mainly stay in storage, transportation and distribution on the city. the related packaging, processing and distribution of value-added services are small, so it cannot form a complete logistics supply chain.2.2.2information technology level behindlogistics services provided by the information technology level backward cause in the aspects such as timeliness, accuracy, reliability and diversity is difficult to meet customer demand, makes the enterprise and the customer cant fully share information resources, without forming a mutually dependent partnership, seriously restrict the development of third party logistics enterprise.2.2.3lack of modern logistics knowledge and professional logistics management personnelmodern integrated logistics knowledge away from the popular, many people only know logistics can provide transport and warehousing services, and dont know if it is the integration of the traditional enterprises are new. in addition, some logistics companies do not have enough attention, lack of professional logistics management personnel, not to the enterprise staff related business knowledge, business skills training, make the enterprise can not get effective management.2.2.4the enterprises ability to control the logistics. due to the intervention of a third party, making their own loss of control of the logistics, in both cases, the coordination problems distribute governance within the supply chain, supply chain managers and executives also need to align with peer function. this however is a formidable and long-lasting challenge. consider the role of the sales function in the supply chain. sales generate orders and the supply chain fulfills thema clear interdependency that requires effective cooperation for success. however, sales often request special services, promotions and new product introductions without first checking that the supply capabilities are in place. for supply chain executives, this means additional costs of complexity and risks of lower efficiency. such surprises may increase the risk of missing orders due to lack of responsiveness. 2.3.2enabling technologiese-business, erp and rfid are among dominant enabling technologies. none of these will structurally alter the supply chain, they will, however, need to be used to enhance and enable its effectiveness.the term e-commerce is usually used by the media to mean businesses trading with customers via the internet, i.e. business to consumer. the hype surrounding e-commerce has resulted in organizations stampeding to have a website and then asking themselves what do we do next? if they are managing to sell to customers then there is the sudden realization that the organizations back-office processes and supply chains have to be aligned to meet a new set of customer expectations.2.3.3the effect of logistics personnel short board 1. understanding of logistics informationization of enterprises and investment insufficient, the modern logistics management talent shortage restricts the development of logistics industry.2.3.4logistics information encountering bottleneck2. small business informatization level is low, the stumbling block is logistics information. to do goods such as rotation, it is precisely the informationization of logistics.3 third party logistics enterprise development strategyl change ideas and establish the concept of third-party logistics l government should increase support for efforts to establish and improve laws and regulations .l strengthen the construction of basic logistics hardware .l attention to the
