/r/n(/r/nGB/r/n33372/r/n-2020/r/n)中/r/n/r/n本体型其他类胶粘/r/n剂/r/n/r/n要求,/r/nVOCs/r/n/r/n含量限/r/n/r/n值/r/n≤50/r/ng/r/n//r/nkg/r/n/r/n,即/r/n质量百/r/n分/r/n比/r/n≤5%/r/n。严格实施/r/n/r/n污染物总量控制/r/n制/r/n/r/n度,项目符合园区的/r/n/r/n准入条件、行业准入/r/n/r/n规范及国家、省、市/r/n/r/n的/r/n相关准入要求。/r/n污/r/n染/r/n物/r/n排/r/n放/r/n管/r/n控/r/n1/r/n./r/n严格落实大气污染物达标排/r/n/r/n放/r/n、总量控制、环保设施/r/n“/r/n三同/r/n/r/n时/r/n”/r/n、在线监测、排污许可等环/r/n/r/n保/r/n制度。/r/n/r/n2./r/n对于确有必要新建、改扩建/r/n企/r/n/r/n业/r/n有/r/n新增烟(粉)尘、/r/nVOCs/r/n/r/n、/r/n/r/n二/r/n氧化硫、氮氧化物排放需求/r/n/r/n的/r/n,需采取削减替代方案,必须/r/n/r/n实/r/n施等量或减量置换,严格落实/r/n/r/n污/r/n染物排放/r/n“/r/n减量替代是原则,/r/n本/r/n企业承诺根据/r/n/r/n要求完成排污登记,/r/n/r/n并根据要求进行/r/n监/r/n/r/n测。废水排入寿光东/r/n/r/n城水务有限公司进行/r/n/r/n处理后排放。项目按/r/n/r/n规定申请总量,并严/r/n/r/n格制定总量控制/r/n计/r/n/r/n划/r/n。/r/n4/r/n环/r/n境/r/n风险/r/n资源/r/n利用/r/n效率/r/n等量替代是例外/r/n”/r/n的总量控制/r/n刚/r/n/r/n/r/nVOCs/r/n/r/n、二氧化硫、氮氧化物/r/n排/r/n/r/n放总量/r/n。/r/n/r/n3./r/n寿光东城水务有限公司应当保/r/n/r/n证/r/n污/r/n水处理设施的正常运行,并/r/n/r/n对出水水质负责/r/n。/r/n/r/n4./r/n严格制定并落实新建、改扩建/r/n/r/n项/r/n目/r/n污染物排放总量控制与管/r/n/r/n理/r/n工/r/n作计划。以环境空气质量持/r/n/r/n续/r/n改/r/n善为目标,以不突破环境容/r/n/r/n量/r/n为/r/n刚性约束,严格制定总量控/r/n/r/n制/r/n计/r/n划,新上企业要严格执行排/r/n/r/n放/r/n标/r/n准和示范区准入条件;发展/r/n/r/n大/r/n气/r/n污染物排放总量不得突破/r/n/r/n设/r/n定/r/n控制指标,大气污染物总量/r/n/r/n指/r/n标/r/n从已有项目的减排量中配/r/n给。/r/n/r/n5/r/n./r/n积极落实示范区环境质量改善/r/n/r/n目/r/n标,如果区域未完成环境质量/r/n/r/n改/r/n善目标,禁止新增重点污染物/r/n/r/n排/r/n放的建设项目。/r/n本/r/n项目不生产、/r/n/r/n存储危险化学品,不/r/n/r/n涉及易导致环境风险/r/n/r/n的有毒有害和易燃易/r/n/r/n产、使用、/r/n排放、贮运/r/n。/r/n本/r/n项目单位面积/r/n/r/n值水耗、/r/n用水效率、单位产/r/n值/r/n/r/n能耗优于示范区现/r/n有/r/n/r/n企业平均水平,无/r/n燃/r/n/r/n料燃烧设施/r/n。/r/n1/r/n./r/n严格按照《危险化学品安全管/r/n/r/n理/r/n条例》对生产、存储危险化学/r/n/r/n品/r/n单位关停、退出和拆除生产、/r/n/r/n治/r/n污措施进行管理;制定企业环/r/n/r/n境/r/n风险防控措施;对于退出的企/r/n/r/n业/r/n,按照技术规范进行土壤修/r/n/r/n复/r/n,以防止对土壤及地下水的进/r/n/r/n一步污染/r/n。