加大职业培训力度服务经济社会发展大局

天津市人民政府

天津高度重视职业培训工作,坚持围绕支柱和优势产业发展需要,加大职业培训力度,努力把劳动力成本优势转化为素质和技能优势,服务经济社会发展大局。2009年以来,组织各类职业培训173.4万人次,其中在职职工99.7万人,农村劳动力24.4万人,失业人员10.1万人,其他各类人员39.2万人,共有46.1万人取得国家职业资格证书。截至目前,高级工以上高技能人才达到26.9万人,比“十五”末增长31.2%,占已取得职业资格证书人员的比例为26%。技能人才队伍结构的进一步优化,为我市经济和社会事业发展提供了强有力的技能人才支撑,为做大做强先进制造业,加快滨海新区开发开放,实现天津经济社会科学发展、和谐发展做出了积极贡献。

一、以完善培训促就业机制为重点,努力实现劳动者素质就业

实施“蓝领双证”培训工程。在企业中采取技能培训课程与高自考互认衔接的办法,使在职技术工人在取得职业资格证书的同时,取得学历证书,实施范围由制造业扩大到现代服务业、由国有企业扩大到各类企业。

实施农村富余劳动力转移培训工程。充分利用社会培训资源,针对失地农民和农村富余劳动力的特点,调整培训考核标准,提高农村富余劳动力转移就业能力。

实施再就业培训工程。对失业人员经过免费培训、就业指导仍未就业的,增加一次免费培训。

实施毕业生“双证”工程。将学历证书、职业资格证书并重制度由职业院校扩大到普通高校,使高校毕业生在获得相应理论知识的同时,掌握一定的职业技能。

实施创业培训工程。按照合理布局的原则,建立区域性的创业培训机构。免费创业培训由持《再就业优惠证》人员扩展到所有城乡劳动者。对成功创业的,可再享受一次“改善或扩大你的企业”免费培训,促进创业者扩大企业规模,实现以创业带动就业。

二、以服务经济发展为重点,大力推进技能人才队伍建设

建立技能人才政策制度体系。围绕滨海新区发展定位、产业优化升级需要,先后制定了《关于加强技能人才队伍建设的实施意见》、《天津市职业培训补贴办法》等文件,出台了近20项系列配套政策措施,重点围绕技能人才培养、选拔、评价、使用、激励、交流、保障等方面提出了明确的政策规定和要求,逐步形成政府推动、行业发动、企业行动以及学校参与、社会支持、个人需求的技能人才培养新格局。

建立技能人才表彰激励机制。我市建立了以政府奖励为导向、企业奖励为主体、社会奖励为补充的激励机制,对做出突出贡献的高技能人才加大了表彰和奖励力度。2004年将技师、高级技师职务津贴分别提高到100元和200元;2007年开始,对荣获“中华技能大奖”、“全国技术能手”、“天津市技术能手”的高技能人才分别给予每人5万元、1万元、5000元的一次性政府奖励。每三年评选出市级有突出贡献的技师100名,给予每人每月200元的政府津贴,并且已有10位高技能人才享受国务院政府特殊津贴。通过一系列的评选表彰活动,技能人才的社会地位和崇尚技能的社会氛围得到进一步提高,激发了职工岗位成才的积极性。

制定新的职业培训补贴办法。按照“需求引导培训、补贴对应等级”原则,建立了政府按社会需求程度购买培训成果的机制。依据市场需求、培训成本和职业资格等级,合理确定并每年调整培训补贴职业目录和补贴标准,有效调动了社会培训机构和企业开展职业技能培训的积极性。

技能人才培养经费投入机制基本形成。我市逐步建立政府、企业、社会共同分担,多渠道筹措资金的投入机制。明确企业按规定提取的教育培训经费中应有60%以上用于技能劳动者培训,在此基础上,由市统筹安排职业培训和技能人才培养专项资金用于高技能人才、城镇失业人员、农村劳动力就业和创业培训。我市职业培训经费投入机制的建立,为健全面向城乡全体劳动者职业培训制度,广泛开展职业培训和技能人才培养奠定了良好基础。

