9、sure Piping InstallationChapter 1GeneralArticle 1 This rule is set up in order to ensure the safe operation of pressure piping, guarantee the safety of peoples lives and property, based on responsibilities of national quality supervision, inspection and quarantine administration department endowed b

10、y State Council and the “Rule on safety management and supervision of pressure piping” (hereinafter called as “Rule”).Article 2 This rule is suitable for safety, quality supervision and inspection for installation of pressure piping (including auxiliary facilities and safety protection equipment, th

11、e same below) newly-built, revamped and expanded within the applicable scope of “Rule”.Article 3 Safety, quality supervision and inspection (hereinafter called as supervision and inspection) is the supervision and verification for safety and quality of pressure piping installation, it bears legal in

12、spection nature. Supervision and inspection work shall be carried out at pressure piping installation site, and during the installation and construction. During pressure piping installation and construction, unit undertaking project, design unit, installation unit, supervision unit, inspection unit,

13、 anti-corrosion unit and other relevant units (hereinafter called as Unit Being Supervised and Inspected) must accept and cooperate supervision and inspection work, and shall undertake safety and quality responsibilities for pressure piping installation.Article 4 Supervision and inspection work for

14、pressure piping installation shall be undertaken by the qualified and authorized inspection units (hereinafter called as Supervision and Inspection Unit). Boiler and Pressure Vessel Safety Supervision Organs of Quality Technical Supervision Administration Departments at all levels (hereinafter calle

15、d as Safety Supervision Organ) must carry out safety supervision for pressure piping installation and strengthen supervision and inspection for Supervision and Inspection Unit according to the requirement of “Rule”.Article 5 General administration of Quality Supervision, Inspection and Quarantine of

16、 China and Quality Technical Supervision Administration Departments at provincial level shall carry out qualification certification for Supervision and Inspection Unit according to their scope of work. Boiler and Pressure Vessel Safety Supervision Organ of General administration of Quality supervisi

17、on, Inspection and Quarantine of China (hereinafter called as National Safety Supervision Organ) is responsible for authorization of supervision and inspection work and tasks for long transfer piping crossing provinces, autonomous regions and municipalities directly under the Central Government; Boi

18、ler and Pressure Vessel Safety Supervision Organ of Quality Technical Supervision Administration Department at provincial level or its entrusted Boiler and Pressure Vessel Safety Supervision of Quality Technical supervision Administration Department at regional (municipal) level (hereinafter called

19、as Local Safety Supervision Organ) are responsible for authorization of supervision and inspection work and tasks for pressure piping within their administration area.Chapter 2Supervision and Inspection Unit, Personnel and DutyArticle 6 Supervision unit can carry out supervision and inspection work

20、only after he must get the supervision and inspection qualification certification and get the authorization for corresponding supervision and inspection work and tasks.Article 7 Supervision and Inspection Unit must accept supervision, inspection, and business guidance delivered by Safety Supervision

21、 Organ.Article 8 Personnel doing supervision and inspection work (hereinafter called as “Supervision and inspection personnel”) can carry out supervision and inspection work within the allowable scope of their inspection qualification certificates only after they accept professional training and exa

22、mination on pressure piping safety inspection techniques, and get inspection qualification certificates issued by Quality Supervision, Inspection and quarantine Administration Department.Article 9 Quality and Inspection Unit shall guarantee the authenticity of supervision and inspection records, sup

23、ervision and inspection reports issued during supervision and inspection work, the correctness of supervision and inspection confirmation, and supervision and inspection result; shall be responsible for quality of supervision and inspection work.Article 10 Supervision and Inspection Unit and Supervi

24、sion and inspection personnel must fulfill their obligations, closely observe disciplines, adhere to professional ethics, and guarantee scientificalness and fairness of their work, keep technical and commercial secret relevant to supervision and inspection work.Article 11 When Supervision and Inspec

25、tion Unit find Unit Being Supervised and Inspected have behaviors violating the rule or have safety and quality problems, shall require him to rectify and improve, when the problem is serious, shall report to the safety and supervision organ who authorizes supervision and inspection work, and let hi