/r/n/r/n2./r/n涉及易导致环境风险的有毒/r/n有/r/n/r/n害/r/n和易燃易爆物质的生产、使/r/n/r/n用/r/n、排放、贮运等新建、改扩建/r/n/r/n项/r/n目应尽量布置在远离居住区,/r/n/r/n且/r/n要根据建设项目环评要求设/r/n/r/n置/r/n适当的环境防护距离;制定相/r/n/r/n应的应急预案。/r/n/r/n3./r/n针对涉及易导致环境风险的/r/n有/r/n/r/n毒/r/n有害和易燃易爆物质的生产、/r/n/r/n使/r/n用、排放、贮运等新建、改扩/r/n/r/n建/r/n项目,对照示范区环境准入负/r/n/r/n面/r/n清/r/n单(禁止类)禁止准入。/r/n1/r/n./r/n新建、改扩建项目的单位面积/r/n/r/n/r/n单/r/n位产值能耗等不优于示范区/r/n/r/n现/r/n有企业平均水平的,从严审批/r/n/r/n限/r/n制准入;/r/n/r/n2./r/n要求入区企业采用节水减污/r/n的/r/n/r/n清/r/n洁生产技术,禁止新增地下水/r/n5/r/n开发利用项目/r/n;/r/n/r/n3/r/n./r/n禁止新建、改扩建采用高污染/r/n/r/n燃/r/n料的项目和设施。/r/n4/r/n、空/r/n间管制建议/r/n表/r/n/r/n1-2/r/n本项目与园区空间管制建议的符合性/r/n区/r/n域环评意见要求/r/n本项目情/r/n况/r/n符/r/n合/r/n性/r/n建/r/n议园区在下一步建设过程中划分明/r/n/r/n确/r/n的用地布局并安排落实项目,将污/r/n/r/n染/r/n相对较重、环境风险相对较大的工/r/n/r/n业/r/n企业布局远离居住区,并尽可能向/r/n/r/n园/r/n区西部、北部布置;将污染相对较/r/n/r/n轻/r/n、环境风险相对较小的工业企业项/r/n/r/n目/r/n布局在靠近居民区一侧,并在靠近/r/n/r/n居民区的位置处分别设置不小于/r/n5/r/n0/r/nm/r/n的/r/n绿化隔离带。/r/n本项目位于寿光市洛/r/n城/r/n/r/n街/r/n道洛兴街以北,羊田路以/r/n/r/n东/r/n,距离最近的居民区为项/r/n/r/n目西侧/r/n2/r/n97/r/nm/r/n/r/n的安平村。/r/n符/r/n合/r/n现/r/n有企业与示范区的产业定位不一致/r/n/r/n的/r/n,应加强该部分企业的管理,设置/r/n/r/n合/r/n理的卫生防护距离,在卫生防护距/r/n/r/n离/r/n内不得新建住宅、医院、学校等敏/r/n感目标/r/n。/r/n项/r/n目为新建项目,符合/r/n/r/n示/r/n范区的产业定位。/r/n符/r/n合/r/n建/r/n议加快丹河、弥河河道整治工作进/r/n/r/n度/r/n,对两岸滨河绿地进行改造,在示/r/n/r/n范/r/n区内形成较大面积的自然水体,作/r/n/r/n为/r/n示范区的天然防护隔离带和公共的/r/n/r/n休/r/n闲空间,并加快推进示范区配套管/r/n/r/n网/r/n建设进程,确保示范区内各类废水/r/n得到有效收集和处理/r/n。/r/n本项目无生产废水/r/n外/r/n排/r/n,生活污水经化粪池沉淀/r/n/r/n化、稳定化处理后由污水管/r/n/r/n网排入寿光东城水务有限公/r/n/r/n司/r/n集中处理。/r/n符/r/n合/r/n寒/r/n桥水厂水源地一级保护区位于本示/r/n/r/n范/r/n区规划范围内,一级保护区范围禁/r/n/r/n止/r/n新建、改建、扩建与供水设施和保/r/n护水源无关的建设项目。