1、巴基斯坦PIBT成套工程项目招标技术文件除尘系统技术要求一、总则1. 本招标文件的技术规范适用于巴基斯坦PIBT工程项目的袋式除尘系统。本规范提出了该设备及其系统的功能设计、结构、性能、安装和试验等方面的基本技术要求和该设备的供货范围。招标人有权在签订合同时对本技术规格书作局部修改。 2. 本规范提出的是最低限度的技术要求,并未对一切技术细节作出规定,也未充分引述有关标准和规范的条文,投标人应在满足本招标文件的基础上,提供结构先进、配备齐全、功能完善、性能优良、安全可靠、适合使用并且符合相关工业标准以及符合国家有关安全、环保等强制性标准的优质产品。3. 本规范所使用的标准如遇与投标人所执行的标
2、准发生矛盾时,按较高标准执行或双方协商解决。4. 本规范招、投标双方确认后,作为签订合同的技术附件,与合同正文具有同等效力。二、标准和规范脉冲喷吹类袋式除尘器(JB/T8523-1997)袋式除尘器用滤袋框架技术条件(JB/T5917-91)袋式除尘器用滤料及滤袋技术条件(GB12625-90)及相关标准Structure:DIN 结构: DINMechanical: DIN, ISO, SSPC (Painting) 机械:DIN, ISO, SSPC (喷涂)Safety: DIN,ISO 安全:DIN、ISOElectrical: IEC, IEEE, ISO 电气: IEC、IEEE、

6、ironmental Conditions3.1 环境条件The design features, all material and equipment to be supplied and protective treatment of steel work must be suitable for use under the environmental, marine, salt and dust-laden conditions prevailing in Port Muhammad Bin Qasim, Pakistan along the Phitti Creek Channel a
7、rea. Mechanical and electrical components shall be provided by well-known and reputable sub-suppliers with ample experience in equipment applications. For preferred sub-suppliers please refer to Annex 2.设计特点,提供的各种材料和设备,钢制构件的保护方法,均应适合巴基斯坦菲提克里克海峡地区穆罕默德宾卡西姆港的环境、海洋、盐份和多尘条件。机械和电气部件应当由公认的著名次级供应商提供,随附设备的使用
8、示例。首选次级供应商参见附件1。The Equipment must be designed to work under the following ambient conditions:设备的设计工作应当参照下列环境条件:Temperature range 5 C to 40 C温度范围 5 C到40 CDirect sun impact 50 C直接光照的影响 50 CMax. operating wind speed 20 m/s最大可操作风速 20米/秒Max. stowed speed 42 m/s最大装载速度 42米/秒Humidity, condensing 100%湿度、冷凝
9、100%The Equipment must be designed to operate with minimum maintenance under the defined conditions. It must be made sure that the electrical and mechanical equipment does not overheat, especially where exposed to direct sunshine.设备的设计,应当能够在规定条件下运行,尽可能减少维护工作量。应当防止电气和机械设备过热,特别是处于阳光直射之下的设备。3.2 Seismic
10、 Conditions3.2 地震条件Special attention shall be given to the seismic effects in the port area. The Equipments design shall conform to the requirement of Seismic Zone 2B, 0.16 to 0.24 g.应当特别注意港区的地震影响。设备的设计应当达到2B级地震区的要求,即0.16至0.24g。Furthermore, any applicable national and local rules and regulations sha
11、ll be observed. Such rules and regulations may include but not be limited to special earthquake design criteria, rules of the Local Electrical Supply Authority, rules for installation and use of fire-fighting equipment and PIBTs company rules for occupational safety and operational risks. The Suppli
12、er shall make himself familiar with all applicable national and local rules and regulations.另外,还需要考虑到国家和当地的规章制度。这类规章制度包括但不限于:特别的地震设计标准,当地供电局的各项规定,消防设备的使用、安装方面的各项规定,以及PIBT公司内部有关职业安全与操作风险方面的规定。供应商应当熟悉国家和地方的相关规章制度。3.3 Structural Design3.3.1结构设计The Equipments design shall consider the torsion forces and
13、 movements, which are developed when the motors and drive systems are activated. It shall also consider the eccentric application of horizontal and vertical forces to structural girders and components. The structure shall be designed with sufficient rigidity to avoid noticeable deflections caused by
14、 blocked conveyor belts and chutes.设备的设计应当考虑到扭力和位移,这两种情况是由于电机和驱动系统诱发的。还应当考虑到水平、垂直方向的力在结构梁和部件上的作用。结构的设计应当达到一定的刚性,以免输送带和溜槽堵塞而导致明显的变形。Loads for structural design, wheel loads and stability shall comply with DIN 22101 for simultaneous operations and wind loads occurring in the most severe directions. Th
