ChapterIGeneralProvisions

Article1ThisLawisformulatedinaccordancewiththeConstitutioninordertoprotectthelegitimaterightsandinterestsoflaborers,readjustlaborrelationships,establishandsafeguardalaborsystemsuitedtothesocialistmarketeconomy,andpromoteeconomicdevelopmentandsocialprogress.

Article2ThisLawappliestoallenterprisesandindividualeconomicorganizations(hereinafterreferredtoasemployingunits)withintheboundaryofthePeople'sRepublicofChinaandlaborerswhoform.alaborrelationshiptherewithStateorgans,institutionalorganizationsandsocietiesaswellaslaborerswhoform.alaborcontractrelationshiptherewithshallfollowthisLaw.

Article3Laborersshallhavetherighttobeemployedonanequalbasis,chooseoccupations,obtainremunerationfortheirlabor,takerest,haveholidaysandleaves,obtainprotectionofoccupationalsafetyandhealth,receivetrainingvocationalskills,enjoysocialinsuranceandwelfare,andsubmitapplicationsforsettlementoflabordisputes,andotherrightsrelatingtolaborasstipulatedbylaw.

Laborersshallfulfilltheirlabortasks,improvetheirvocationalskills,followrulesonoccupationalsafetyandhealth,andobservelabordisciplineandprofessionalethics.

Article4Theemployingunitsshallestablishandperfectrulesandregulationsinaccordancewiththelawsoastoensurethatlaborersenjoytherighttoworkandfulfilllaborobligations.

Article5TheStateshalltakevariousmeasurestopromoteemployment,developvocationaleducation,laydownlaborstandards,regulatesocialincomes,perfectsocialinsurancesystem,coordinatelaborrelationship,andgraduallyraisethelivingstandardoflaborers.

Article6TheStateshalladvocatetheparticipationoflaborersinsocialvoluntarylaborandthedevelopmentoftheirlaborcompetitionsandactivitiesofforwardingrationalproposals,encourageandprotectthescientificresearchandtechnicalrenovationengagedbylaborers,aswellastheirinventionsandcreations;andcommendandawardlabormodelsandadvancedworkers.

Article7Laborersshallhavetherighttoparticipateinandorganizetradeunionsinaccordancewiththelaw.

Tradeunionsshallrepresentandsafeguardthelegitimaterightsandinterestsoflaborers,andindependentlyconducttheiractivitiesinaccordancewiththelaw.

Article8Laborersshall,throughtheassemblyofstaffandworkers

or

theircongress,

or

otherformsinaccordancewiththeprovisionsoflaws,rulesandregulations,takepartindemocraticmanagement

or

consultwiththeemployingunitsonanequalfootingaboutprotectionofthelegitimaterightsandinterestsoflaborers.

Article9ThelaboradministrativedepartmentoftheStateCouncilshallbeinchargeofthemanagementoflaborofthewholecountry.

Thelaboradministrativedepartmentsofthelocalpeople'sgovernmentsat

or

abovethecountylevelshallbeinchargeofthemanagementoflaborintheadministrativeareasundertheirrespectivejurisdiction.

ChapterIIPromotionofEmployment

Article10TheStateshallcreateconditionsforemploymentandincreaseopportunitiesforemploymentbymeansofthepromotionofeconomicandsocialdevelopment.

TheStateshallencourageenterprises,institutionalorganizations,andsocietiestoinitiateindustries

or

expandbusinessesfortheincreaseofemploymentwithinthescopeofthestipulationsoflaws,andadministrativerulesandregulations.

TheStateshallsupportlaborerstogetjobsbyorganizingthemselvesonavoluntarybasis

or

byengaginginindividualbusinesses.

Article11Localpeople'sgovernmentsatvariouslevelsshalltakemeasurestodevelopvariouskindsofjob—introductionagenciesandprovideemploymentservices.

Article12Laborersshallnotbediscriminatedagainstinemployment,regardlessoftheirethniccommunity,race,

or

religiousbelief.

Article13Femalesshallenjoyequalrightsasmalesinemployment.Itshallnotbeallowed,intherecruitmentofstaffandworkers,touseasapretextforexcludingfemalesform.employment

or

toraiserecruitmentstandardsforthefemales,exceptforthetypesofwork

or

poststhatarenotsuitableforfemalesasstipulatedbytheState.

