1GENERAL
WorldSkillsCompetitionisheldincompliancewithHealth,Safety,andEnvironment(HSE)rules.Thisis
importantduetothenatureoftheskillcompetitionsinvolvedandassociatedhazards,theCompetition
environment,unfamiliarmachinesandtools,thetimerestraints,andtheaccompanyingexcitementof
participation.Forthisreason,theWorldSkillsKazan2019Health,Safety,andEnvironmentTeam
wishestostresstheimportanceofgeneralHealth,Safety,andEnvironmentawarenessintheplanning
andimplementationoftheWorldSkillsKazan2019,whichwillensureahealthyandsafeCompetition
andworkingenvironmentismaintainedforallaccreditedpersons.
EachTechnicalDelegateisresponsibleforensuringthattheircompatriotCompetitorsandExpertshave
beenbriefedonthecorrectconductandtheCompetitionOrganizer’sHealth,Safety,andEnvironment
policiesandrequirementsbeforetheCompetitionbegins,sothattheyunderstandandadheretothese
requirements.
Allcompetitorsareresponsiblefortheirstateofhealthandshallconfirmthattheyhavenodiseases
thatareacontraindicationtoparticipateinthecompetitions.Allpersonnelwhomaybeinthe
workshopsneedtoreceiveHealth,Safety,andEnvironmentinformationandinstruction,thiswillbe
givenbytheWorkshopManagerpriortofamiliarization.EachcompetitorMUSTacknowledgereceipt
ofthisinformationbyprovidingasignaturedirectlythereafter.

1.1INTRODUCTIONTOHEALTH,SAFETY,ANDENVIRONMENT
RULES
TheCompetitionHealth,Safety,andEnvironmentrequirementsandskill-specificHealth,Safety,and
EnvironmentruleswillfollowtheILOInternationalResolutionsratifiedintheRussianFederation,
LabourCodeoftheRussianFederation,Inter-industryandIndustryRulesandRegulationsonLabour
Protection,SanitaryRegulations(SanPin),theFederalLawNo.7-FZ“OnEnvironmentalProtection”
dated10January2002,theFederalLawNo.89-FZ“OnProductionandConsumptionWaste”dated
24June1998.
ThisdocumentcombinesHealth,Safety,andEnvironmentrequirementsmandatoryforallclient
groupsinvolvedinthepreparationandholdingofthecompetitions.
AllparticipantsarerequiredtotakeaseriousandconscientiousattitudetoHealthandSafety
instructionsandanyrequiredrules.
Thisdocumentcontainsthemajorsafetyrules,whichareimportantforallpersonswhoenterthe
workshops.Italsoincludesguidelinesandinformationonsafeconduct,whichwillbeprovidedbythe
WorkshopManagertoallpersonsinvolvedintheCompetition.

AllpersonsinvolvedintheCompetitionmustbestronglycommittedtopreventingaccidentsand
controllinghazards.Everypersonundertakesresponsibilitytoconscientiouslyadheretotheaccident
preventionpoliciesandsubsequentsectionsinthisdocument.Eachpersonalsoacknowledgesthatany
violationoftheaccidentpreventionrulesmaybepunishedbyexclusionfromtheworkshoporthe
Competition.
ThemeasurestakenforthepurposeofensuringHealth,Safety,andEnvironmentatworkplacewere
preparedandimplementedinconsultationwiththecompetentauthorities,agencies,andotherrelated
specialists.
TheCompetitionvenueingeneral,andallskillareaswillbeinspectedbytheWorldSkillsKazan2019
Health,Safety,andEnvironmentTeammembersbeforetheCompetitionstartsandconstantlyduring
theCompetition.TheCompetitionOrganizerwillprovidetheRulesofActionintheEventofIncidents
(AppendixNo.1)priortotheevent,andthiswillbeimplementedduringtheCompetitionifdeemed
required.
If,beforetheskillscompetitionsbegin,youhaveanygeneralHealthandSafetyconcernsorconcerns
relatedtohealthconditionandinabilitytotakepartinthecompetitions,oritisnecessarytodecide
whetheritispossibletotakepartinthecompetitionswithadiseasecondition,pleasecontactthe
WorldSkillsKazan2019Health,Safety,andEnvironmentTeamand/ortheWorkshopManagersonany
skill-specificissues.
Ifduringfamiliarization,ortheCompetitionitself,Health,Safety,andEnvironmentrulesarenot
adheredtoo,theWorkshopManagermustbeinformedimmediately,andthissituationmustbe
correctedasamatterofurgency.
WorldSkillsKazan2019reservestheright,intheeventofimproperhandlingofworkequipment,
materials,devices,machines,orviolationsoftechnicalsafetymeans,tocautionaccreditedpersonsor
excludethelatterfromtheworkshopandtheCompetitionenvironment.

