健康、安全与环保综述

ProjecthasasimplystatedjointHSEMISSION:

项目的健康、安全与环保政策如下所述：

“AllProjectteammembersPMC,Contractors,SuppliersandSubcontractors-mustbecommittedtosafetyatwork

-ofpersons,propertyandtheenvironment-andbelievethatallinjuriesandincidentsarepreventable.Wewillwork

togetherasasingleProjectteamtodeliveraProjectexecutedwithattentiontoallaspectsofworkplacesafety,

industrialhealthandenvironmentalresponsibility.ZEROINCIDENTSistheProjectgoal;achievingitwillrequire

awareness,training,focusonbehaviors,andaccountabilitybyeachindividual.”

保护人员、财产和环境的安全，防止任何的伤害和意外事故。我们将作为一个项目的整体协同工

Ourobjectiveistomaintainaprevention-basedprogramforHealth,Safety,andEnvironmentalLossPrevention

thatresultsinthisProject(s)beingrecognizedasexemplary-andeachparticipatingcompanyasaleader-inthe

engineering,construction,operationandmaintenanceofachemicalfacility.Thefoundationforthisprogramis

basedupontheprinciplesandexpectationsofunoaccidents'\'noharmtopeople'and'nodamagetothe

environment'.

我们的目标是采取以预防为主的计划，保护健康、安全与环境不受损失，并且最终使该项目成为

业界公认的典范，另外，也使所有参与项目的规划、建造、营运与维护的公司都能成为各自领域

中的带头人。安全计划所遵从的基本原则和期望是“无安全事故”、“无人员伤亡”和“无环境污染”。

我们的健康、安全与环保计划是一个不断完善的程序，完全遵从政府所颁布的各项法律和法规。

计划的落实需要PMC和全体职员的共同参与，这样才能实现我们的目标，才能提供一个适用

于所有员工的感到自豪的安全工作环境。

SITEHSEMANUALservestodocumentProject-specificHSEproceduresandpolicieswhichdefinehowworkwill

beperformed.P.R.CandlocalauthorityOccupationalSafetyandHealthregulatoryproceduresandpoliciesarein

nowaynegatedbythisdocument.Subcontractorsareinstructedthatthe“moststringent"policyorprocedure

shouldgovernworkactivities.

工地健康、安全与环保手册中记载了针对项目的健康、安全与环保规程和方针，并对如何安全地

进行工作加以了说明。该文件完全遵从中国和当地政府的职业安全与健康法规。我们将告知每位

分包商：我们在管理工作的过程中将采用最严格的机制与规程。

SECTION2.0第2.0部分

SAFETYORGANIZATIONANDRESPONSIBILITIES

安全组织与职责

2.1ORGANIZATION/组织

PMCwillensureasafe,healthyandenvironmentallyfriendlyworkplaceforallSubcontractorsand

employeesandtothosewhoworkwiththecompany,byinsistingonnoaccidents,injuries,illnesses,and

env/onmentalincidents./PMC通过坚持无事故、无伤亡、无疾病和无污染的原则，努力为公

司职员、承包商以及协同工作人员营造一个安全、健康与环保的工作环境。

PMCbelievessafetycannolongerbeviewedasaprioritythatcanberankedinaverticalorderof

importance,butmustbelookeduponasaVALUEthatisinherentineverypartofouroperation.Further,we

believeourmostimportantassetsarethepeoplewhoperformtheworkandnothingismoreimportant

thanprovidingasafeandhealthfulworkplace.IPMC相信：安全问题不仅是施工中应首要考虑因

素，而且还应成为每一步操作的评价标准。此外，我们还相信：人员是我们公司最重要的资产，

因此，为其提供一个安全与健康的工作环境是至关重要的。

2.2CONSTRUCTIONMANAGEMENT/施工管理

2.2.1ProjectManager(PM)I项目经理

TheProjectManager(PM)hastheresponsibilityofimplementingthesafetypoliciesandprograms

withineachProject.HeisamostimportantpersontoProjectHSEworkandheisaccountablefor

thesafetyperformanceofallconstructionaspectsoftheProject.Theactiveparticipationofthesite