Article14Wheretherearespecialstipulationsinlaws,rulesandregulationsontheemploymentofthedisabled,thepersonnelofnationalminorities,anddemobilizedarmymen,suchspecialstipulationsshallapply.

Article15Noemployingunitsshallbeallowedtorecruitjuvenilesundertheageof16.

Unitsofliteratureandart,physicalcultureandsport,andspecialartsandcraftsthatneedtorecruitjuvenilesundertheageof16mustgothroughtheformalitiesofexaminationandapprovalaccordingtotherelevantprovisionsoftheStateandguarateetheirrighttocompulsoryeducation.

ChapterIIILabourContractsandCollectiveContracts

Article16Alabourcontractistheagreementreachedbetweenalabourerandanemployingunitfortheestablishmentofthelabourrelationshipandthedefinitionoftherights,interestsandobligationsofeachparty.

Alabourcontractshallbeconcludedwherealabourrelationshipistobeestablished.

Article17Conclusionandmodificationofalabourcontractshallfollowtheprinciplesofequality,voluntarinessandunanimitythroughconsultation,andshallnotruncountertothestipulationsoflaws,administrativerulesandregulations.

Alabourcontractonceconcludedinaccordancewiththelawshallpossesslegalbindingforce.Thepartiesinvolvedmustfulfilltheobligationsasstipulatedinthelabourcontract.

Article18Thefollowinglabourcontractsshallbeinvalid:

labourcontractsconcludedinviolationoflaws,administrativerulesandregulations;and

labourcontractsconcludedbyresortingtosuchmeasuresascheatingandintimidation.

Aninvalidlabourcontractshallhavenolegalbindingforcefromtheverybeginningofitsconclusion.Whereapartofalabourcontractisconfirmedasinvalidandwherethevalidityoftheremainingpartisnotaffected,theremainingpartshallremainvalid.

Theinvalidityofalabourcontractshallconfirmedbyalabourdisputearbitrationcommittee

or

apeople'scourt.

Article19Alabourcontractshallbeconcludedinwrittenform.andcontainthefollowing

Clauses:

1.termofalabourcontract;

2.contentsofwork;

3.labourprotectionandworkingconditions;

4.labourremuneration;

5.labourdiscipline;

6.conditionsfortheterminationofalabourcontract;and

7.responsibilityfortheviolationofalabourcontract.

Apartfromtherequiredclausesspecifiedintheprecedingparagraph,othercontentsinalabourcontractmaybeagreeduponthroughconsultationbythepartiesinvolved.

Article20Thetermofalabourcontractshallbedividedintofixedterm,flexibleterm

or

takingthecompletionofaspecificamountofworkasaterm.

Incasealabourerhaskeptworkinginasameemployingunitfortenyears

or

moreandthepartiesinvolvedagreetoextendthetermofthelabourcontract,alabourcontractwithaflexibletermshallbeconcludedbetweenthemifthelabourersorequested.

Article21Aprobationperiodmaybeagreeduponinalabourcontract.Thelongestprobationperiodshallnotexceedsixmonths.

Article22Thepartiesinvolvedinalabourcontractmayreachanagreementintheirlabourcontractonmattersconcerningkeepinghecommercialsecretsoftheemployingunit.

Article23Alabourcontractshallterminateupontheexpirationofitsterm

or

theemergenceoftheconditionsfortheterminationofthelabourcontractasagreeduponbythepartiesinvolved.

Article24Alabourcontractmayberevokeduponagreementreachedbetweenthepartiesinvolvedthroughconsultation.

Article25Theemployingunitmayrevokethelabourcontractwithalabourerinanyofthefollowingcircumstances:

1.tobeprovednotuptotherequirementsforrecruitmentduringtheprobationperiod;

2.toseriouslyviolatelabourdisciplines

or

therulesandregulationsoftheemployingunits;

3.tocausegreatlossestotheemployingunitduetoseriousderelictionofduty

or

engagementinmalpracticeforselfishends;and

4.tobeinvestigatedforcriminalresponsibilitiesinaccordancewiththelaw.