/r/n本项目不在一级保护/r/n区/r/n/r/n范围内/r/n。/r/n符/r/n合/r/n4/r/n、规划环评审查意见/r/n表/r/n1/r/n-/r/n2/r/n本项目与园区规划环评审查意见的符合性/r/n区/r/n域环评意见要求/r/n本项目情/r/n况/r/n符/r/n合/r/n性/r/n(一)水/r/n资源开发及供给。寿光市产/r/n/r/n城融合示范区(洛城)生活用水/r/n及/r/n/r/n工业用水主要为城市联网供水/r/n水/r/n/r/n源/r/n,/r/n由寿光市自来水有限责任公司/r/n/r/n东城供水厂和城南地表水水厂/r/n提/r/n/r/n供,规划期总供水能/r/n力可达/r/n13.8/r/n万/r/nm/r/n3/r/n//r/nd/r/n./r/n按照“节约用水、一水多用”/r/n/r/n等/r/n原/r/n则,合理利用水资源,严格控/r/n/r/n制/r/n开采地下水,节约使用地表水,/r/n优/r/n先使用中水。/r/n本项目用水由/r/n寿光市自/r/n/r/n来水有限责任公司东城供水/r/n/r/n厂/r/n提供。/r/n符/r/n合/r/n(/r/n二/r/n)/r/n排水及污水处理。园区规划按照/r/n本项目排水实行雨污/r/n分/r/n符/r/n合/r/n6/r/n“/r/n雨污分流/r/n”/r/n的原则合理设计和建设/r/n/r/n排水系统。园区内各生产企业外/r/n排/r/n/r/n废水通过市政污水管网排入寿光/r/n东/r/n/r/n城水务有限公司,经处理达标后/r/n尾/r/n/r/n水排入丹河。污水处理由寿光东/r/n城/r/n/r/n,现状处理能力/r/n4/r/n万/r/nm/r/n3/r/n//r/nd/r/n,/r/n规划期按照规划实施情/r/n况/r/n流制,雨水自然漫流至厂区/r/n/r/n外雨水管网,生活污水经/r/n化/r/n/r/n粪池沉淀化、稳定化处理/r/n后/r/n/r/n由污水管网排入寿光东城/r/n水/r/n/r/n务有限公司集中处理/r/n。/r/n(/r/n三/r/n)集中供热与燃气。示范区居民/r/n供/r/n热由寿光市金惠热力高温水供热/r/n管网互联互通工程供给;工业用/r/n热/r/n由寿/r/n光/r/n富康制药有限公司/r/n75/r/nt/r/n//r/nh/r/n/r/n循/r/n环/r/n流化床锅炉供给,同时该锅炉作/r/n为/r/n示范区居民供热备用热源点。园/r/n区/r/n不再建设集中供热设施,现状及/r/n远/r/n期规划生产、生活用热均依托现/r/n有/r/n。对集中供热不能满足生产需求/r/n的/r/n,企业可自建供热设施,但必须/r/n使用清洁能源/r/n。/r/n本项目无新建燃煤、/r/n重/r/n/r/n油/r/n、渣油锅炉及直接燃用生/r/n/r/n物/r/n质锅炉;生产车间主要是/r/n/r/n空调供暖/r/n。/r/n符/r/n合/r/n/r/n减量化、无害化”要求,对固体/r/n废/r/n/r/n物实施分类处理、处置。生活垃/r/n圾/r/n/r/n由/r/n环卫部门统一进行无害化处理、/r/n/r/n处置/r/n。/r/n园区各企业产生的危险废物/r/n/r/n应由有资质的单位接收处理,区/r/n内/r/n/r/n危险废物的收集、贮存要严格执/r/n行/r/n《/r/n危险废物贮存污染控制标准》/r/n(/r/nGB/r/n1/r/n8/r/n596-2001)/r/n及其修改单的要/r/n/r/n求/r/n,并应执行转移联单制度。