适用范围本手册适用于中中国建筑第第X工程局有有限公司(简简称为中建建X局)范围围内房屋建建筑工程项目。海外房房屋工程项项目、装饰饰项目、钢钢结构项目目可按所在在地区和所所属专业的的特点,在执行本《手册册》时适当当修改。中建X局所属企企业可根据据情况制订订相应的细细则、办法法、程序、规规定等可控控文件作为为执行本手册的配配套文件。33.13.23.33.43.53.6

建筑行业有关法法律、法规规。项目管理机构企业层级项目管理委员会会:局、公公司(分公公司)建立立跨部门的的项目管理理机构,负负责协调综综合性项目管理职能能,确定并并贯彻企业业项目管理理方针与目目标。项目管理职能部部门:负责责项目管理理工作的计计划、组织织、协调、信信息、检查查、考核、指导等日常工作作。项目管理资源支支持性部门门:包括工工程测量、施施工技术、检检验与试验验、工料分分析、工程造价、成本管管理、分包包管理、财财务资金、建建筑劳务、材材料采购、机机械设备、后后勤保障、治安保卫、行政政事务等职职能,上述述职能可单单设或归入入某个部门门。4.2

项目部企业建立的一次次性组织机机构,代表表企业进行行合同履约约,并根据据各项管理理目标的完完成情况接受考核及及兑现。项目部组织机构构建立:工工程中标后后,企业根根据项目规规模、项目目特点、营营销策划、合合同要求,进行项项目策划并并组建项目目部,项目目部组织机机构参照第第X章《项目目组织管理理》。项目部人员配备备:企业按按照《项目目策划》的的安排,并并根据项目目实施各阶阶段的实际际情况,为项目部配配备具有资资格的合适适人员。有有关组织机机构及人员员配备详见见第三章《项目目组织管理》。项目分包队伍的的引进与使使用:企业业通过“集中招标标”为项目部部组织现场场各种劳务务分包和专业分包队队伍,也可可按照直营营施工队的的方式组建建专业作业业队或综合合性作业队队,无论是综合性或专业业性的作业业队或分包包企业,都都应该保持持企业集中中管理、建建制齐全、管管理规范、人员稳定、信信誉良好、实实力充分、服服从指挥。65

手册的使用及修修订使用本手册发至各企企业层级领领导、项目目管理部门门、相关职职能部门,各各项目部领领导及主要要人员。本手册为企业内内部文件,受受控级别等等同于X大管理体体系文件。6.2

信息跟踪公司(分公司)市市场营销部部收集工程程信息,对对其进行评评估并报主主管领导审审批,确定继续跟踪工工程信息。公司(分公司)市市场营销部部对跟踪工工程信息实实施营销策策划,编制制营销策划划书,并严格遵循《中中建X局营销策策划书示范范文本》格格式。营销策划书编制制完成后,实实施分级上上报、评审审、审批,审审批完成后后的策划书书作为工程信息过程程跟踪管理理的指导性性文件,相相关单位按按照策划书书要求和责责任范围执行。项目启动收到工程招标文文件,公司司(分公司司)组织招招标文件评评审,经评评审决定参参与投标后,填写《项目目启动表(招招标文件内内容)》(YB-101),由经营决策人或其委托人签发,并开展相相应服务及及管理,直直到项目终终止。凡符合局文件规规定必须报报局评审的的,各单位位X日内将招招标文件报报送局市场场营销部,并提出评审审时间和方方式报主管管领导审定定。审批范范围以外不不报局评审审的,由各单位自行组织织评审,作作好评审记记录。评审前X天,各各单位将投投标方案初初稿、项目目启动表(招招标文件内内容)》(YB-101)、《项目投标评审审表》(YYB-1002)交局局市场营销销部。局股股份公司投投标评审由由审批权限领导主持。详详见《中建建X局有限公公司工程投投标管理办办法》。投标总结不论工程中标与与否,公司司(分公司司)市场营营销部收集集汇总开标标信息,分分析总结项目投标情况况,建立并并完善投标标信息数据据库,填写写《项目投投标总结表表》(YB-103)。未中标的项目即即行终止,中中标项目则则转入项目目策划管理理阶段。9《《1.41.4.11