ProjectManagerinthesafetyprogramisdesignedtoimproveitsoverallimpactand

effectiveness.I项目经理负责在每一个项目中实行项目安全政策和计划。他是项目HSE工作

的第一责任人，负责基建项目所有方面的安全事务。项目经理必须主动参与工地的安全事

务，以提高工地的整体安全保障水平。

ItisthePM'sroletoensurethatallmanagement,supervisionandpersonnelwhoreporttohimare

heldaccountableforthesafetyperformanceintheirrespectiveProject.Heregularlyreviews

implementationoftheconstructionsiteHSEProgramandthesafetyperformanceduringconstruction

oftheProjectwithmanagementIsupervisionandtheareaHSEmanager.Heshallperiodicallyreview

JHA,s(JobHazardAnalysis)andevaluatecompliance.Hetakespartinaweekly

safetytourtoensurethatallpersonnelholdsafetyastheirfirstpriority.I项目经理的职责是确保

所有向其汇报情况的管理人员、主管和其它人员都能在其各自负责的项目里作出良好的安

全表现。在项目的施工过程中，他将与管理人员、主管和HSE经理一起，定期检验施工工地

健康、安全与环保规程的执行情况，以及施工人员的安全表现等。他必须定期评审工作危险

分析并评估执行情况。他还要每周到工地进行一次巡回检查，以确保所有的施工人员都能意

识到安全施工的重要性。

2.2.2Project/ConstructionHSEmanagers/项目健康、安全与环保经理

TheProject/ConstructionHSEmanagersareresponsibleforimplementingtheHSEProgramwithin

ProjectandallContractors/SubcontractorsontheProject.TheProject/ConstructionHSEmanagers

arearesourcetoSubcontractor'ssitemanagementteam,assistingtheminadministeringthesafety

programsandeducatingemployeesandsupervisorsinsafeworkpractices.Theymonitortheoverall

safetyperformanceoftheProject,identifyingunsafeconditionsandproceduresandrecommending

correctiveactions.TheyareresponsibletoensurethatHSEauditsareconductedandtheresults

tabulatedandanalyzedfortrendsandopportunitiestore-enforcesafebehaviorsand

toidentifypreventativemeasures./项目HSE经理负责在项目和所有承包商、分包商之间执行

健康、安全与环保规程。项目HSE经理还应担当分包商工地管理组织的顾问，协助他们监管

工地安全事务，并指导施工人员和管理员进行安全施工。他们负责监督项目的总体安全表现

procedures,currentandpotentialhazards,andemployeetrainingrequirements.TheProject/

ConstructionHSEmanagersareresponsibletocommunicatetheHSEmessagetotheconstruction

managementsupervisionandSubcontractorconstructionorganization.Theywillactas“coach"toboth

PMCandcontractor/subcontractorconstructionsupervisiontomakecertainthatsafework

TheProject/ConstructionHSEmanagersareresponsiblefortheestablishmentandmaintenance

ofallsafetyandhealthrecord-keepingsystems.TheProjectIConstructionHSEmanagershave

adirectreportingrelationshiptotheProjectManager/项目HSE经理负责建立和保持安全与健康

记录保管制度，他们直接向项目经理汇报.

