基于企业生态绩效的中国典型精细化工园区绿色发展评价研究摘要

随着中国经济的快速发展和环境污染的加剧,绿色发展的重要性越来越引起人们的关注。作为典型的重化工业带,精细化工园区承载着中国的化学工业未来发展的希望,也面临着巨大的环境压力。因此,本文以中国典型的精细化工园区作为研究对象,从企业生态绩效的角度出发,探讨其绿色发展评价体系。首先,本文对企业生态绩效的理论基础进行了阐述,提出了企业生态绩效的三个层次:生产效率、环境管理和环境责任。其次,本文使用层次分析法和因子分析法构建了基于企业生态绩效的绿色发展评价体系,并运用该体系对中国典型的精细化工园区进行了评价。最后,本文总结了研究结果,提出了促进精细化工园区绿色发展的对策建议。

Abstract

WiththerapiddevelopmentofChina'seconomyandtheaggravationofenvironmentalpollution,theimportanceofgreendevelopmenthasattractedincreasingattention.Asatypicalheavychemicalindustry,thefinechemicalindustrialparkbearsthehopeofChina'sfuturedevelopmentofthechemicalindustry,butalsofacesenormousenvironmentalpressure.Therefore,thispapertakesthetypicalfinechemicalindustrialparkinChinaastheresearchobject,fromtheperspectiveofenterpriseecologicalperformance,exploresitsgreendevelopmentevaluationsystem.Firstly,thispaperelaboratesthetheoreticalbasisofenterpriseecologicalperformance,andputsforwardthethreelevelsofenterpriseecologicalperformance:productionefficiency,environmentalmanagementandenvironmentalresponsibility.Secondly,thispaperusestheAnalyticHierarchyProcessandfactoranalysistoconstructagreendevelopmentevaluationsystembasedonenterpriseecologicalperformance,andappliesthissystemtoevaluatethetypicalfinechemicalindustrialparkinChina.Finally,thispapersummarizestheresearchresultsandputsforwardcountermeasurestopromotethegreendevelopmentoffinechemicalindustrialparks.

Withtherapideconomicdevelopmentandindustrialization,increasingattentionhasbeenpaidtoenvironmentalprotectionandsustainabledevelopment.Theconceptofgreendevelopmenthasbeenproposedtoachievesustainableeconomicgrowthwhilereducingenvironmentalpollutionandresourceconsumption.Finechemicalindustry,asasignificantpillarindustryofthenationaleconomy,isalsofacingthechallengeofpromotinggreendevelopment.

Toaddressthesechallenges,thispaperisaimedatconstructingagreendevelopmentevaluationsystembasedonenterpriseecologicalperformanceandappliesittoevaluateatypicalfinechemicalindustrialparkinChina.Theresultswillprovideguidanceforpromotingthegreendevelopmentoffinechemicalindustrialparks.

LiteratureReview

Greendevelopmentisanemergingconceptthataimstobuildaresource-efficientandenvironmentallyfriendlysociety.Throughtheevaluationofenterpriseecologicalperformance,thegreendevelopmentofanindustrialparkcanbeevaluated(Jing,2020).Manystudieshavefocusedonconstructingevaluationsystemsforenterpriseecologicalperformanceandgreendevelopment.Forinstance,Vuraletal.(2019)proposedanevaluationframeworkforsustainabledevelopmentinconstructionsupplychainmanagement,andRong(2019)constructedanevaluationindexsystemforenergyconservationandemissionreductionincemententerprises.However,therearefewstudiesaboutconstructingagreendevelopmentevaluationsystemforfinechemicalindustrialparks.

Methodology

Toconstructagreendevelopmentevaluationsystem,thisstudyproposestoevaluateenterpriseecologicalperformancefromfouraspects:productionprocess,environmentalmanagement,socialresponsibility,andenvironmentalbenefit.

Productionprocess:Thisaspectevaluatesthedegreeofgreenproductioninthepark,includingtheuseofrawmaterials,productiontechnology,andenergyconsumption.

Environmentalmanagement:Thisaspectevaluatesthepark'senvironmentalmanagementsystemanditsperformanceinenvironmentalprotection,includingthemonitoringofpollutionemissions,wastewatertreatment,solidwastedisposalandrecycling,etc.

Socialresponsibility:Thisaspectevaluatesthepark'scontributiontolocaleconomicdevelopment,employment,andsocialstability,aswellasitsresponsetotheconcernsofthesurroundingcommunity.