/r/n本/r/n项目建设一般固废/r/n库,/r/n一般固废收集后统一外/r/n/r/n售处/r/n理/r/n,并执行《一般工业/r/n/r/n固体/r/n废/r/n物贮存和填埋污染控/r/n/r/n/r/n建设/r/n危/r/n废库,危险废物收集/r/n/r/n后/r/n统一委托资质三方处理,/r/n/r/n危险/r/n废/r/n物暂存执行《危险废/r/n/r/n物贮存污染控制标准》/r/n(/r/ /r/n(/r/nVOCs/r/n)物料经密/r/n/r/n封袋密封后存储/r/n于/r/n/r/n密闭仓库内,物料密/r/n/r/n封/r/n运输。/r/n符/r/n合/r/n门或自动感应门等,无车辆通过时将/r/n门/r/n/r/n关/r/n闭。防风抑尘网高度高于料场堆存高/r/n/r/n粒/r/n状或粘湿物料上料口设置在封闭料/r/n/r/n/r/n/r/n转/r/n接、出料和扒渣等过程中的产尘点采/r/n/r/n取/r/n有效抑尘、集尘除尘措施。含挥发性/r/n/r/n有机/r/n物/r/n(/r/nVOCs/r/n)物料储存于密闭容器、/r/n/r/n包/r/n装袋,高效密封储罐,封闭式储库、/r/n/r/n料/r/n仓等;封闭式储库、料仓设置/r/nVOCs/r/n有/r/n效/r/n收集治理设施。含/r/nVOCs/r/n/r/n物料输/r/n/r/n(三)加强生产环节管控。通过提高/r/n工/r/n/r/n艺/r/n自动化和设备密闭化水平,减少生产/r/n/r/n过/r/n程中的无组织排放。生产过程中的产/r/n/r/n尘点和/r/n/r/nVOCs/r/n/r/n产生点密闭、封闭或采取/r/n/r/n有/r/n效收集处理措施。生产设备和废气收/r/n/r/n集/r/n处理设施同步运行,废气收集处理设/r/n/r/n施/r/n发生故障或检修时,停止运行对应的/r/n/r/n生/r/n产设备,待检修完毕后投入使用。生/r/n/r/n产/r/n设备不能停止或不能及时停止运行/r/n/r/n的/r/n,设置废气应急处理设施或采取其他/r/n/r/n替/r/n代措施。生产车间地面及生产设备表/r/n/r/n面/r/n保持清洁,除电子、电气原件外,不/r/n/r/n得/r/n采用压缩空气吹扫等易产生扬尘的/r/n/r/n/r/n污/r/n泥产生、暂存、处置,危险废物暂存/r/n/r/n等产生/r/nVOCs/r/n/r/n或恶臭气体的区域加/r/n罩/r/n/r/n或/r/n加盖封闭并进行收集处理。涉/r/nVOCs/r/n化/r/n(/r/n试)验室实验平台设置负压集气系/r/n/r/n统,/r/n对/r/n化(试)验室中产生的废气进行/r/n集中收集治理。/r/n本项目下料、开/r/n/r/n槽、钻孔工序产生的/r/n/r/n粉尘经布袋除尘/r/n器/r/n/r/n处理通/r/n过/r/n排气筒/r/nP/r/n1/r/n/r/n排放/r/n;封边废气经二/r/n/r/n级活性炭吸附处/r/n理/r/n/r/n后通过/r/n排气筒/r/nP/r/n2/r/n排/r/n/r/n放,收集效率/r/n达/r/n/r/n90%/r/n,有/r/n效减少废气/r/n/r/n无组织排放/r/n。/r/n符/r/n合/r/n(四)加强精细化管控。针对各无组/r/n织/r/n/r/n排/r/n放环节,制定/r/n“/r/n一厂一策/r/n”/r/n深度治理方/r/n/r/n案/r/n。制定无组织排放治理设施操作规/r/n/r/n程/r/n,并建立管理台账,记录操作人员操/r/n/r/n作/r/n内容、运行、维护、检修和含/r/nVOCs/r/n物/r/n料使用回收等情况,记录保存期限不/r/n/r/n得/r/n少于三年。鼓励安装视频、空气微站/r/n/r/n等/r/n监控设施和综合监控信息平台,用于/r/n/r/n企/r/n业日常自我监督,逐步实现无组织排/r/n/r/n放向精细化和可量化管理方式转变/r/n。/r/n/r/n织排放治理设施/r/n操/r/n/r/n作规程,并建立管/r/n理/r/n/r/n台账/r/n。