Article26Inanyofthefollowingcircumstances,theemployingunitmayrevokealabourcontractbutawrittennotificationshallbegiventothelabourer30daysinadvance:

1.wherealabourerisunabletotakeuphisoriginalwork

or

anynewworkarrangedbytheemployingunitafterthecompletionofhismedicaltreatmentforillness

or

injurynotsufferedatwork;

2.wherealabourerisunqualifiedforhisworkandremainsunqualifiedevenafterreceivingatraining

or

anadjustmenttoanotherworkpost;and

3.noagreementonmodificationofthelabourcontractcanbereachedthroughconsultationbythepartiesinvolvedwhentheobjectiveconditionstakenasthebasisfortheconclusionofthecontracthavegreatlychangedsothattheoriginallabourcontractcannolongerbecarriedout.

Article27Duringtheperiodofstatutoryconsolidationwhentheemployingunitcomestothebrinkofbankruptcy

or

runsdeepintodifficultiesinproductionandmanagement,andifreductionofitspersonnelbecomesreallynecessary,theunitmaymakesuchreductionafterithasexplainedthesituationtothetrade

union

orallofitsstaffandworkers30daysinadvance,solicitedopinionsfromthemandreportedtothelabouradministrativedepartment.

WheretheemployingunitistorecruitpersonnelsixmonthsafterthepersonnelreductioneffectedaccordingtothestipulationsofthisArticle,thereducedpersonnelshallhavetheprioritytobere-employed.

Article28TheemployingunitshallmakeeconomiccompensationsinaccordancewiththerelevantprovisionsoftheStateifitrevokesitslabourcontractsaccordingtothestipulationsinArticle24,Article26,andArticle27ofthisLaw.

Article29TheemployingunitshallnotrevokeitslabourcontractwithalabourerinaccordancewiththestipulationsinArticle26andArticle27ofthisLawinanyofthefollowingcircumstances:

1.tobeconfirmedtohavetotally

or

partiallylosttheabilitytoworkduetooccupationaldiseases

or

injuriessufferedatwork;

2.tobereceivingmedicaltreatmentfordiseases

or

injurieswithintheprescribedperiodoftime;

3.tobeafemalestaffmember

or

workerduringpregnant,puerperal,

or

breast-feedingperiod;

or

othercircumstancesstipulatedbylaws,administrativerulesandregulations.

Article30Thetrade

union

ofanemployingunitshallhavetherighttoairitsopinionsifitregardsasinappropriatetherevocationofalabourcontractbytheunit.Iftheemployingunitviolateslaws,rulesandregulations

or

labourcontracts,thetrade

union

shallhavetherighttorequestforreconsideration.Wherethelabourerappliesforarbitration

or

bringsinalawsuit,thetrade

union

shallrenderhimsupportandassistanceinaccordancewiththelaw.

Article31Alabourerwhointendstorevokehislabourcontractshallgiveawrittennoticetotheemployingunit30daysinadvance.

Article32Alabourermaynotifyatanytimetheemployingunitofhisdecisiontorevokethelabourcontractinanyofthefollowingcircumstances:

1.withintheprobationperiod;

2.wheretheemployingunitforcesthelabourertoworkbyresortingtoviolence,intimidationor

3.illegalrestrictionofpersonalfreedom;or

4.failureonthepartoftheemployingunittopaylabourremuneration

or

toprovideworkingconditionsasagreeduponinthelabourcontract.

Article33Thestaffandworkersofanenterpriseasonepartymayconcludeacollectivecontractwiththeenterpriseonmattersrelatingtolabourremuneration,workinghours,restandvacations,occupationalsafetyandhealth,andinsuranceandwelfare.Thedraftcollectivecontractshallbesubmittedtothecongressofthestaffandworkers

or

toallthestaffandworkersfordiscussionandadoption.

Acollectivecontractshallbeconcludedbythetrade

union

onbehalfofthestaffandworkerswiththeenterprise;inanenterprisewherethetrade

union

hasnotyetbeensetup,suchcontractshallbealsoconcludedbytherepresentativeselectedbythestaffandworkerswiththeenterprise.

Article34Acollectivecontractshallbesubmittedtothelabouradministrativedepartmentafteritsconclusion.Thecollectivecontractshallgointoeffectautomaticallyifnoobjectionsareraisedbythelabouradministrativedepartmentwithin15daysfromthedateofthereceiptofacopyofthecontract.