2.2.3ConstructionManagersI施工经理

OverseeandsupervisetheactivitiesoftheContractors/Subcontractorsandtheselectionofthe

actualsequenceandscheduleofconstruction.Therefore,hemustbefamiliarwiththeProjectHSE

Policy,ConstructionHSEplan,sitesafetypractices,emergencyandevacuationproceduresand

anyotherrelevantsafetyprogramrequirement.HeisresponsibletoensurethatallContractor/

Subcontractorequipmentthatisbroughtonsiteissafeandingoodconditionandmustensureall

equipmentisinspectedandapprovedpriortouse./施工经理检查和监督承包商或分包商的工

作，选择施工顺序，并制订施工日程表。因此他必须对项目HSE政策、基建HSE计划、现场

安全规定、紧急情况处理和疏散程序以及其它有关的安全规定非常熟悉。他负责确保承包

商或分包商带至工地的所有设备都安全可靠，并且都处于良好的状态之中，必须确保所有

设备在使用之前都得到检查和批准。

Hewillensurethatsafetyreceivesthehighestpriorityonalljobsandthatcompliancewithsafety

regulationsismaintainedatalltimes.Safetyplanningisincludedinthescopeofthework.He

participatesinthedevelopmentofmethodstatementsandJHA'sandtheidentificationofhazardsprior

totheexecutionofanywork.Hewillensurethatthemethodandsequenceofconstructionoperationis

inaccordancewiththeapprovedmethodstatementsandhewillfollowup,ensuringthat

therespectivesubcontractorsupervisorsunderstandtheworkhazards.I施工经理必须确保在所

有工程中安全是最重要的，在任何时候都必须遵照安全法规办事。安全计划包括在工作的

Hewillensurethatsupervisors,contractorsandsubcontractorsaretrainedinthesafetyrequirements

fortheworkandareheldaccountableforthesafetyperformanceofworkersand/orareasthey

supervise.Heshallrandomlyattendandparticipateintoolboxmeetings.Heshallenforceandensure

thathousekeepingismaintainedandthataweeklysafetytourismadetoinspectforunsafeconditions

orbehaviorsandtoshowsupportfortheprogramateverygivenopportunity.

Itemsthatrequirecorrectionwillbenotedandacteduponimmediately.I施工经理必须确保主管、

承包商和分包商都接受过相关的安全施工培训，都能对其员工的安全表现或其监管的领域

负责。他将不定期地参加工具箱会议。他必须加强和确保现场文明施工，每周对工地进行

一次安全巡回检查，以发现其中的不安全因素和行为，并且在每一个可能的情况下为项目

提供有力的支援。施工过程中需要改正的地方必须得以指出，并立即采取补救行动。

2.2.4ConstructionFieldStaff/现场施工人员

Directlysupervisetheactivitiesofthecontractors/subcontractorswithintheirareaofresponsibility.Theyshallact

asambassadorsforsafety,andshallcontinuouslytraintheContractor/Subcontractsupervisorsonsafework

practices.TheyshallparticipateintheHSEprogramthroughtheirdailyroutineandshallparticipatein

JHAreviewsandevaluationsasrequired.I现场基建人员直接接监管其管辖区域内承包商和分包

商的施工活动。他们担当了安全大使的角色，必须在安全作业规定方面不断地对承包商、分

包商的主管提供指导。他们将通过日常的事务参与HSE计划，并且必须参与工作危险性分析

AllSiteManagementTeamsshallholdthepreventionofjob-relatedinjuriesandillnessesequalto

quality,costandproduction.I所有的工地管理小组在注重质量、成本和产品的同时，必须注

意预防与工作有关的伤亡或疾病事故的发生。

2.3CONTRACTOR/SUBCONTRACTORSITEMANAGEMENTandSUPERVISION/承包商、分包

商工地管理和监督

Contractor/subcontractormanagementreportstoandisaccountabletotheProjectManager.Each

