/sundae_meng 钢铁厂自动光谱分钢仪招标书范本总则General Provisions概况GeneralXX钢铁股份公司宝钢分公司钢管厂拟建设特殊扣油套管生产厂。专门用于特殊扣油套管的生产，该厂年产量为6万吨。Baoshan Iron & Steel Co., Ltd. Baosteel Branch Steel Tube Plant intends to build a premium joint oil casing and tubing line with an annual output of 60,000t dedicated to the production of premium joint oil casinga and tubing.由一条管体生产线和多台管接箍车丝机组成。计划于2008年8月建成投运。It consists of a tubing production line and many coupling threading machines and is scheduled to put into operation in Aug. 2008.为实现对所生产的管料进行在线自动混钢分选，拟在该生产线设置自动光谱分钢仪一套，以实现100%在线自动混钢分选。In order to realize on-line automatic mixed steel analysis for the tubing material produced, a set of automatic spectroscopic analysis device is to be installed on the line to realize 100% on-line automatic mixed steel analysis.本次招标项目的招标内容为：管体生产线的光谱分钢仪和相应的辅助机械以及配套的润滑、气动、电气控制系统等，共1套，以满足6万吨特殊螺纹油套管的分钢要求。The tendering content of the project is: the spectroscopic analysis device for tubing production line and corresponding auxiliary mechanical and matching lubrication, pneumatic and electrical control system, etc., totally 1 set, to satisfy the steel separating requirements for 60,000t of premium joint oil casing and tubing.本次招标的光谱分钢仪，以国际公开招标方式采购。The bidding spectroscopic analysis device will be purchased through international competitive bidding. 投标设备应采用国际上成熟可靠的先进工艺和设备，其产品质量、生产成本、各项消耗指标和劳动生产率等均应达到国际先进水平。The bidding equipment shall adopt the internationally proven and reliable state-of-the-art process and equipment, the product quality, production cost, various consumption indices and productivity of which shall all reach the international leading level.投标人除了应具有设计、制造本标书所规定设备的资格和能力，对设备的加工能力、质量、使用性能、供货的完整性、安装指导及调试负责外，任何在光谱分钢仪上的有益改进，并且经实践证明是实用的、有效的，将有利于中标。The bidder shall have the qualification and capability to design and manufacture the equipment specified in the bidding document, and be responsible for the processing capacity, quality, performance, supply completeness, installation instruction and commissioning of the equipment. equipment本招标书中的第章(总则)和第章(现场建设条件)为投标方必须达到的基本要求或必须考虑的基本条件，这些要求和条件应反映在投标方的技术附件一中。The section 1 (general provisions) and section 2 (on-site construction conditions) in the bidding document are the basic requirements光谱分析仪中分析计算机配置网络功能，与生产线中的过程控制计算机通过RS232串口进行通信，光谱分析仪S7-300PLC中配置CP343-1系列通讯板，与招标方的PLC通过工业以太网通讯，通讯协议TCP/IP。The spectrum analyzer shall analyze the computer configuration network function, and