Article35Collectivecontractsconcludedinaccordancewiththelawshallhavebindingforcetoboththeenterpriseandallofitsstaffandworkers.Thestandardsonworkingconditionsandlabourpaymentsagreeduponinlabourcontractsconcludedbetweenindividuallabourersandtheenterprisesshallnotbelowerthanthoseasstipulatedincollectivecontracts.

ChapterIVWorkingHours,RestandVacations

Article36TheStateshallpractiseaworkinghoursystemunderwhichlabourersshallworkfornomorethaneighthoursadayandnomorethan44hoursaweekontheaverage.

Article37Incaseoflabourersworkingonthebasisofpiecework,theemployingunitshallrationallyfixquotasofworkandstandardsonpieceworkremunerationinaccordancewiththeworkinghoursystemstipulatedinArticle36ofthisLaw.

Article38Theemployingunitshallguaranteethatitsstaffandworkershaveatleastonedayoffinaweek.

Article39WhereanenterprisecannotfollowthestipulationsinArticle36andArticle38ofthisLawduetoitsspecialproductionnature,itmayadoptotherrulesonworkinghoursandrestwiththeapprovalofthelabouradministrativedepartment.

Article40Theemployingunitshallarrangeholidaysforlabourersinaccordancewiththelawduringthefollowingfestivals:

1.theNewYear'sDay;

2.theSpringFestival;

3.theInternationalLabourDay;

4.theNationalDay;and

5.otherholidaysstipulatedbylaws,rulesandregulations.

Article41Theemployingunitmayextendworkinghoursduetotherequirementsofitsproduction

or

businessafterconsultationwiththetrade

union

andlabourers,buttheextendedworkinghourforadayshallgenerallynotexceedonehour;ifsuchextensioniscalledforduetospecialreasons,theextendedhoursshallnotexceedthreehoursadayundertheconditionthatthehealthoflabourersisguaranteed.However,thetotalextensioninamonthshallnotexceedthirtysixhours.

Article42TheextensionofworkinghoursshallnotbesubjecttorestrictionoftheprovisionsofArticle41ofthisLawunderanyofthefollowingcircumstances:

1.whereemergentdealingisneededintheeventofnaturaldisaster,accident

or

otherreasonthatthreatensthelife,healthandthesafetyofpropertyoflabourers;

2.wherepromptrushrepairisneededintheeventofbreakdownofproductionequipment,transportationlines

or

publicfacilitiesthataffectsproductionandpublicinterests;andothercircumstancesasstipulatedbylaws,administrativerulesandregulations.

Article43TheemployingunitshallnotextendworkinghoursoflabourersinviolationoftheprovisionsofthisLaw.

Article44Theemployingunitshall,accordingtothefollowingstandards,paylabourersremunerationshigherthanthosefornormalworkinghoursunderanyofthefollowingcircumstances:

1.topaynolessthan150percentofthenormalwagesiftheextensionofworkinghoursisarranged;

2.topaynolessthan200percentofthenormalwagesiftheextendedhoursarearrangedondaysofrestandnodeferredrestcanbetaken;and

3.topaynolessthan300percentofthenormalwagesiftheextendedhoursarearrangedonstatutoryholidays.

Article45TheStateshallpractiseasystemofannualvacationwithpay.

Labourerswhohavekeptworkingforoneyearandmoreshallbeentitledtoannualvacationwithpay.TheconcretemeasuresshallbeformulatedbytheStateCouncil.

Article46Thedistributionofwagesshallfollowtheprincipleofdistributionaccordingtoworkandequalpayforequalwork.

Thelevelofwagesshallbegraduallyraisedonthebasisofeconomicdevelopment.TheStateshallexercisemacro-regulationsandcontroloverthetotalpayroll.

Article47Theemployingunitshallindependentlydetermineitsform.ofwagedistributionandwagelevelforitsownunitaccordingtolawandbasedonthecharacteristicsofitsproductionandbusinessandeconomicresults.

Article48TheStateshallimplementasystemofguaranteedminimumwages.Specificstandardsonminimumwagesshallbedeterminedbythepeople'sgovernmentsofprovinces,autonomousregions

or

municipalitiesdirectlyundertheCentralGovernmentandreportedtotheStateCouncilfortherecord.

Wagespaidtolabourersbytheemployingunitshallnotbelowerthanthelocalstandardsonminimumwages.