26、m deal with it according to relevant national regulations.Article 12 Supervision and Inspection Unit who has the following problem during his supervision and inspection work, shall be asked to rectify and improve within time limit, to stop supervision and inspection work temporarily and be given eco

27、nomic penalty by the Quality Technical Supervision Administration Department at the location of Safety Supervision Organ for authorization of supervision and inspection task according to relevant regulations; If the circumstances are serious, General Administration of Quality Supervision, Inspection

28、 and Quarantine of China or Quality Technical Supervision Administration Department at provincial level for qualification certification will revoke its supervision and inspection qualification.1Supervision and inspection capability is not enough, and can not be duly enhanced, and hard to execute sup

29、ervision and inspection task according to the regulation of this rule;2Neglect of duty for supervision and inspection is occurred for several times, and no treatment is made in time; no practical measures are taken to correct the neglect of duty.3Safety and quality accidents for pressure piping inst

30、allation are resulted from the duty of supervision and inspection unit;4Provide supervision and inspection certifying document to the unit without “Pressure Piping Installation License” and the pressure piping installation unit exceeding the scope of license.Article 13 Supervision and inspection per

31、sonnel are considered as neglect of duty when they have one of the following problems. Safety Supervision Organ or Supervision and Inspection Unit for authorization of supervision and inspection task will give them circulate a notice of criticism, and stop supervision and inspection work temporarily

32、 according to relevant regulation; when the circumstances are serious, General Administration of Quality Supervision, Inspection and Quarantine of China or Quality Technical Supervision Administration Department at provincial level for qualification certification will revoke their supervision and in

33、spection qualification certificates.1Unit Being Supervised and Inspected who has serious quality problem has been found during supervision and inspection but not being given opinion or reported in time;2Installation Unit has the problem of exceeding the installation scope specified in “Pressure Pipi

34、ng Installation License”, which is not found or found but not reported during supervision and inspection.3Items confirmed after being supervised and inspected have serious quality problems affecting the safe operation of pressure piping.4Do not carry out supervision and inspection according to this

35、rule, but affix ones signature for confirmation or provide fake certificate.5Normal construction of pressure piping installation is affected because Supervision and inspection personnel do not show at site at specified time for supervision and inspection work without prior notice to installation uni

36、t.Chapter 3Unit Being Supervised and Inspected and its dutyArticle 14 Safety quality management behavior, technical document, safety and quality of installation relevant to pressure piping of the Unit Being Supervised and Inspected shall all be inspected and examined by the Supervision and Inspectio

37、n Unit.Article 15 Unit undertaking project is the administrator of the safety and quality of pressure piping, he shall:1Implement and execute earnestly national laws, regulations and technical specifications and standards relevant to safety and quality of pressure piping, and take measures to ensure

38、 that safety and quality of pressure piping meet the requirement of relevant national regulations and standards;2Before installation of pressure piping is started, fill “Safety, Quality Supervision and Inspection Declaration for Installation of Pressure Piping” (for form, see attachment 1), long tra

39、nsfer piping crossing provinces, autonomous regions, and municipalities directly under the Central Government shall be filed with National Safety Supervision Organ; Other pressure piping shall be filed with Local Safety Supervision Organ;3Submit corresponding design document and relevant information

40、 to Supervision and Inspection Unit, and go through relevant supervision and inspection formalities;4During supervision and inspection work, unit undertaking project and its representative shall be responsible for providing necessary work conditions to Supervision and Inspection Unit for their perfo

41、rming supervision and inspection work including Supervision and inspection personnel consult relevant information and enter into site for inspection, and cooperate Supervision and inspection personnel coordinating relevant work, etc;5Provide full-time or part-time people in charge of coordination an

42、d witnessing the supervision and inspection work.Article 16 Pressure piping installation unit, supervision unit, inspection unit and anti-corrosion unit shall:1Implement and execute earnestly national laws, regulations and technical specifications and standards relevant to safety and quality of pres

