7、m without destructive exploitation. it is said that the value of world heritage mainly lie in the scientific, aesthetic and historical cultural aspects. for example, taishan mountain used to be the place of enthronement and sacrifice for over 2000 years in china. but in foreign countries, there is n

8、o such practice. another important function of taishan mountain is sight-seeing. people try to expand their horizon by visiting mount tai. with the inspiration from interacting with nature, men of letters throughout history have produced numerous landscape paintings, poetries and travel notes. in a

9、way, mount tai facilitates the creation of arts and literary works. besides, people can go about other activities in the beautiful landscape, such as cultivating religious doctrines, carrying out religious activities, addressing lectures and training qualified people. taishan mountain is also an ide

14、xploration of heritage derives from the fact that some people attach more importance to the economic and tourism function of heritage than the spiritual cultural one. thus, the spiritual cultural heritage sites are turned into economic development zones. this is misplacement in nature and space, nam

15、ely “misplaced exploitation”. there exists not only “misplaced exploitation” but “excessive exploitation” in scenic spots in china ubiquitously. so, how to achieve a win-win result regarding the protection, exploitation and utilization of heritage? xie ninggao said that there was successful practice

16、 in chinese historysimple and clear-cut space zoning, named as “function zoning” nowadays. firstly, there is a function zoning inside and outside scenic spots. spiritual cultural and educational functions are the primary ones inside, while the tertiary industry as the service base for tourism is exp

17、ected to foster tourism and regional economy outside scenic resorts. for instance, one popular saying goes as “tour in the mountain but stay in hotels under the mountain” when sight-viewing mount tai, which means that travelers will sight-view mount tai but get accommodation in hotels under mount ta

18、i in taian city. in this way, we can avoid damaging the precious natural and cultural heritage in mount tai by building busy shopping center on it. apart form the major zoning inside and outside scenic spots, there is also function zoning formed according to the distribution of resources, thus achie

19、ving the goal of sustainable exportation of heritage inside scenic spots. suggestions for heritage protection and managementfor many years, xie has spared no efforts to try to foster the protection of natural and cultural heritage in china. it is said that the origin of “cultural heritage day” is pa

20、rtly attributed to his painstaking work. speaking of the danger of misplaced and destructive exploration of scenic spots in china, xie put forward some plausible suggestions, which were developed over his long-term investigation, research and reflection. firstly, law-making is required at soon as po

21、ssible. currently, there is no other special law as regards heritage protection other than regulations on the management of national landscape and famous sceneries. china should formulate its own national heritage act or regulations on scenic spots and historical sites.secondly, the management syste

22、m must be innovated. the current system of heritage management in china is not unified in different areas, which causes disorder. given this condition, the state should have the sole right of heritage management. a special institution of national heritage management, directly under the state council

23、, is suggested to be set up, managing state- and world-level heritage, including cultural, natural, mixed natural and cultural heritage and various national reserves. thirdly, any construction inconsistent to or in violation of the layout or regulation of heritage protection should be renovated and

24、demolished, so as to resume the authenticity and integrity of heritage. the definition of “protection” consists in forbidding, restricting and controlling the damage made on the target of protection, guaranteeing its sound and sustainable development and utilization. strict orders must be obeyed and

25、 implemented. fourthly, the state should increase capital input for heritage protection. finally, the state should cultivate specialized personnel in heritage study and popularize heritage knowledge among the cadre. “declaration of heritage” will win honor for the sate and make contribution to the m

26、ankindin recent years, there is a heat of world heritage declaration in china. on june 28th this year, the “declaration of heritage” projects concerning “south china karst” and “the diaolou (watchtower houses) of kaiping, guangdong province” were approved by the 31st world heritage convention in new

27、 zealand. the two finally got listed in world natural and cultural heritage list, making the 34th and 35th world heritage in china. however, some of chinas approved world heritage is endangered owing to blind and excessive exploitation and damage made by human misconduct.xie ninggao said that we sho

28、uld take an active part in the declaration of world heritage. world heritage resources in china are very rich. according to 10 standards from convention for the protection of the world cultural and natural heritage, china belongs to one of the countries that hold most bountiful world heritage resour

29、ces.on the other hand, we should have a right motivation for the declaration of heritage. the real purpose of “declaration of heritage” is to jointly protect mankinds heritage in the international community so as to hand it down from generation to generation, rather than “treating heritage as a name
