8、功能区的部门职能，促进横向协作。Objective: To strengthen the department functions in the Dongting Lake Ecological Function Area and promote horizontal cooperation.工程组织Project organization 湖南省高度注重中挪工程的实施。Hunan province attached great importance to Sino-Norway project工程由省环保厅牵头，省农业厅、林业厅、水利厅、商务厅参与。The project is led by

9、 Provincial Environmental Protection Department, participated by provincial Agriculture Department, Forestry Department ，Water resources Department and Commerce Department.成立了工程实施指点小组，由各部门分管的厅长担任指点小组成员，省环保厅成立了工程秘书处，配备了3名任务人员，担任工程的日常管理任务。It established project leading group, departments directors sho

17、保、农业、林业和水利部门的管理人员和专业技术人员。On September, 2006, Hunan Provincial Environmental Protection Bureau established the biodiversity conservation knowledge training class, the staff trained included the administrative personnel and specialized technical personnel from the environmental protection, agriculture