15、e design shall also consider emergency stop situations.( for structural desogn DIN Standard)结构设计的载荷,轮的载荷和稳定性,均应符合DIN 22101对操作载荷和风力载荷同时作用的最恶劣情况的要求。设计还应当考虑到紧急停机状态。Beams, frames, columns and members subject to buckling shall be designed with regard to DIN 18800 Parts 1 to 3 in conjunction with DASt 012
16、 and former DIN 4114. Combined effects of shear, compression, flexure and biaxial stresses shall be considered for the design of all flat plates, curved plates and plate stiffening.承受弯曲作用的梁、框、柱和构件,设计时应当参照DIN 18800第1至3部分的要求,同时参考DASt 012和以前的DIN 4114的要求。在设计各种平板、曲面板和加固板时,应当考虑到剪切、压缩、弯曲和双轴应力的综合作用。Bolted j
17、oint design shall correspond to DIN 18800 part 1 + 7 and DIN EN 20273.螺栓接合的设计应当符合DIN 18800第1+7部分和DIN EN 20273的要求。The steel quality shall correspond to EN 10025, S235JR. Equivalent steel grades are subject to acceptance by the Purchaser. Equivelant Steel Grades are subject to approval of the Purchase
18、r.钢材的质量应当符合EN 10025,S235JR的要求。类似的钢号需要得到买方的批准。For load-bearing structure the thickness of plates and rolled sections shall not be less than 8 mm. Unless specifically approved by the Purchaser, cast iron shall not be used for any part. All steel material shall be new, unused and suitable for the speci
19、fied ambient conditions.在承载结构中,板材的厚度和轧制件的横截面厚度,均不得小于8毫米。除非买方另行批准,任何零件均不得采用铸铁材料。所有的钢材均应为崭新、没有使用过的,并且适用于规定的环境条件。Most recent practice in the manufacture of high-grade machinery shall apply to all works carried out by the Supplier and all his sub-contractors. All work shall be executed by workmen skille
20、d in their particular trades. All welders, tack-welders and welding operators shall be DIN or AWS-certified and particularly skilled for the type of material, weld and/or process being performed. Certificates shall be handed over to the Purchaser for revision and approval upon request.供应商及其所有的分包商,均应
21、采用最新的制造方法和最高级的机械设备。各项工作都应当由技术熟练的工作人员完成。所有的焊机、定位焊机和焊接操作人员,均应能过DIN或者AWS的认证,掌握材料、焊接及工艺方面的相关技能。买方应当按要求提交上述证书,以便审核批准。Welding procedures shall come up to the requirements of DIN 18800, Part 7 in conjunction with DIN 15018 or AWS D1.1-2006. The Supplier shall include in its Bid all costs incurred in the te
22、sting and inspection of critical welding as well as the provision of test samples. All welds executed by non-qualified or non-certified staff shall, upon request of the Purchaser, be replaced at the Suppliers expense.焊接工艺应当达到DIN 18800第7部分的要求,同时考虑到DIN 15018或者AWS D1.1-2006的要求。供应商对主要焊接工作的测试成本、提供测试样品的费用
23、,均应包括在投标价格中。根据买方的要求,由非认证、不合格人员完成的焊缝,均应由供应商返工,相关费用由供应商承担。The general design of the Equipment shall be in the metric system unless explicitly requested otherwise.除非另有要求,设备的基本设计应当采用公制单位。Stainless steel items installed on the Equipment shall meet minimum DIN 1.4401 (V4A).设备上安装的不锈钢件,最低应当达到DIN 1.4401(V4A)
24、标准的要求。The Equipment shall be calculated with a well-proven computer program. All calculations shall be submitted to the Purchaser during the design phase for review and final approval.设备的计算应当采用经过验证的计算机程序。买方应当在设计阶段提交全部的计算结果以便审核、最终批准。3.3.2 Steel Construction 3.3.2 钢制结构The steel construction shall be b
25、ased on DIN 22111 and DIN 22114.钢制结构应当参照DIN 22111和DIN 22114的要求。The steel structure shall be an all-welded, rigid-frame, lattice or box-girder type construction, utilising the latest design techniques to provide an attractive structure with a minimum of maintenance. Back-to-back angles or channels or
