的问题,是当前制约我矿安全的主 要症结,希望各级干部和员工都要有正确认识,并对 照本岗位工作,不断地加以改进和完善,促进我矿安 全管理的健康有序发展。二、下步安全工作重点2009年,是我矿加快调整改造、推进安全高效建 设的关键一年,我们要以“三零”管理为目标,以现 场管理为重点,以制度建设为保证,切实加强安全管 理和监察,全力推进安全管理向制度化、规范化迈进。第

36、in prgrmme and municipa I rganiat on Deamet on twlar n a do earing ara nngmes of spe cii每月进行一次绩效考核,重奖重罚,严格兑现,由现 重伤以上事故,专业副区长和主要领导要按文件规定 给予降职或撤职等处分。第二要坚持“谁主管谁负责”、“管生产必须管安 全”的原则,明确各自职责,切实负起责任。各单位 行政一把手,就是本单位安全生产工作的第一责任人, 必须亲自抓、负总责;各单位书记是本单位安全教育 的第一责任人,要系统地加强安全教育,全面提高职 工的安全素质。第三要抓好一通三防,随着我矿开采深度的不断 延伸,瓦
37、斯涌由量逐步增大,而我矿部分干部员工的 瓦斯意识还没有达到应有高度,电器失爆、明火作业、 煤尘堆积、破坏通风设施以及停电停风等现象还依然 存在,造成了很多安全隐患,这就要求我们要加强教 育,逐步提高全员瓦斯意识,同时要严抓严管,通过 硬性手段来强化现场管理,规范员工行为。第四要抓好安全设施,通过08年一年的投入,我们逐步上齐了各种安全设施,但各单位在使用和管理 上还存在一定差距,主要是存在管理不善、使用不好onjuncti on wh begin” I f Ie 95 a nnVer sary actv- s, focused sce dul e 1 pay e Cure E .courage

47、防 线。按照公司要求,班组长必须跟班作业,没有班组 长或段队长带班,不许生产。第六要抓好安全教育和培训。安全管理是一个系 统工程,必须方方面面参与,齐抓共管。但从安全本 身的性质看,职工永远是安全工作的主体,是实现本 质型安全的根本。从这个层面上看,提高培训质量、 提高职工的自我保安能力,就是安全管理中最为关键 的一个环节。培训必须注重实际效果,要以贴近生产 实际为原则,让职工全面掌握必知必会和危险源识别 等安全知识,切实提高职工的安全素质和保安能力。第七要抓好安全监察,矿副总以上领导和各基层 单位领导,要严格坚持入井带班写实制度,深入现场, 靠前指挥;各职能科室要从薄弱环节入手,坚持上夜 班