43、sure piping, and take measures to ensure that quality of pressure piping installation and provided materials, equipment and services meet the requirement of relevant national regulations and standards;2Set up project quality guarantee system and organize the implementation, set up and properly keep

44、necessary construction record and witnessing documents;3Accept the supervision and inspection of the Supervision and Inspection Unit;4Cooperate Supervision and Inspection Unit to perform supervision and inspection work, provide necessary conditions for normal performance of supervision and inspectio

45、n work, including Supervision and inspection personnel consult relevant documents and enter into site for inspection, and inform the Supervision and inspection personnel the construction progress in time, etc.5Before construction of pressure piping, installation unit and supervision unit shall file

46、it with Safety Supervision Organ. Long transfer piping crossing provinces, autonomous regions, and municipalities directly under the Central Government shall be filed with National Safety supervision Organ; other pressure piping shall be filed with Local Safety Supervision Organ.Article 17 When Supe

47、rvision and Inspection Unit, and Supervision and inspection personnel have behaviors violating laws and regulations during their supervision and inspection work, Unit Being Supervised and Inspected may directly put forward to him/them, or reflect or appeal to safety Supervision Organ who authorizes

48、supervision and inspection task.Article 18 For pressure piping safety and quality problems or problems possibly affecting pressure piping safety and quality raised by supervision and Inspection Unit and Supervision and inspection personnel during their supervision and inspection work, the Unit Being

49、 Supervised and Inspected shall rectify and improve them in time according to requirement.Chapter 4 Content and Method of Supervision and Inspection Article 19 Supervision and inspection work shall be carried out in the whole course of pressure piping installation, the key points of supervision and

50、inspection work shall be defined according to characteristics of different Units Being Supervised and Inspected, and safety and quality requirement. Article 20 Content of supervision and inspection on safety and quality management behaviors of unit undertaking project shall include:1Whether the proj

51、ect reporting, construction examination and approval, and filing formalities are complete;2Whether design explanation is arranged and construction drawings are reviewed according to regulation;3Whether necessary management for construction of pressure piping installation is made, including setting u

52、p management organization, providing full-time, part-time managing people, setting up quality management system, and defining safety and quality management duties, etc;4Whether management over pressure piping installation and construction is effectively implemented;5Whether the selected design unit,

53、 supervision unit, pressure piping installation unit, inspection unit, anti-corrosion unit and manufacturers for corresponding materials, elements and auxiliary facilities have corresponding qualification;6Whether purchased materials, elements and auxiliary facilities and equipment meet design docum

54、ent and quality requirement;7Whether there are any other safety and quality management behaviors violating laws, regulations and neglecting duties. Article 21 Content of supervision and inspection on safety and quality management behaviors of installation unit and anti-corrosion unit shall include:1

55、Whether installation unit and anti-corrosion unit have the corresponding installation qualification and certificates;2Whether installation unit goes through filing procedure according to regulation specified in Item 5, Article 16 of this Rule;3Whether quality management system is set up, completed,

56、and put into effective implementation;4Whether professional people and managing people such as project manager, person in charge of techniques, project quality guarantee engineer and discipline engineer are matching each other, if they have corresponding qualifications and such qualifications are co

57、rresponding to work they undertake;5Whether welding management system, welding procedure appraisal, welding work guidance sheet, welders bearing certificate and items specified in certificate, etc, meet installation requirement;6Whether there is approved construction arrangement design or constructi

58、on plan and they can implemented and executed;7Whether materials and equipment provided by unit undertaking project, or materials purchased by own unit, etc are inspected according to design and standard requirement;8Whether various inspection and test are made to pressure piping installation work a

59、ccording to relevant regulation and standard, If the safety and quality problems occurred are reported to the superior and treated seriously in time according to relevant document requirement;9Whether there are behaviors of subcontracting and sub-subcontracting pressure piping installation work whic

60、h violate regulations;10Whether there are any other safety and quality management behaviors violating laws, regulations and neglecting duties.Article 22 Content of supervision and inspection on safety and quality management behaviors of supervision unit shall include:1Whether he undertakes supervisi