26、 lattice members shall be avoided. Closed type sections of square structural steel tubing or steel pipe shall be used wherever possible. The design shall avoid pockets where water may collect. Bolted special joints or bolted connections of box type or other closed connections where water seepage may
27、 occur shall be equipped with steel pipe coupling drains.钢制结构应当为全焊接、刚性框架格栅或者箱形梁式结构,采用最新的设计方法以达到最佳效果、尽可能减少维护作业量。避免使用背对背角钢/槽钢和格栅构件,尽可能采用封闭式方形结构钢管。设计应当避免窝槽以免积水。螺栓连接的箱形接头和封闭接头,应当在可能漏水的部位配备钢制疏水接头。All members, except the ones that have provisions for access to the inside for periodic inspection, shall be
28、made air-tight by seal welding to prevent condensation and internal corrosion. Sealed members shall be pressure-tested. Members filled with ballast (e.g. earthquake counterweight) shall not be sealed.所有的构件,除用于内部定期检查的以外,均应通过密封焊接实现气密以防止冷凝和内部腐蚀。密封构件应当经过压力测试。填充重物的构件(例如地震计数器的配重)不得密封。Stresses resulting fr
29、om a temperature change of 22 C of the entrapped air shall not exceed 10% of the allowable stresses.内部气温变化22而产生的应力,不得超过允许应力的10%。Manhole with gasket covers shall be provided at the end of the members (beyond the sealed sections), as required, for structural joints and electrical connection checks and
30、 maintenance.必要时,应当在构件端部配备带衬垫盖板的人孔(远离密封区段),用于结构节点和电气线路的检查和维护。Field connection shall be made with high-strength bolts or by field welding.现场连接应当采用高强度螺栓或者现场焊接。All members shall be amply proportioned to provide a rigid structure. Maximum deflections for operating conditions shall be included in the cal
31、culations submitted to the purchaser shall be subject to approval.所有构件均应为真正的刚性结构。计算结果应当包括工作条件下的最大偏差并提交买方审批。The belts system is designed according to DIN 22101. Loads and forces have to be observed.输送带系统的设计应当参照DIN 22101的要求。应当注意力和载荷方面的规定。Special attention shall also be given to design requirements of
32、ISO 12944 and ISO 8501 through 8504 to allow adequate protective coating.应当特别注意ISO 12944和ISO 8501-8504的设计要求,从而得到保护作用全面的涂层。3.3.3 Stairs, Ladders, Platforms, Walkways3.3.3楼梯、梯子、平台、人行道Based on DIN EN 13586 the Equipment shall be provided with stairs, ladders, platforms and walkways for safe and easy se
33、rvice, maintenance and inspection of all components and structural flanges to which access is required. These platforms shall not restrict Equipment operation. The top handrail shall be not less than 1,100 mm above platform level, clearance to structure shall be at least 50 mm; provision of kick pla
34、tes and knee rungs shall be foreseen. The inner width of stairs and platforms shall be minimum 600 mm. The angle of stairs mounted to the structure shall not exceed 50 .按照DIN EN 13586的规定,设备应当配备楼梯、梯子、平台和人行道,以便保障安全,便于接近并保养、维护、检查各种部件和结构法兰。这类平台不得干扰设备的运行。顶部扶手应当高于平台表面至少1,100毫米,结构的间距至少为50毫米;应当配备踢脚板和中间横档。楼梯
35、和平台的最小内部宽度应当为600毫米。楼梯的安装角度不得超过50。Handrails shall be of tubular type. Handrails shall be continuous and pre-fabricated sections shall not be connected by welded joints. Handrail ends shall be sealed to avoid water ingress. Stanchions are to be of steel angles suitably sized to provide rigid support t
36、o handrails. All stanchions are to be bolted to steel frame structures but not attached to platform gratings.扶手应当为管形并保持连续,应当采用预制件,不得用焊接方式连接。扶手端部应当密封以防止进水。支柱应当用角钢制成,尺寸足以刚性支撑扶手。所有支柱均应用螺栓连接到钢制框架上,不得固定在平台栅栏上。All stairs treads, handrails, kick plates, stanchions and gratings shall be made of hot-dipped g
