ThisStandardisdevelopedbysinopecengineeringIncorporationincooperationwithother
involvedorganizationsaccordingtotherequirementsofDocument(JIANBIAO〔2007〕No.126)
issuedbytheoriginalMinistryofConstruction(MOC)ofthePeoplesRepublicofChinaNoticeon

PrintingandDistributingtheDevelopmentandRevisionPlanofNationalEngineeringConstruction
Standards(2ndGroup)in2007.
InpreparingthisStandard,theworkingteamsummarizedthepracticesofdevelopingdesign
deliverablesforpetrochemicalplants,absorbedtheresearchoutcomesinrecentyears,madereferenceto
applicablecodesandstandards,discussed,revised,refinedandfinalizedthisStandardbasedupon
commentsconsolidatedfromthegeotechnicalengineeringreconnaissanceorganizations,engineering
companies,researchinstitutes,constructioncompaniesandusers.
Thisstandardconsistsof6chaptersand1appendix,coveringgeneralprovisions,termsand
abbreviations,basicrequirements,processdesignpackage,basicengineeringdesignanddetailed
engineeringdesign.
TheMinistryofHousingandUrbanRuralDevelopmentofthePeoplesRepublicofChinaisin

Thedesigndeliverablesshallincludedesignbasis,processdescription,PFD,streamdatasheets,

overallmaterialbalance,consumptions,andbatterylimit(B.L)conditionsforincoming/outgoing
streams,andalsothedescriptionsinaspectsofsafety,healthandenvironmentprotection.
Theprocessmanualshallincludeprocessdescription,controlproceduresandmethodsfornormal

operation,startupandcommissioningpreparation,startupandshutdownprocedures,emergency
responsephilosophy,catalystloading/unloading,processhazardanalysisandcontrolmeasures,
