煤矿安全大会讲话

1、安全大会讲话提纲今天，我们在这里召开2009年的第一次安全大会， 主要任务就是总结经验，改进不足，更全面、更科学地 安排和部署今后一个时期的安全工作，开好局、起好步，为实现全年消灭重伤以上事故的奋斗目标，打下一个 坚实基础。借今天安全会议这个机会，我准备谈两方 面问题：一、当前安全工作存在的主要问题回顾08年的安全工作，有成绩也有不足。成绩主 要表现在三个方面：一是安全投入进一步加大了，全 年各项安全投入累计达到3721万元，居历年安全投入之首；二是安全管理更加严格和规范了，先后由台了 领导包保责任制、班段长安全奖励制、严重违章和严 重隐患标准及处罚措施等一系列管理措施，为我们今 后更好地抓好

16、中下了很大功夫、做了很多努力，但在 认识和管理上，始终还存在着一些薄弱环节。一是安全措施落实的不好。煤矿要靠安全来保障 发展，安全要靠人员素质的提高和管理制度的落实来 实现。但从以往的安全管理看，我们在执行上还远远 不够，矿里制定的很多安全措施还只是停留在会议和 口头上，并没有得到认真的贯彻和落实。我们说细节 决定成败、事业赢在执行，没有强有力的执行做保证， 再好的制度也是一纸空文。二是职能部门监管的力度不够，主要是重视排查 形式、忽视排查效果，重视事前监察、忽视事后督办 的现象还依然存在，在监管的权威性、指导性和实效 性上做的不够理想，需要进一步改进。三是个别基层单位的领导安全意识淡薄，对安

47、防 线。按照公司要求，班组长必须跟班作业，没有班组 长或段队长带班，不许生产。第六要抓好安全教育和培训。安全管理是一个系 统工程，必须方方面面参与，齐抓共管。但从安全本 身的性质看，职工永远是安全工作的主体，是实现本 质型安全的根本。从这个层面上看，提高培训质量、 提高职工的自我保安能力，就是安全管理中最为关键 的一个环节。培训必须注重实际效果，要以贴近生产 实际为原则，让职工全面掌握必知必会和危险源识别 等安全知识，切实提高职工的安全素质和保安能力。第七要抓好安全监察，矿副总以上领导和各基层 单位领导，要严格坚持入井带班写实制度，深入现场， 靠前指挥；各职能科室要从薄弱环节入手，坚持上夜 班
