2、e to be here, taking the time to exchange the idea of co-cultivation of Asian International Arbitration talents 当前世界经济格局已经发生了巨大的转变，世界的经济中心已经不再仅仅集 中于欧洲、美洲。The current global economic situation has experienced great change, the world* s economic center is no longer solely focused on Europe and North A

3、mericas 联合国亚洲及太平洋经济社会委员会(ESCAP) 5日公布的预测数据显示，包括 俄罗斯在内的亚太地区2011年的经济增长率将达7. 3%, Economic and Social Commission for Asia and the Pacific (ESCAP) forecast on 5 shows that in 2011 the economic growth rate of Asia-Pacific region including Russia will reach 7.3%, 中 国和印度2011年的经济增长率预计分别为9. 5%和8. 7%, China and

4、 India s economic growth are expected 9. 5% and 8. 7% in 2011.亚洲的经济发展充满活力， 其已经逐渐从世界经济中的生产基地转变为竞技场，在国际上的经济地位越来越 重要。For dynamic Asian economic development, it has been a gradual shift from a production base of world* s economy into the arena, and becoming increasingly important 商事仲裁的发展依赖经济的活跃，世界经济格局的转

6、mentsw more and more attention for the status of arbitration and Asia-Pacific arbitration institution* s own positive development, I do believe, that the Asia-Pacific arbitration business will expand rapidly in next few years 虽然经济的发展给仲裁事业的发展提供了契机，但亚太仲裁事业的发展道路 上还存在着很多制约的因素。Although the economic growt

7、h provides an opportunity to the Asia-Pacific arbitration business, many constraints limit an advanced development例如，精通英文、熟悉亚洲文化的仲裁人才缺乏；亚太各国仲裁机 构之间虽然已经开始有所交流，比如我们的APRAG大会，但在深度合作方面还有 进一步发展的空间。For instance, we are short of talents who are both proficient in English and familiar with Asian culture; Als

8、o, Asia-Pacific countries though have begun to communicate experiences in some degree, such as our APRAG, but there is still further space of in-depth cooperation 我希望APRAG大会能够在培育亚洲仲裁人才方面发挥更为深远的作用，作为 委员会的副主席，我抛砖引玉，希望从如下三个方面入F： I hope APRAG playing a more far-reaching role in nurturing talents of Asia

9、n arbitration As Vice-Chairman of this Committee, I initiate our discussion from the following three aspects： （-）创造更多的交流机会 1 creating more opportunities for experience exchange 不论是每两年一次的全体大会，还是小范围的研讨会或者机构之间的互访， 类似这样的交流应该多加一些，这样一来，各仲裁机构之间能够加深彼此间的了 解，互相学习先进经验和理念；No matter the General Assembly every tw

10、o years, small-scale seminars or visits between institutions, such exchanging programs should be more frequent 1 y Thus, various arbitration institutions are able to deepen mutual understanding between each other and to learn advanced experiences and ideas; （二）信息共享 Establishing Information Sharing p

11、latform APRAG大会是否可以考虑建立一个信息共享的平台，各仲裁机构可以将自己 希望共享的信息放到这一平台上，做到真正的零距离沟通分享。APRAG can consider to establish an information sharing platform, each arbitration share their information into the platform, so as to realize the zero-distance communication （三）加强人才培训 Strengthening Talents training APRAG大会是否可以举办

12、一些培训项目，亚太地区有志于从事仲裁事业的人 士可以通过参加这样的培训和学习提高自己的业务水平，从另一个方面说，举办 这样的培训对于商事仲裁的普及也是有利的宣传。I suggest APRAG to organize a series of training programs On the one hand, people who are willing to devote themselves into arbitration career can participate in such training and learning programs to improve their prof

13、essional level, on the other, holding such training is a favorable publicity for the popularity of commercial arbitration 我之所以提出上面的建议，有很多是从北仲的实践经验中总结的，我希望， 不仅仅是我们一个仲裁机构在这么做，而是通过更为广阔的平台，来促进仲裁事 业的发展。我们北京仲裁委员会也愿意将自己的经验分享给大家。the above suggestions I just made, are based on practical experience of our Bei

22、特许建造学会(CIOB)、清华大学CI0B学习中心、英国皇家特许测量师学会 (RICS)、英国土木工程师学会(ICE)中国培训中心、天津大学国际工程管理学 院、设计建造公会共同举办了二十四期联合建设管理讲座等，and Co- Held twenty-four series joint construction management seminar with China International Economic and Trade Arbitration Commission, Chartered Institute of Building (CIOB), Tsinghua University CIOB Learning Centre, the Royal Institution of Chartered Surveyors (RICS), Institution of Civil Engineers (ICE) China Training Center, Tianjin University Institute of International Engineering Management, guild of d esign and construction etc.
