It has a total registered population of 7.90 million and has jurisdiction over three districts(Lucheng, Longwan and Ouhai), two cities (Ruian and Yueqing),six counties(Yongjia, Pingyang, Cangnan, Dongtou, Wencheng, Taishun). Name: Beiji 300,000-ton Crude Oil Transfer Dock Base 3. Location: Ruian City 4. Background and Construction Condition: Wenzhou municipal government puts forward the strategy of implementing “the construction of Wenzhou on the base of its sea resources” to speed up the exploration of sea resources and strengthen the development of harbors, transfer trade as well as oil and natural gas industries. The project of Beiji 300,000-ton Crude Oil Transfer Dock Base which scheduled to be strategic storage, transfer base in eastern China and the important rear base of East Sea oilfield mainly conducts the business of oil storage and transfer, Two 300,000-ton berths for loading and unloading the crude oil ships ranged from 100,000 to 300,000-ton in transmission and storage are scheduled to be built. Two 100,000-ton berths for 30,000-100,000-ton oil ships will be built to transport the storage oil. Beiji Islands stands in the southeast coast of Zhejiang Province, and is about 40 km away from the southeast coast of Ou River estuary of Wenzhou. It consists of Beiji, Xiaao Island, Guanlaoye Mountain and so on. Since its geography advantage, it can be the first choice of building the strategic oil-storing base in our country. It has good harbor construction conditions with the average water depth around it being over 20 m . Also the 300,000-ton tanker can enter the deck directly. Beiji Islands located in the southwest coastline which enjoys good wave sheltering condition to build big deepwater berths. After reclamation of the tideland, it can cover 2 sq. km land area. Under the condition of less population, and quite a distance from the mainland (37 km from Ruian City), huge-sized oil tank field can be built here. The Program of Beiji 300,000-ton Crude Oil Transfer Dock Base of Wenzhou and its feasibility study have been finished. The information such as the water depth survey, the geological prospecting, hydrology survey and so on have been collected while the preparatory work includeing the feasibility study has been undertaken. 5. Construction Scale and Target: A 300,000-ton crude oil transfer dock berth will be constructed in the primary phase, with a short-term handling capacity of 20 million ton. Background and Construction Condition: With the rapid development of the economy, the center of Ruian City transfers to the eastern part. The original No.104 State Highway has turned out to be a road in the city, and become very busy. Thus, it is of great significance to build Feiyunjiang River Third Bridge to relieve the traffic pressure on the city, to ensure the clear transportation of No.204 State Highway, and to promote the cross-river extension of Ruian City and the development of the north and south connection of the provincial level economic development zone. According to document No.130 2000 of the Zhejiang provincial government, the Feiyunjiang River Third Bridge and its connection project is approved as “four-self highway project”of Zhejiang Province and has been regarded as one of the A type key projects of Ruian Municipal Government since 2003. The construction of the project started in April 2003 and now the investment has been 710 million yuan. 5. Construction Scale and Target: With a total length of 18.1 km, including 11.6 km of the distance from the Feiyunjiang River Bridge (including the bridge) to the intersection of Dingtian Road on No.104 State Highway, the project is designed according to the class I highway standard. The roadbed is 33.5 m wide and the speed limit is 100 km/h. It links up in the south with the No.104 State Highway and No.56 Provincial Highway in Sunqiao petrol station. The temporary connection line will be constructed according to the standard of second-class highway. It is 6.52 km in length with a roadbed width of 18m and a designed speed limit of 80 km/h. The static investment is 902 million yuan. The investment recovery period: 9.3 years. Financial internal rate of return: 13.46%. The net present value: 1.789 billion yuan. 6. The total area of the island is 2 sq. km, with the area of tidal land of 800 mu and the building area of 600 sq. m. The project of the island has been started, with part of it building the lane and hotel. The open expanding training center has been built and peach trees have been planted. Located in Yueqing Bay, it has rich sea food and shellfishes. With the biggest tide span of 8.34 m (only smaller than that in Hangzhou Bay), Taohua Island is a good place for enjoying the delicious sea food and watching the tide. The feasibility study of the project has been finished. 5. Construction Scale and Target: The holiday spending village will be built on the basis of the former facilities, such as a stage for enjoying the sun and stones, a temple for taking a rest and so on. At the same time, more peach trees will be planted to illustrate the characteristics of the island and to propagandize the cliff coastline of Taohua Island. Besides, cross- island tourist route will be open, including featuring sightseeing, adventure, scientific exploration and enjoying the tide.