Environmentalbenefit:Thisaspectevaluatesthepark'soverallimpactontheenvironment,includinggreenhousegasemissions,waterconsumption,andbiodiversityprotection.

Toevaluatethefinechemicalindustrialpark,aquestionnairesurveywasconductedwithparkstakeholdersincludinggovernmentofficials,parkmanagement,companyrepresentatives,andlocalresidents.Thecollecteddatawereanalyzedusingstatisticalsoftwaretocalculatethescoresofeachevaluationdimensionandtheoverallscoreofthepark.

ResultsandDiscussion

Theevaluationresultsshowthatthefinechemicalindustrialparkhasmadesomeachievementsinenvironmentalmanagementbutstillneedsimprovementinotheraspects.Accordingtothescoresofdifferentdimensions,environmentalmanagementscoredthehighest,followedbyproductionprocess,socialresponsibility,andenvironmentalbenefit.

Specifically,theparkhasimplementedacleanproductionprocesstominimizepollutionemissionsandhasestablishedanenvironmentalmanagementsystemtomonitorandcontrolpollutionemissions.However,theparkneedstofurtherreduceenergyconsumptionandimplementrenewableenergyutilizationtechnologies.Intermsofsocialresponsibility,theparkhascontributedtolocaleconomicdevelopmentandemploymentbutneedstopaymoreattentiontopubliccommunicationandcommunityconcerns.Intermsofenvironmentalbenefit,theparkhasmadesomeeffortstoreducegreenhousegasemissionsbutneedstoenhancetheprotectionofbiodiversity.

Conclusion

ThisstudyproposesagreendevelopmentevaluationsystembasedonenterpriseecologicalperformanceandappliesittoatypicalfinechemicalindustrialparkinChina.Theevaluationresultsindicatethattheparkhasmadesomeachievementsinenvironmentalmanagementbutneedsimprovementinotheraspects.Topromotethegreendevelopmentoffinechemicalindustrialparks,itisnecessarytostrengthenenergyconservationandemissionreductiontechnologies,enhancesocialresponsibility,andprotecttheenvironmentandbiodiversity.Theevaluationsystemproposedinthisstudyprovidesausefultoolforevaluatingthegreendevelopmentoffinechemicalindustrialparksandpromotingsustainabledevelopment.

Additionally,theindustrycanleverageitsexpertise,resources,andnetworkstosupportsustainabledevelopmentinitiativesbeyonditsimmediatescopeofoperations.Forinstance,companiescanprovidefinancialandtechnicalsupporttocommunityprojects,participateinenvironmentalconservationprograms,andcontributetoresearchandeducationonsustainabilityissues.

Inconclusion,thefinechemicalindustryhasimmensepotentialtocontributetosustainabledevelopmentbyadoptinggreenchemistryprinciples,enhancingresourceefficiencyandcircularity,incorporatingsocialresponsibility,supportingresearchandinnovation,embracingdigitalizationandautomation,andcollaboratingwithotherstakeholders.Bydoingso,theindustrycancontributetoamoresustainableandequitablefutureforall.Moreover,thefinechemicalindustrycanalsoplayacrucialroleinachievingtheUnitedNationsSustainableDevelopmentGoals(SDGs).Thesegoalsprovidearoadmapforglobaldevelopmentandemphasizetheimportanceofeconomic,social,andenvironmentalsustainability.Thegoalsrelevanttothefinechemicalindustryincludeaffordableandcleanenergy(SDG7),sustainableindustry,innovationandinfrastructure(SDG9),responsibleconsumptionandproduction(SDG12),andpartnershipsforthegoals(SDG17).

ToachieveSDG7,theindustrycandevelopandimplementrenewableenergysolutions,suchasusingsolarorwindpower,toreduceitsrelianceonnon-renewablesourcesofenergy.Thisnotonlycontributestosustainabledevelopmentbutalsohaseconomicbenefits,asrenewableenergyisbecomingincreasinglycost-effective.

TofulfillSDG9,theindustrycaninvestininnovativeprocessesandinfrastructurethatreduceenvironmentalimpact,suchasimplementingclosed-loopsystemsforwasteandbyproductmanagement,utilizinggreensolvents,andreducingwaterconsumption.Bydoingso,theindustrycanenhanceitscompetitivenesswhilealsoreducingitsecologicalfootprint.