Article49Thedeterminationandreadjustmentofthestandardsonminimumwagesshallbemadewithreferencetothefollowingfactorsinacomprehensivemanner:

1.thelowestlivingexpensesoflabourersthemselvesandtheaveragefamilymemberstheysupport;

2.theaveragewagelevelofthesocietyasawhole;

3.labourproductivity;

4.thesituationofemployment;and

5.thedifferentlevelsofeconomicdevelopmentbetweenregions.

Article50Wagesshallbepaidmonthlytolabourersthemselvesinform.ofcurrency.Thewagespaidtolabourersshallnotbededucted

or

delayedwithoutjustification.

Article51Theemployingunitshallpaywagesaccordingtolawtolabourerswhoobservestatutoryholidays,takeleavesduringtheperiodsofmarriage

or

funeral,

or

participateinsocialactivitiesinaccordancewiththelaw.

ChapterVIOccupationalSafetyandHealth

Article52Theemployingunitmustestablishandperfectthesystemforoccupationalsafetyandhealth,strictlyimplementtherulesandstandardsoftheStateonoccupationalsafetyandhealth,educatelabourersonoccupationalsafetyandhealth,preventaccidentsintheprocessofwork,andreduceoccupationalhazards.

Article53FacilitiesofoccupationalsafetyandhealthmustmeetthestandardsstipulatedbytheState.

Facilitiesofoccupationalsafetyandhealthinstalledinnewprojectsandprojectstoberebuilt

or

expandedmustbedesigned,constructedandputintooperationanduseatthesametimeasthemainprojects.

Article54TheemployingunitmustprovidelabourerswithoccupationalsafetyandhealthconditionsconformingtotheprovisionsoftheStateandnecessaryarticlesoflabourprotection,andprovidingregularhealthexaminationforlabourersengagedinworkwithoccupationalhazards.

Article55Labourerstobeengagedinspecializedoperationsmustreceivespecializedtrainingandacquirequalificationsforsuchspecialoperations.

Article56Labourersmuststrictlyabidebyrulesofsafeoperationintheprocessoftheirwork.

Labourersshallhavetherighttorefusetooperateifthemanagementpersonneloftheemployingunitcommandtheoperationinviolationofrulesandregulations

or

forcelaburerstorunrisksinoperation;labourersshallhavetherighttocriticize,report

or

againsttheactsendangeringthesafetyoftheirlifeandhealth.

Article57TheStateshallestablishasystemforthestatistics,reportsanddispositionsofaccidentsofinjuriesanddeaths,andcasesofoccupationaldiseases.Thelabouradministrativedepartmentsandotherrelevantdepartmentsofthepeople'sgovernmentsat

or

abovethecountylevelandtheemployingunitshall,accordingtolaw,compilestatistics,reportanddisposeofaccidentsofinjuriesanddeathsthatoccurredintheprocessoftheirworkandcasesofoccupationaldiseases.

ChapterVIISpecialProtectionForFemaleandJuvenileWorkers

Article58TheStateshallprovidefemaleworkersandjuvenileworkerswithspecialprotection.

"Juvenileworkers"herebyrefertolabourersattheageof16butnot18yet.

Article59Itisprohibitedtoarrangefemaleworkerstoengageinworkdownthepitofmines,

or

workwithGradeIVphysicallabourintensityasstipulatedbytheState,

or

otherworkthatfemaleworkersshouldavoid.

Article60Femaleworkersduringtheirmenstrualperiodsshallnotbearrangedtoengagedinworkhighabovetheground,underlowtemperature,

or

incoldwater

or

workwithGradeIIIphysicallabourintensityasstipulatedbytheState.

Article61FemaleworkersduringtheirpregnancyshallnotbearrangedtoengageinworkwithGradeIIIphysicallabourintensityasstipulatedbytheState

or

otherworkthattheyshouldavoidinpregnancy.Femaleworkerspregnantforsevenmonths

or

moreshallnotbearrangedtoextendtheirworkinghours

or

toworknightshifts.

Article62Afterchildbirth,femaleworkersshallbeentitledtonolessthanninetydaysofmaternityleaveswithpay.

Article63Femaleworkersduringtheperiodofbreast-feedingtheirbabieslessthanoneyearoldshallnotbearrangedtoengageinworkwithGradeIIIphysicallabourintensityasstipulatedbytheState

or

otherlabourthattheyshouldavoidduringtheirbreast-feedingperiod,

or

toextendtheirworkinghours

or

toworknightshifts.

