subcontractsthataregeneratedbylargecompanies.NowCongress,in

apparentagreement,hasrequiredbylawthatbusinessesawardedfederal

contractsofmorethan$500,000dotheirbesttofindminority

subcontractorsandrecordtheireffortstodosoonformsfiledwiththe

government.Indeed,somefederalandlocalagencieshavegonesofaras

tosetspecificpercentagegoalsforapportioningpartsofpublicworks

contractstominorityenterprises.

Corporateresponseappearstohavebeensubstantial.According

tofigurescollectedin1977,thetotalofcorporatecontractswith

minoritybusinessesrosefrom$77millionin1972to$1.1billionin

1977.Theprojectedtotalofcorporatecontractswithminoritybusinesses

fortheearly1980,sisestimatedtoheover$3billionperyearwith

noletupanticipatedinthenextdecade.

Promisingasitisforminoritybusinesses,thisincreased

patronageposeddangersforthem,too.First,minorityfirmsrisk

expandingtoofastandoverextendingthemselvesfinancially,sincemost

aresmallconcernsand,unlikelargebusinesses,theyoftenneedtomake

substantialinvestmentsinnewplants,staff,equipmentinorderto

performworksubcontractedtothem.If,thereafter,theirsubcontracts

areforsomereasonreduced,suchfirmscanfacepotentiallycrippling

fixedexpenses.Theworldofcorporatepurchasingcanbefrustratingfor

smallentrepreneurswhogetrequestsforelaborateformalestimatesand

bids.Bothconsumevaluabletimeandresources,andasmallcompany，s

effortsmustsoonresultinorders,orboththemoraleandthefinancial

healthofthebusinesswillsuffer.

AsecondriskisthatWhite-ownedcompaniesmayseektocash

inontheincreasingapportionmentsthroughformationofjointventures

withminority-ownedconcerns.Ofcourse,inmanyinstancesthereare

legitimatereasonsforjointventuresclearly,Whiteandminority

enterprisescanteamuptoacquirebusinessthatneithercouldacquire

alone.Butcivilrightsgroupsandminoritybusinessownershave

complainedtoCongressaboutminoritiesbeingsetupas^fronts^withWhite

backing,ratherthanbeingacceptedasfullpartnersinlegitimatejoint

ventures.