Contractor/SubcontractorManagementTeamshallatalltimescomplywith,andensurethatitsemployees,

agentsandlowertiersubcontractorscomplywith,allProjectSiteHSErules,regulationsandsafework

practices.Specifically,Contractors/Subcontractorshallcomplywithallapplicableprovisionsofthe

following:/承包商、分包商管理层向项目经理汇报情况，并对其负责。每一个承包商、分包

商管理层在任何时候都必须遵从项目工地健康、安全与环保规章制度和作业安全规定，并

且确保其员工、代理商和下级分包商也都能遵从这些规定。具体来说，分包商必须遵从以

•Provideallrequiredpersonalprotectiveequipment(PPE),foralloftheiremployees,includingbutnot

limitedtothefollowing-Eye/faceprotection,safetyfootwear,propergloves,fullbodysafetyharnesses,

hearingprotectionandhardhats.(FailureofaContractor/SubcontractortoprovidePPE,fortheir

employeesorlowertiersubcontractorscouldbeconsideredgroundsfordismissalfromthe

Project)AnonsiteSafetyEquipmentWarehousewillbeestablishedandstockedwithProject

approved(PPE).AllContractors/SubcontractorswillberequiredtopurchasethePPEtheyrequire

fromthisonsitefacility.

每一位员工提供所有必要的个人保护用品，至少应包括-眼罩或面罩、安全鞋、合适的

手套、全身性保险带、听觉保护设备和安全帽等。(无法为其员工或下级分包商提供预

防保护设备的承包商或分包商，应考虑与其解除协约关系。)在现场将设立一个安全设

备仓库，储存项目批准的个人保护用品，要求所有的承包商或分包商从现场仓库采购

他们所需要的个人保护用品。

Contractor/SubcontractorSiteManagementTeamshallholdthepreventionofjob-related

injuriesandillnessesequaltoquality,costandproduction.

承包商、分包商工地管理小组在注重质量、成本和产品的同时，必须注意预防与工作有

关的伤亡或疾病事故的发生。

2.3.1Contractor/SubcontractorSiteManagerandHSEmanager/承包商、分包商现场经理和健康、

安全与环保经理

EachProject(area)willdesignateanonsitesupervisorwhowillberesponsibleforHSE.

每个项目必须指定一位主管负责工地的HSE事务。

Contractor/Subcontractorshallprovideonecompetentfulltimesafetyengineerwhenhazardousworkis

performed,orwhenstaffingreaches25regularorlowertierworkers,includingofficestaff.Safetyengineers

shallbeaddedatarateof1per50employees.Note,thislevelofstaffingmustincludealllowertier

subcontractorsthatareusedbyContractors/Subcontractors.TheProjectHSEmanagerwillreviewand

approveallsafetyengineersthroughareviewoftheirCV's(resume).Contractor/Subcontractorsafety

engineerswillworkwithProjectHSEmanagersonmattersrelatedtoHSE.

在从事有危险性的工作时，或者当常规人员或下级分包商员工(包括办公人员)数量达到25

人时，承包商、分包商应设立一位全职的有能力的安全工程师。按照每50个人一名安全工程

师的比率增设相应数量的安全工程师。请注意：员工数量中应包括所有下级分包商员工。项

目HSE经理将通过其履历表对所有的安全工程师进行审核和批复。承包商、分包商安全工程

performance.ShouldconflictsarisebetweenHSEprogramstheymustbebroughttotheimmediateattention

oftheProject/ConstructionHSEmanager,sotheymayberesolved.I承包商、分包商区域经理除了

项目现场HSE要求以外，还要执行其公司的安全政策，包括及时、准确地汇报员工的安全

表现。与健康、安全与环保规程的任何矛盾都必须立即向项目HSE经理汇报，以确保矛盾得

到及时解决。

EachContractor/SubcontractorSiteManagerisresponsible,andwillbeheldaccountable,forthesafetyof

theirworkcrewsandforensuringthatallequipment,materials,toolsandproceduresremainincompliance

withjobsiterequirements,including:/每一个承包商、分包商的现场经理都必须对其员工的安全

负责，并确保所有的设备、材料、工具和流程都符合工地施工要求，其中包括：

•Holdingsupervisorsaccountableforsafetyandactivelypromotesafeworkperformanceonthepartof

•Participateinandcooperatewithallsafetyprogramrequirementstobeimplementedinordertomeet