Article64Nojuvenileworkersshallbearrangedtoengageinworkdownthepitofmines,workthatispoisonous

or

harmful,workwithGradeIVphysicallabourintensityasstipulatedbytheState,

or

otherworkthattheyshouldavoid.

Article65Theemployingunitshallprovideregularphysicalexaminationstojuvenileworkers.

ChapterVIIIVocationalTraining

Article66TheStateshalltakevariousmeasuresthroughvariouschannelstoexpandvocationaltrainingundertakingssoastodevelopprofessionalskillsoflabourers,improvetheirqualities,andraisetheiremploymentcapabilityandworkability.

Article67People'sgovernmentsatvariouslevelsshallincorporatethedevelopmentofvocationaltrainingintheplansofsocialandeconomicdevelopment,encourageandsupportallenterprises,institutionalorganizations.Societiesandindividuals,whereconditionspermit,tosponsorallkindsofvocationaltraining.

Article68Theemployingunitshallestablishasystemforvocationaltraining,raiseandusefundsforvocationaltraininginaccordancewiththeprovisionsoftheState,andprovidelabourerswithvocationaltraininginaplannedwayandinthelightoftheactualsituationoftheunit.

Labourerstobeengagedintechnicalworkmustreceivepre-jobtrainingbeforetakinguptheirposts.

Article69TheStateshalldetermineoccupationalclassification,setupprofessionalskillstandardsfortheoccupationsclassified,andpractiseasystemofvocationalqualificationcertificates.Examinationandverificationorganizationsauthorizedbythegovernmentareinchargeoftheexaminationandverificationoftheprofessionalskillsoflabourers.

ChapterIXSocialInsuranceandWelfare

Article70TheStateshalldevelopsocialinsuranceundertakings,establishasocialinsurancesystem,andsetupsocialinsurancefundssothatlabourersmayreceiveassistanceandcompensationsundersuchcircumstancesasoldage,illness,work-relatedinjury,unemploymentandchild-bearing.

Article71Thelevelofsocialinsuranceshallbeinproportiontothelevelofsocialandeconomicdevelopmentandthesocialaffordability.

Article72Thesourcesofsocialinsurancefundsshallbedeterminedaccordingtothecategoriesofinsurance,andanoverallpoolingofinsurancefundsfromthesocietyshallbeintroducedstepbystep.Theemployingunitandlabourersmustparticipateinsocialinsuranceandpaysocialinsurancepremiumsinaccordancewiththelaw.

Article73Labourersshall,inaccordancewiththelaw,enjoysocialinsurancebenefitsunderthefollowingcircumstances:

1.retirement;

2.illness

or

injury;

3.disabilitycausedbywork-relatedinjury

or

occupationaldisease;

4.unemployment;and

5.child-bearing.

Thesurvivorsoftheinsuredlabourersshallbeentitledtosubsidiesforsurvivorsinaccordancewiththelaw.

Theconditionsandstandardsforlabourerstoenjoysocialinsurancebenefitsshallbestipulatedbylaws,rulesandregulations.

Thesocialinsuranceamountthatlabourersareentitledto,mustbetimelypaidinfull.

Article74Theagenciesinchargeofsocialinsurancefundsshallcollect,expend,manageandoperatethefundsinaccordancewiththestipulationsoflaws,andassumetheresponsibilitytomaintainandraisethevalueofthesefunds.

Thesupervisoryorganizationsofsocialinsurancefundsshallexercisesupervisionovertherevenueandexpenditure,managementandoperationofsocialinsurancefundsinaccordancewiththestipulationsoflaws.

Theestablishmentandfunctionoftheagenciesinchargeofsocialinsurancefundsandthesupervisoryorganizationsofsocialinsurancefundsshallbestipulatedbylaws.

Noorganization

individualshallbeallowedtomisappropriatesocialinsurancefunds.

Article75TheStateshallencouragetheemployingunittosetupsupplementaryinsuranceforlabourersaccordingtoitspracticalsituations.

TheStateshalladvocatethatlabourerspractiseindividualinsuranceinform.ofsavingaccount.

Article76TheStateshalldevelopsocialwelfareundertakings,constructpublicwelfarefacilities,andprovidelabourerswithconditionsfortakingrest,recuperationandrehabilitation.
