Today, friends from the world gather here in Chengdu to discuss opening-up, cooperation and development of western China. And I sincerely wish this fair and forum a great success!中国西部地域辽阔，人口众多，山河壮美，资源富集，与周边14个国家接壤，发展潜力巨大。Western China is a vast land with a large population, beautiful landscape and rich resources. It borders 14 countries and has great potential for development.实施西部大开发战略，是中国政府十年前作出的一项重大战略决策，对于改变西部地区落后面貌、实现全面建设小康目标，对于优化国土开发格局、促进区域协调发展，对于扩大对内对外开放、培育新的经济增长带，都具有十分重要的战略意义。To carry out the Western Development strategy is a decision made by the Chinese government ten years ago. In changing the backward outlook of the western regions, building a moderately prosperous society in all respects, improving national land development pattern, promoting balanced regional development, expanding internal and external opening-up, and fostering new economic growth areas, it has played a significant strategic role.近10年来，中国政府在规划指导、政策扶持、资金投入、项目安排、人才交流等方面不断加大对西部地区的支持力度，向西部地区转移支付和专项补助超过35万亿元，安排中央财政性建设资金7300多亿元。Over the past decade, in planning guidance, policy support, financial input, project development, talent exchanges among other things, the Chinese government has strengthened support to the Western regions. In transfer payment and special subsidies we have provided over 3.5 trillion yuan and the central government fiscal resources to construction projects have reached over 730 billion yuan.西部地区经济建设、社会建设、文化建设和生态建设取得重大成就，综合经济实力大幅跃升。The economic, social, cultural and ecological development has achieved great success in Western China. The overall economic strength has increased dramatically.2000至2008年，西部地区生产总值从166万亿元增加到582万亿元，年均增长117；地方财政收入从1127亿元增加到5159亿元，年均增长196；固定资产投资由6111亿元增加到358万亿元，年均增长229。这几项主要指标增速均高于全国平均水平。From 2000 to 2008, the western regions GDP grew from 1.66 trillion to 5.82 trillion yuan, with an AAGR of 11.7%. Local fiscal revenues increased from 112.7 billion to 515.9 billion yuan, an annual increase of 19.6%. Fixed asset investment jumped from 611.1 billion to 3.58 trillion yuan, an annual increase of 22.9%. All these figures are higher than the national average.基础设施建设取得重大突破。10年间，西部地区新增公路通车里程888万公里，其中高速公路139万公里；新增铁路营业里程8000多公里；民用机场达到79个，占全国机场总数的494。青藏铁路、西气东输、西电东送等标志性工程相继建成投入运营，重大水利、能源、通讯设施建设全面推进。In infrastructure development we have achieved great success. Over the past decade, the western regions highway mileage has increased by 888 thousand kilometers, including 13,900 kilometers of expressway. And its railway mileage has increased by over 8,000 kilometers. The number of civil airports has reached 79, taking up 49.4% of the countrys total. The Qinghai-Tibet railway, West-to-East gas transmission project, West-to-East electricity transmission project among other projects have been completed and put into operation. And major water conservancy, energy and telecommunications projects are in full swing.生态环境保护明显加强。我们在西部地区深入实施退耕还林、退牧还草、天然林保护、京津风沙源治理、三峡库区国土整治及水污染治理、三江源保护等重点生态工程。环境综合治理初见成效，一批循环经济试点积极推进。今天的西部天更蓝、地更绿、水更清，发展环境更加优美。Protection of the environment has been strengthened. We have further implemented projects of returning farmland to forest and grazing land to grassland, virgin forest protection, dust storm reduction projects to protect the environment of Beijing and Tianjin, land management and water pollution treatment project in the Three Gorges reservoir areas and conservation of the waterhead areas of the Yangtze River, Yellow River and Lancang River among other projects in western China. Our comprehensive environmental protection efforts have achieved initial success and a series of pilot projects on circular economy are making steady progress. The western region today enjoys clearer sky, greener land, cleaner water and a better environment for development.保障改善民生成效显著。西部地区教育、医疗、文化、就业和社会保障事业全面发展，人民生活水平不断提高。2008年城镇居民人均可支配收入和农民人均纯收入，分别比1999年增长105和74；农村贫困人口减少了954万人，贫困发生率下降了16个百分点。各族群众生产生活条件得到很大改善。In protecting and improving peoples livelihood weve achieved notable success. In western China, education, healthcare, culture, employment and social security programs are all moving forward, and peoples living standards continue to rise. In 2008, urban per capita disposable income and rural per capita net income increased by 105% and 74% respectively from the 1999 levels. Poor rural population was down by 9.54 million and poverty occurrence rate decreased by 1.6 percentage points. The living and working conditions of all people have improved greatly.改革开放深入推进。国有企业改革取得积极进展，非公有制经济加快发展。已有近20万家东部企业到西部地区投资创业，投资总额超过22万亿元。2008 年，西部地区实际利用外资总额达到662亿美元，进出口总额达到1068亿美元。改革开放成为西部地区加快发展的重要动力。Weve deepened reform and opening-up. The reform of state-owned enterprises has made great progress and the non-public sector has grown at a faster pace. Nearly 200,000 eastern companies have invested in the western region, with a total of over 2.2 trillion yuan. In 2008, the western regions actual utilized foreign capital reached 6.62 billion dollars and its import and export volume reached 106.8 billion dollars.