三、以创新技能人才评价机制为重点,加强企业高技能人才培养

企业是高技能人才培养、评价和使用的主体。近年来,我市进一步健全以职业能力为导向、以工作业绩为重点、注重职业道德与知识水平的技能人才评价体系,促进高技能人才成长。一是探索高技能人才多元评价模式。积极推行国家职业资格证书制度,探索社会化考评、企业评价、院校认证、技能竞赛选拔等高技能人才多元评价模式。二是积极开展在企业生产一线鉴定的方式。在大型骨干企业打破标准化考核鉴定方式,根据生产、设备、技术、工艺等岗位特性需求,在企业生产一线开展鉴定,在生产服务过程中进行考核。我们已在石油和海洋化工、机械装备、冶金、港口等行业的30多个职业实行生产过程鉴定的新办法,有效激发了高技能人才的积极性、主动性和创造性,受到企业欢迎。三是破格选拔优秀技能人才。对掌握高超技能、工作业绩突出的在岗技能劳动者,打破年龄、工龄、身份、等级的限制,破格参加技师、高级技师考评,让优秀高技能人才脱颖而出。四是每年选择50—60个通用性强、技术含量高、企业急需、就业容量大、有社会影响力的职业开展职业技能竞赛。企业评价、院校考核、社会化鉴定和技能竞赛等技能人才评价机制的建立,既提升了技能人才的社会价值,又引导了广大技能劳动者走技能成才之路。

四、以提升技能人才培养能力为重点,深入推动职业院校改革发展

全市职业院校按照“高端引领,多元办学、内涵发展”的指导思想,办学层次、办学能力和管理水平有了较大提升,经过资源整合后,全市共有独立设置的高等职业院校26所,在校生14.5万人,占全市普通高等教育在校生总数的近40%;中等职业学校122所,其中技工院校30所。在校生近20万人,占全市高中阶段教育在校生总数的近50%。近几年,全市企业新充实的技术工人94%以上来自职业院校。目前,全市职业院校初步形成了以就业为导向、学制教育与职业培训并重、校企合作、产教结合的办学格局。

与此同时,在全市各类职业院校中普遍推行学历证书与职业资格证书并重的制度,提高学生的就业能力。2009年至今参加职业技能鉴定的各类院校毕业生达15.5万人,占应鉴定毕业生总数的90%以上。其中,取得中级及以上职业资格证书的占68%。涉及各类职业院校130所,覆盖职业(工种)121个。

五、以提升政府公共服务能力为重点,高标准建设公共职业教育培训基地

市委、市政府紧紧把握滨海新区开发开放的重要机遇,着力创新人才培养模式,积极培养高素质技能型人才,参照国内外职业教育的经验,兴建职业教育培训园区,规划总用地37平方公里,规划办学规模20万人。在建的职业教育培训园区一期规划占地10平方公里,教学及公共建筑面积130万平方米,规划办学规模5.8万人,建成后将成为集职业学校教育、职业培训、职业技能鉴定、职业技能竞赛为一体,“产学研”相结合的职业教育培训综合基地。通过优化资源配置、创新体制机制,争取到2013年使天津职业教育培训的面貌发生根本性改变。

我市积极创建面向全体劳动者的市区两级公共技能实训中心,为全体劳动者提供以技能实训为主,兼顾职业技能鉴定、职业技能竞赛等功能的综合服务场所。

我市职业能力建设工作将按照国务院的要求,以党的十七大精神为指导,落实国家和我市中长期人才发展规划,实施人才强市和扩大就业的发展战略,坚持以高技能人才培养为重点,积极造就一大批经济社会发展急需的技能人才;坚持以促进技能就业为导向,以提升职业能力为核心,加快健全面向全体劳动者的职业培训制度;坚持以培养、评价、使用、激励为重点,通过创新体制机制、完善政策措施、夯实工作基础、加大工作力度,加快技能人才队伍建设,为天津市经济社会的可持续发展,为加快滨海新区开发开放奠定坚实的技能人才基础。