/r/n符/r/n合/r/n8/r/n/r/n、本项目与《山东省工业企业无组织排放分行业管控指/r/n/r/n导意见》的通知(鲁环发/r/n[2020]30/r/n号)符合性分/r/n析/r/n表/r/n1/r/n-8/r/n项目与鲁环发/r/n[2020]30/r/n号符合性分析/r/n要求/r/n(/r/n/r/n一)加强物料运输、装卸环节管控。/r/n/r/n/r/n原/r/n料药等粉状物料采用管状带式输送/r/n/r/n机/r/n、/r/n气力输送、真空罐车、密闭车厢等/r/n/r/n密/r/n闭方式运输;砂石、矿石、煤、铁精/r/n/r/n矿/r/n、/r/n脱硫石膏等块状、粒状或粘湿物料/r/n/r/n采/r/n用皮带通廊、封闭车厢等封闭方式运/r/n/r/n输/r/n或苫盖严密,防止沿途抛洒和飞扬。/r/n/r/n料/r/n场或厂区出入口配备车辆清洗装置/r/n/r/n或/r/n采/r/n取其他控制措施,确保出场车辆清/r/n/r/n洁/r/n、运输不起尘。厂区道路硬化,平整/r/n/r/n无/r/n破/r/n损、无积尘,厂区无裸露空地,闲/r/n/r/n置/r/n裸露空地及时绿化或硬化,厂区道路/r/n/r/n定/r/n期/r/n洒水清扫。块状、粒状或粘湿物料/r/n/r/n直/r/n接/r/n卸落至储存料场,装卸过程配备有/r/n/r/n效/r/n抑尘、集尘除尘设施,粉状物料装卸/r/n/r/n口/r/n配备密封防尘装置且不得直接卸落/r/n/r/n到/r/n地/r/n面。挥发性有机液体装车采用顶部/r/n/r/n浸/r/n没/r/n式或底部装载,严禁喷溅,运输相/r/n/r/n关/r/n产/r/n品的车辆具备油气回收接口。/r/n(/r/n二)加强物料储存、输送环节管控。/r/n/r/n/r/n原/r/n料/r/n药等粉状物料采用料仓、储罐、容/r/n/r/n器/r/n、/r/n包装袋等方式密闭储存,料仓、储/r/n/r/n罐/r/n配/r/n置高效除尘设施;采用管状带式输/r/n/r/n送/r/n机、气力输送、真空罐车、密闭车辆/r/n/r/n/r/n脱/r/n硫/r/n石膏等块状、粒状或粘湿物料采用/r/n/r/n密/r/n闭料仓、封闭料棚或建设防风抑尘网/r/n/r/n等/r/n方/r/n式进行规范储存,封闭料棚和露天/r/n/r/n料/r/n场/r/n内设有喷淋装置,喷淋范围覆盖整/r/n/r/n个/r/n料/r/n堆。所储存物料对含水率有严格要/r/n/r/n求/r/n或/r/n遇水发生变化的,在料场内安装有/r/n/r/n效/r/n集/r/n尘除尘设施。封闭料棚进出口安装/r/n/r/n封/r/n闭性良好且便于开关的卷帘门、推拉/r/n/r/n门/r/n或自动感应门等,无车辆通过时将门/r/n/r/n关/r/n闭。防风抑尘网高度高于料场堆存高/r/n/r/n/r/n粒/r/n状或粘湿物料上料口设置在封闭料/r/n/r/n/r/n/r/n转/r/n接、出料和扒渣等过程中的产尘点采/r/n/r/n取/r/n有效抑尘、集尘除尘措施。含挥发性/r/n/r/n有机/r/n物/r/n(/r/nVOCs/r/n)物料储存于密闭容器、/r/n/r/n包/r/n装袋,高效密封储罐,封闭式储库、/r/n/r/n料/r/n仓等;封闭式储库、料仓设置/r/nVOCs/r/n有/r/n效/r/n收集治理设施。含/r/nVOCs/r/n/r/n物料输/r/n本项目情/r/n况/r/n是否/r/n符/r/n合/r/n符/r/n合/r/n符/r/n合/r/n本项目生产车/r/n/r/n间密闭,原材料通过/r/n/r/n包/r/n装袋(塑料袋)进/r/n/r/n行运输,原料装卸在/r/n/r/n设置防渗措施的/r/n原/r/n/r/n材料库中,符合/r/n运/r/n/r/n输,/r/n装卸要求,厂区/r/n/r/n道路/r/n硬化,厂区道路/r/n/r/n定/r/n期洒水清扫。/r/n本项目无粉状/r/n/
