However,short-termrentalsalsoprovidehousingfortourists,pointedoutRyanCastle,CEOofalocalassociationofrealter.“Alotofworkersareservicingthetouristindustry,andthetourismindustryisservicedbythosepeoplecominginshortterm,”Castlesaid,“andsoit’sacyclicaleffect.”

Short-termrentalsthemselvesarenotthecruxoftheissue,saidKerenHorn,anexpertonaffordablehousingpolicy.“Ithinkindividualsbeingabletorentouttheirsecondhomeisagoodthing.Ifit’stheirvacationhomeanyway,andit’sjustempty,whycan’tyoumakemoneyoffit?”Hornsaid.Issuesarise,however,whendevelopersattempttocreatelarge-scaleshort-termrentalfacilities—defactohotels—tobypasstaxesandregulations.“Ithinkthequestionis,shouldn’tadeveloperwho’sreallybuildingahotel,butdisguisingitasnotahotel,betreatedandtaxedandregulatedlikeahotel?”Hornsaid.