37、alvanized steel. (Stanchions, handrails, kick plates, platform and stair supports, ladders, backrests, etc. shall be painted. Gratings and stair treads shall not be painted. All stair treads on stairs shall be anti-slip type.楼梯的台阶、扶手、踢脚板,支柱和栅栏,均应采用热浸镀锌钢。支柱、扶手、踢脚板、平台/楼梯的支撑、梯子、靠背等均应涂装。栅栏和楼梯的台阶不得涂装。楼梯台
38、阶均应为防滑式。All screws, bolts, nuts, washers, pins, studs, springs, and other miscellaneous fastenings and fittings shall be of stainless steel unless otherwise approved. m除非另行批准,所有的螺钉、螺栓、螺帽、垫圈、销钉、柱头螺栓、弹簧,以及各种紧固件和配件,都应当用不锈钢制造。(除高强螺栓10.9级The machinery house/transfer tower, cable reel platform and other p
39、arts to be serviced, maintained and supervised shall be safely accessible by means of stairs and walkways.机器房/转运塔、电缆卷筒平台和需要保养、维护和视察的各种部件,都应当能够借助楼梯和人行道安全地通行。Spiral stair cases are not allowed. Vertical ladders should be avoided, but - if absolutely necessary as a result of space restrictions - may be
40、 accepted subject to the Purchasers approval. Ladders exceeding 6.0 m in length are not permitted unless suitable rest platforms are provided. Ladder inside legs (if not sealed) may be continuous if provisions for fall-arrest full-body harnesses are made. The pitch between the ladders rungs shall no
41、t exceed 300 mm, the rungs being at least 300 mm wide. Ladders shall be equipped with safety cages unless otherwise approved by the Purchaser.不允许使用螺旋形楼梯笼。应当避免使用垂直梯子,但在空间限制迫不得已的情况下,经过买方批准后方可使用。梯子的长度不允许超过6.0米,除非配备中间平台。梯子的内侧立柱(如果没有密封)可以连续,但需要配备防止人员坠落的保护装置。梯子横档的间距不得超过300毫米,横档的最小宽度为300毫米。除非买方另行批准,梯子应当配备安
42、全笼。Roofs shall be accessible by a ladder. Handrails along the perimeter of the roof shall be provided.屋顶应当通过梯子出入。屋顶周围应当配备栏杆。At all hazardous locations on walkways and platforms there shall be a lockable self-closing type gate. Chains shall be avoided wherever possible.人行道和平台上的各种危险场所,应当用自动关闭门锁定。尽可能避免
43、使用铁链。Access hatches of horizontal members with a depth of more than 600 mm shall be provided with internal ladders. Where an access hatch is positioned in a walkway, suitable means shall be provided to ensure that the hatch is closed after use.水平构件的检查口,如果深度超过600毫米,应当配备内部梯子。如果检查口开设在人行道上,应当采取相关措施,保证检查
44、口使用之后得以关闭。 3.4 Safety of Machinery3.4 机械设备的安全性Attention shall be given to all applicable international IEC and ISO standards regarding Safety of Machinery, particularly to ISO 12100, ISO 14121, IEC 62061 and ISO 13849-1 and -2.应当注意IEC国际标准和ISO国际标准中有关“机械设备的安全性”方面的内容,特别是ISO 12100、ISO 14121、IEC 62061和IS
45、O 13849-1、2的规定。3.5 PAINT AND SURFACE PROTECTION SYSTEM3.5涂漆和表面防护系统3.5.1 General3.5.1 概述All metallic surfaces of the Equipment except nameplates, stainless steel and wearing or internal surfaces of mechanical parts shall be painted. As used herein, exposed surfaces means surfaces exposed to the atmos
46、phere; and sealed surfaces means interior surfaces of members sealed by welding and pressure tested.除了铭牌以及机械零件的不锈钢、易磨损的内表面以外,设备的所有金属表面应涂漆。本文所述的“暴露的表面”是指暴露于大气中的表面;“密封的表面”是指通过焊接密封并经过压力测试的构件内表面。The surface preparation and paint application shall be carried out in accordance with DIN ISO 8501-8504, DIN