ThereportingprocedureduringtheCompetitionforallHealth,Safety,andEnvironmentissuesand
concernswillbehandledasdescribedinFigure1below.AlldecisionswillcomplywithLabour
legislationrelatedtoHealthandSafety.

TheWorldSkillsKazan2019teamisresponsibleforallinfrastructure,inclusiveoftheequipmentand
theset-up,whichwillbearrangedinaccordancewithinternationallegislation.
Expertsareresponsibleforrelatedareas,aswellasforplanningandrunningtheCompetition
accordingtoallHealth,Safety,andEnvironmentdocumentedrules.
TheTechnicalDelegatesandallTeamLeadersareresponsibleforensuringthatallCompetitorsand
ExpertshavebeengiventhecorrectandfullinformationabouttheRussianFederation’sHealth,Safety,
andEnvironmentrulesrelatedtotheCompetitionbeforeworkingwithequipmentandmaterials.
SkillscompetitionsmustconformtoallHealth,Safety,andEnvironmentrequiredregulationsand
standardsineffectintheterritoryoftheRussianFederation.
IfadifferenceexistsbetweenanExpert’s/Competitor’scountry’s/region’sHealth,Safety,and
EnvironmentstandardsandtheRussianFederation’sstandards,thenthehigherHealth,Safety,and
EnvironmentstandardwillprevailforthatExpertorCompetitor.

1.3ASHAREDGOAL–ZEROHARM
WorldSkills,itsMembers,andtheCompetitionOrganizerhavethesharedgoalofcreatingasuccessful
andproactiveHealthandSafetycultureattheWorldSkillsCompetition.Assuchwewouldliketo
familiarizeallaccreditedpersonswiththezeroharmprinciple,whichisfirstandforemostaphilosophy
aimedatencouragingthemtoviewallincidentsaspreventable.
ThezeroharmprinciplemeanspromotingHealth,Safety,andEnvironmentawarenessbyassessing
hazardsandrelatedrisks,compliancewithallsafetyrules,safeoperationoftoolsandmachines,
wearingpersonalprotectiveequipment,keepingpersonalprotectiveequipmentingoodconditionand
maintaininggoodhousekeepingthroughouttheCompetitionvenue.
1.4HEALTH,SAFETY,ANDENVIRONMENTPOLICY
Thehealth,safety,andwelfareofallindividualsinvolvedwithWorldSkillsKazan2019areofvital
importance.AdheringtotheHealth,Safety,andEnvironmentrulesandrequirementsasexplainedin
thisdocumentisaconditionofparticipationwithintheWorldSkillsKazan2019,anditiseveryone’s
responsibilityandshallnotbeignoredforthesakeofexpediency.
Itisourstrongbeliefthatallincidentscanbeprevented,andeveryeffortshallbemadeto:
•Identifyhazardsandrelatedrisks
•Informthoseinvolvedaboutanypotentialhazards
•Controlorreducetheriskofthosehazardsasfarasisreasonablypracticable
SafetyisasharedresponsibilityofWorldSkillsKazan2019andWorldSkillsInternationalandits
Members,aswellasallvolunteers.TechnicalDelegates,ExpertsandCompetitorsinvolvedinthisevent
haveanequalresponsibilitytowardsHealth,Safety,andEnvironmentstandards.Safetyshallbean
integralcomponentoftheCompetitionactivities–togetherwecancreateapositivesafetycultureand
ensureasuccessfulCompetition,withon-goingprovenpractices.
AllindividualsinvolvedhavetheRighttoKnow;RighttoParticipate,andtheRighttoRefuse.Theywill
beexpectedtofulfiltheirsafetyresponsibilitiesandtounderstandandadheretothecriteriaas
describedinthisguide.
Allaccreditedpersons,WorldSkillsKazan2019,WorldSkillsInternational,andallvolunteerswillabide
bythisguideandtherulesandrequirementswithregardstoHealth,Safety,andEnvironmentofthe
Competitionvenuewithnoexceptions.

