profitsofmorethan£900mlastyear,whileUKuniversitiesalonespentmorethan£210min2016toenable
researcherstoaccesstheirownpubliclyfundedresearch;bothfiguresseemtoriseunstoppablydespite
increasinglydesperateeffortstochangethem.
Themostdrastic,andthoroughlyillegal,reactionhasbeentheemergenceofSci-Hub,akindofglobal
photocopierforscientificpapers,setupin2012,whichnowclaimstoofferaccesstoeverypaywalledarticle
publishedsince2015.ThesuccessofSci-Hub,whichreliesonresearcherspassingoncopiestheyhavethemselves
legallyaccessed,showsthelegalecosystemhaslostlegitimacyamongitsusersandmustbetransformedsothatit
worksforallparticipants.
InBritainthemovetowardsopenaccesspublishinghasbeendrivenbyfundingbodies.Insomewaysithas