47、ISO 12944, DIN 55928-8, as well as SIS 05 5900. The applicable corrosion class according to ISO 12944 is C4.表面处理和油漆的使用应符合DIN ISO 8501-8504、DIN ISO 12944、DIN 55928-8以及SIS 05 5900的要求。根据ISO 12944,适用的防腐等级为C4。The paint manufacturers recommendations shall be strictly adhered to. The paint manufacturer sha
48、ll supervise, inspect and certify all paint applications. The paint surveyor shall be certified according to international standard such as SSPC 应严格遵守油漆生产商的建议。油漆制造商应督促、检查和验证所有涂漆应用程序。油漆检验员应按照国际标准,如美国钢结构油漆协会 The Supplier shall provide within his Bid a detailed paint specification using one of the pain
49、t suppliers listed in Annex 2. The final colour scheme shall be defined by the Purchaser in a later project stage.供应商在其投标书中列出由附件2中所载的油漆供应商之一提供的详尽油漆规格。最终颜色方案由买方在后续的项目阶段中确定。3.5.2 Surface Preparation3.5.2 表面处理All surfaces to be painted shall be cleaned by sandblasting unless otherwise approved by the P
50、urchaser.除非买方另有批准,所有待涂漆的表面必须进行喷砂清洗。Any oil, grease, dirt or chemical contamination shall be removed using solvent washing or other suitable means before sandblasting exposed or sealed surfaces. Special attention shall be given to welding seams. Welding flux in crevices, any welding spatter, slivers,
51、 laminations and underlying mill scale shall be removed by the best mechanical means. To assure proper adhesion and build-up of coatings all exposed edges of steel shall be rounded.在暴露或密封面接受喷砂处理之前,应使用溶剂或通过其他合适的方式清除所有油污、油脂、污垢或化学污染物。应特别注意焊缝。裂缝中的助焊剂、焊渣、裂片、叠片和深层轧屑最好通过机械方式清除。为了确保适当地粘附和积聚涂料,钢材的所有暴露边缘应呈圆形。
52、The steel surfaces shall be cleaned as per SIS 05 5900 or ISO 12944 minimum to Grade Sa 2.5. The resulting surface shall be of uniform mottled grey appearance with a surface anchor pattern of 50 - 100 microns.钢材表面清洁应按照SIS 05 5900或ISO 12944进行,至少达到近白级(Sa 2.5)。产生的表面应呈均匀斑驳的灰色外观,表面锚纹为50100微米。Only dry san
53、dblasting grit or mineral shop procedures are acceptable. The method of preparing the metal surfaceshall remove all mill scale, rust, rust scale, paint or foreign matter by use of abrasives propelled through nozzles. Sandblasting shall only be allowed when the surfaces temperature is 3 C above the d
54、ew point.只有干喷砂砂粒或矿物的车间加工程序可以被接受。金属的表面处理方法是使用研磨剂通过喷嘴清除所有轧屑、铁锈、锈垢、油漆或异物。只有当表面温度高于露点3时,方可进行喷砂清理。Prior to application of any prime coat, the blasted surface shall be rendered dust-free. After sandblasting has been completed, no acid washes or other cleaning solutions or solvents shall be used on metal s
55、urfaces.在应用任何底漆之前,喷砂表面必须保持无尘。在喷砂完成之后,不能对金属表面进行酸清洗或采用其它清洗溶液或溶剂进行清洗。Blasting and painting operations shall be strictly separated so that there is no likelihood of blasting contamination falling on the painted areas.喷砂和涂漆作业应严格分开,以避免喷砂污染物落在漆面上。Application of the initial paint coat shall be applied withi
56、n four (4) hours of blasting or as recommended by the paint manufacturer. Where painting is not started within this time or visible rusting occurs, the blasting of the surface shall be repeated.在喷砂后的四(4)小时内,或依照油漆制造商的建议,应喷涂起始油漆涂层。如果在这段时间内未开始喷砂或发生可见的锈蚀时,表面应再次进行喷砂。3.5.3 Paint Application 3.5.3 油漆的使用All
57、 paints shall be applied in strict adherence to the manufacturers instructions as to application, weather, temperature and coating thickness. Special attention shall be given to the paint specification for galvanised items.所有油漆的使用、天气、温度和涂层的厚度应严格遵守制造商的应用说明。应特别注意镀锌项目的油漆规格。The coating system should comprise at least the following layers for:涂层系统应该至少包括以下三层:(1).