把握重点突出特色

充分发挥职业培训促进就业的基础性作用

按照党中央、国务院提出的健全面向全体劳动者的职业培训制度要求,紧紧围绕贯彻《就业促进法》,以高技能人才工作为引领,以企业培训为重点,以职业院校和技工院校为依托,以鉴定评价为手段,着眼于提升城乡劳动者就业能力,大力开展职业培训工作,充分发挥职业培训促进就业的基础性作用,积极促进劳动者实现素质就业、能力就业。近年来,我省年均开展各类职业技能培训80多万人次。通过加强职业技能培训,技能劳动者总量从2005年的200万人增加到目前的282万人,增长了41%;技能劳动者占从业人员总量的比例达到38.4%,比2005年提高了3.9个百分点;高级工以上高技能人才从2005年的33.4万人增加到目前的57万人,增长了71%。技能劳动者尤其是高技能人才成为各行各业的骨干,为产业升级和经济发展做出了重要贡献。

一、培训与就业对接,提高政府补贴培训的有效性和针对性

针对劳动力资源丰富但就业难、企业岗位需求旺盛但招工难的双重难题,以企业在岗培训为重点,着力促进培训与就业对接。

(一)领导重视,高位推动。近年来,随着东部沿海地区产业向内地转移速度的加快,工业园区用工需求旺盛,但由于技术工人总体水平低下,难以符合企业用工需求,“招工难”、“技工荒”等问题也同时出现,对技能培训工作提出了严峻考验。省委、省政府领导对此高度重视,多次召开会议专题研究,开展实地调研,指导出台相关政策。吴新雄省长、熊盛文副省长专程到上高、高安等市县调研,提出了“一个中心、两个合同、三个台帐、四个对接”的就业培训工作思路。“一个中心”就是以促进农村富余劳动力就近转移就业为中心;“两个合同”就是工业园区企业与农村富余劳动力签订劳动合同,工业园区企业与职业学校、职业培训机构签订定向就业培训合同;“三个台账”就是建立农村富余劳动力资源台账、工业园区企业用工需求台账以及职业培训机构管理台账;“四个对接”就是建立劳动用工对接机制、定向培训对接机制、资金资源及政策对接机制、就业培训绩效评估对接机制。

(二)积极探索,创新模式。过去主要以招标方式委托民办培训机构开展补贴培训,但由于培训与企业用工脱节,培训效果不够理想,在缓解企业“招工难”方面收效甚微,还引发了一些资金管理方面的问题。

为解决这一难题,我们在全省推广了“招工、培训、就业”三位一体工作模式,即由企业先招工,招工后由企业进行培训,结业后再上岗,培训费用由政府直接补贴给企业。这种“穿着工作服培训”的方式,极大提高了培训的有效性和针对性,实现了招工与培训的有机结合、培训与就业的无缝对接。从2009年推广此模式以来,工业园区招工培训人数达到了68.44万人,有效缓解了工业园区企业用工难问题。

此外,我们在全国率先开展了刑释解教人员职业技能培训工作,积极提高刑释解教人员回归社会的就业创业能力,降低刑释解教人员重新违法犯罪率。目前已培训了5100多人。这项工作在全国司法系统尚属首创,受到了中央和省委领导的充分肯定。

(三)加大投入,落实资金。近几年,我省加大了职业培训投入力度,不断提高职业培训资金支出比例。2008年以来用于职业培训的资金就已经达到了7.15亿元。2009年,从就业专项资金中安排了职业培训补贴资金2.3亿元,占全省就业专项资金的16.4%;2010年增加到3.8亿元,占全省就业专项资金的24%。并安排了近3800万元资金大力实施“高技能人才振兴工程”,进一步加快高技能人才的培养步伐。

二、扶持与创新并举,加快推动技能人才队伍建设

(一)出台政策,形成抓手。一是实施城乡家庭经济困难子女免费入读技校资助政策,对贫困生给予每人每学年2000元学费补贴,连续资助两年,资助名额从2009年的5000名增加到今年的1万名。

二是实施“江西省技能人才培养计划”,对青年高技能人才、紧缺技能人才给予每人2000元的政府培训补贴,对“首席技师”给予每人8000元的政府奖励,加