AsaconditionoftheaccreditationofWorldSkillsKazan2019,allaccreditedparticipantsmustassume
liabilityforanyandallrisksofinjuryordeathanddamagetoproperty,lossofproperty,whichmight
beassociatedwithorresultfromparticipationintheevent.
ThedecisiononparticipationinthecompetitionswhilehavingadiseaseistakenbytheCompetitor,
andhe/sheshallbearfullresponsibilityforanypossibleconsequences.
WorldSkillsInternationalandWorldSkillsKazan2019shallnotbeliableforanydamage,injuryor
illnessoccurringtoaparticipantduetotheirparticipationintheCompetitionorwhiletravellingor
stayingwithintheRussianFederation.
NOTE.PleasebeawarethatWorldSkillsInternationalandWorldSkillsKazan2019willnotinsure
accreditedpersonsforanydamage,illnessorinjury,asadvisedintheabove.EachteamandMemberis
thereforerequiredtotakeouttheappropriateinsuranceforitsCompetitors,Experts,Observers,and
otheraccreditedpersons.Pleaseconsultyourinsurancecompanyorembassyforfurtheradvice
regardingthis.
Non-accreditedpersonswillnotbecoveredbyinsuranceinaccordancewiththerecommendationsin
effectfortheaccreditedpersonsofWorldSkillsKazan2019.Eachindividualwillthereforebeliablefor
anyinjury,illness,lossofpropertyoranyotherdamageheorshesuffers.WorldSkillsKazan2019shall
notbeliable,andshallnotpayanydamages,foranyinjuryordamageexceptthosecausedduetothe
negligenceoftheOrganizer.

3.1PRELIMINARYPREPARATION
Allaccreditedpersonswhoentertheworkshopsmustfamiliarizethemselveswiththeapplicable
Health,Safety,andEnvironmentrules(Health,Safety,andEnvironmentPoliciesandRequirements)
priortotheirparticipationintheCompetition.
BeforetransportingtoolsandmanualequipmenttotheCompetition,pleaseensurethatalltoolsand
devices,aswellasanypersonalprotectiveequipmentthatyoumaywishtobring,areinfullworking
orderandmeettherequiredstandardsasdocumentedinthisguideorequivalent
national/internationalstandards.
3.1.1HEALTH,SAFETY,ANDENVIRONMENTORIENTATION
AllaccreditedpersonswhoentertheworkshopswillbegivenaHealth,Safety,andEnvironment
orientationbeforetheCompetition.TheseinstructionswillbetheresponsibilityoftheWorkshop
Managerwithineachworkshop.
Theinstructionswillcoverthefollowingtopics:
•GeneralHealth,Safety,andEnvironmentissuesconcerningthespecificskillcompetitionandthe
workshop
•Risks/hazardsthatarespecifictotheskillcompetitionandtheCompetitionasawhole
•Toolandequipment-specificHealthandSafetyrequirements
•Injuryandaccidentreportingrequirements
•Firstaidandemergencyresponse
•FireSafety
3.1.2ENVIRONMENTALPROTECTION
WorldSkillsInternationalandWorldSkillsKazan2019recognizethecrucialimportanceof
environmentalprotectionandresponsibleenvironmentalandsustainabilitymanagementinallareas,as
wellastheassociatedopportunitiestoimproveourcompetitivenessandoverallbusinessplans.We
thereforeaimtoensurethefollowing:
•AllwasteproducedatWorldSkillsKazan2019willbedisposedofbyanapprovedwastedisposal
contractor.Containerswillbeprovidedforseparatecollectionofwastesproducedthroughoutthe
Competition.

•Theconservationofnaturalresourcesandensuringthatwasteisdisposedofinanenvironmentally
friendlymannerasaguidingprincipleforWorldSkillsKazan2019.
•Allnoisemustbekeptataminimumlevel,withoutadverselyaffectingtheenvironmentandhuman
health.
•Alldustproducedbyworkingequipmentandtoolswillberemovedfromtheairofskillworkshops
usingexhaustventilationorotherwastedisposalsystems.Topreventexceedanceofmaximum
permissibledustconcentrations,dustvolumeswillbemonitored,andpollutedairwillbecleaned
usinggasanddustremovalunitsbeforeitsreleaseintotheatmosphere.Aspirationsystemsandgas
anddustremovalunitswillbeswitchedoffnoearlierthan20minutesaftertheequipmentstop.
•HazardoussubstancesorproductsmayonlybepresentattheCompetitionvenueinthequantities
requiredforthecontinuationofcompetitions.
•Theymustbestoredintheiroriginalcontainersandmustnotbetransf