授权管理营销策划授权管管理工程造价在2--5亿元(专专业工程在在1-3亿元元),营销销策划书由由公司审核核批准,报报局市场营销部备备案。2

造价在5亿元(专专业工程在在3亿元)及及以上,营营销策划书书由局市场场营销部审审核,局主管领导批准准。3

在区域办事处(分分局)所辖辖范围内的的,以局股股份名义投投标项目的的营销策划划书同时上报区域办事事处。1.4.21

投标授权管理在中心城市,授授权所在区区域办事处处(分局)对对5亿元以下下项目信息息、投标统统一管理。5亿元以以上由局市市场营销部部统一管理理。2

在中心城市以外外,授权所所在区域分分局(办事事处)对22亿元以下下项目统一一管理;22亿元以上项目信信息、投标标由局市场场营销部统统一管理。3

存在垫资情况、月月进度付款款比例低于于80%、国国际和省部部级重点工工程或特殊殊构筑物、BT和BOT方方式或其他他具有融投投资性质的的建设工程程、其他具具有新型、复复杂、特殊殊技术难度度和疑难交易行为为的工程、进进入新领域域的工程以以及局认为为有必要评评审的项目目信息、投投标由局市场营销部统统一管理。详详见《中建建X局有限公公司区域营营销授权管管理办法》。101.5

合同评审工程中标后,公公司(分公公司)市场场营销部组组织相关部部门对合同同进行评审审:如果招标文件附有合合同条件,投投标阶段已已进行过评评审,仅评评审差异条条款;如果果招标文件不附有合同同条件,需需全面评审审合同条款款。评审完完成后填写写《合同风风险评审表》(YB-2201)。提交局评审的合合同范围如如下:以股股份公司名名义承接的的工程、超超过5亿元的所所有工程、垫资工程程、国家和和省部级重重点工程、BT和BOT等融资工程、新型、复杂、特殊技术难度和和疑难交易易行为的工工程、进入入新领域的的工程等。局局区域授权权范围内合同由办事处处(分局)市市场营销部部组织相关关部门评审审后报局评评审、审批批。凡需提交局评审审的合同,由由局市场营营销部组织织相关部门门完成评审审工作,并并将评审意见以书面形形式在两个个工作日内内反馈给上上报单位。合同谈判根据项目规模和和实际情况况,组织成成立合同谈谈判小组,根根据合同评评审意见并并结合投标情况制订谈谈判方案和和谈判策略略。谈判人员要尽可可能按照评评审结果向向发包方争争取有利合合同条件,特特别是合同同中的工期、质量、价价格、付款款、违约等等主要条款款,谈判人人员不得随随意更改和和承诺。合同谈判中未能能化解的风风险,转入入项目商务务策划,制制定风险化化解措施并并分解落实。合同签订合同谈判完成后后,公司(分分公司)市市场营销部部组织相关关部门审核核合同初稿稿,报公司领导审批。施施工总承包包合同原则则上按国家家、行业或或上级主管管单位统一一示范文本格式签订。合同由法定代表表人或授权权委托人签签署,加盖盖单位合同同专用章或或行政公章章。任何未具有法人资格格的单位不不得擅自加加盖本单位位合同专用用章或行政政章。以局名义承接的的总承包合合同办理合合同盖章时时,须提供供局评审意意见、公司司评审意16见、经局有关部部门批准的的《合同风风险评审表表》(YBB-2011)以及审审批权限领领导批准的《合同用印申申请表》(YB-202)。2.42.4.12.4.22.4.32.4.42.52.5.12.5.22.5.32.62.6.1

合同交底公司(分公司)在在合同签订订后五日内内组织向具具体执行合合同的单位位和人员进进行合同交底。交底分分为一级交交底和二级级交底,履履行合同的的单位负责责人是合同同交底的第一责任人。合同一级交底::公司(分分公司)市市场营销部部牵头组织织向有关部部门、项目目部进行交底,充分理解解合同条款款内容,做做好合同交交底记录。合同二级交底::项目经理理根据项目目部人员的的具体分工工,在接受受一级交底底的基础上再次全面研究究合同,组组织对项目目部合同二二级交底,填填写《项目目履行时限限分析表》(YB-2203)。合同交底属商业业秘密,公公司(分公公司)、项项目部应严严格做好保保密工作,任任何人不得泄露。合同变更合同履行过程中中需要进行行内容、主主体等变更更或解除的的,须按合合同分级授授权管理规定进行审核和和审批。一一般应由原原审核部门门进行审核核,原批准准人进行审审批。合同变更补充协协议签订后后,公司(分分公司)合合同审核部部门对相关关部门进行行合同补充协议交底。项目部对合同变变更、设计计变更、经经济洽商、签签证和索赔赔等资料及及时做好台台帐和书面记录,并在在合同约定定时间内报报发包人审审批,审批批意见作为为施工和工工程最终结算依据。合同争议项目部负责合同同履行中各各类争议的的协商处理理,涉及工工期、质量量、安全、经经济等重大争议事项,如如不能解决决应及时向向上级汇报报,并配合合上级单位位进行协商商处理。2.6.2合同同争议经协协商不能解解决、发生生法律纠纷纷时,移交交法务部门门按照有关关规定处理理。172.7