ProjectHSEobjectivesfortheProject.I参与并协调执行的所有的安全规程，以实现项目的

2.3.2Contractors/SubcontractorSupervisorsandGeneralStaff/承包商、分包商主管和一般职员

Contractors/Subcontractorsupervisorsandgeneralstaffmembersinchargeofjobsitefunctionssuchasfield

engineering,warehousing,purchasing,costandscheduling,etc.areresponsibleforthesafeperformanceofthe

workofthosetheysupervise.Theymustsetanexamplefortheirfellowemployeesbybeingfamiliarwith

applicablesectionsoftheSiteHSEProgramandensuringthatallsiteactivitiesareperformedwithSAFETY

astheprimaryobjective./负责施工工地某一事务（如工地施工、仓库储存、采购、成本预算和

日程安排）的承包商、分包商管理员和一般职员必须对其所从事工作的安全表现负责。他们

必须非常熟悉工地健康、安全与环保规程中的具体内容，并确保安全在施工中作为首要目标，

为其他员工树立良好的榜样。

EachSupervisorisresponsibleandwillbeheldaccountableforidentifying,analyzingandeliminatingor

controllingallhazardsthroughimplementationofanaggressive,pro-activeHealth,SafetyandEnvironmental

ProgramfromProjectinceptionthroughProjectcompletion.Eachsupervisorwillproactivelyparticipatein

theHSEprogrambyobserving,correctingunsafeacts,andrecordingtheseobservations.I每一位主管负

责在整个施工过程中，认真执行工地健康、安全与环保规程，并对所有危险因素进行有效地

鉴定、分析、消除或控制。每一位主管都应该主动参与HSE计划，检查并纠正不安全行为，

并将检查的结果记录在案。

2.3.3EmployeesandWorkforce/员工和工人

EverymemberoftheworkforceisexpectedtoreportforworkDrug/Alcohol-Free.Employees/Contractorsmust

makesafetyapartoftheirjobbyfollowingsafetyrulesandregulationsandbyusingallsafeguardsandsafety

equipmentprovided.TheymusttakeanactivepartintheSiteHSEProgramtoensuretheirownsafety

andinjury-freeemploymentaswellasbeingalerttounsafepracticesoftheirfellowemployees./在施工期

间，任何员工都严禁吸毒和饮酒。员工、承包商必须严格遵守安全规章制度，并使用提供的

安全设备和器具，从而使安全性成为他们工作的一个部分。他们必须主动参与工地健康、安

全与环保计划，以保护其自身的安全和不伤害其它雇员，并对其同伴的不安全行为提出警告。

Allemployeesareexpectedtoreport-andcorrect,ifpossible-anyhazardousconditions,practicesand

behaviorsintheirworkareastotheirsupervisor.Allemployeesareinvitedtomakesuggestionsforsafety

improvementsonthejobsite.Eachindividualisexpectedtocomplywiththeserequirements./所有员工

withthepotentialforhandinjuryduetosharpedges,corrosive,flammableorirritatingmaterials,extreme

temperatures,splinters,etc./护手措施--在处理那些可能会对双手造成伤害的材料或设备时（如边

缘锋利、腐蚀性、易燃性、刺激性、超高（低）温或碎片型物品），必须配戴相应材料的手套。

HandMadeTools-Handmadeorjobmadetoolsshallnotbeused.Intheeventaspecialtoolisneededfora

specifictaskforwhichnosuchmanufacturedtoolexists,properengineeringdesign,specifications,andPROJECT

approvalshallbeobtainedpriortoconstructionofsuchatool.I手工制作的工具——施工过程中不得使用

任何手工制作的工具。在需要使用特殊工具的情况下，如果不存在此种类型的、由工厂制作的工

具，那么，在进行这种工具的生产之前，必须提供该种工具的设计图及规格说明，另外还必须经

过项目的批准。
