PAGE1PAGE1上海新国际博览中心监理实施细则(主体钢结构及膜结构工程部分)(修订版)上海市建筑科学研究院建设工程咨询监理部2001年1月上海新国际博览中心监理实施细则(主体钢结构及膜结构工程部分)第一章总则1—01主体钢结构及膜结构的制作、安装承包商在符合施工合同规定的情况下,需分包时(如钢铸件的制造),应充分考虑分包单位的资质、水平和能力,以确保工程施工质量,并将分包单位报请监理审查。1—02监理单位受建设单位的委托,依照监理合同所规定的职权范围,对本工程的钢结构承包商在施工过程中进行监理。l—03承包商对监理在工程权限内所发出的指令,应遵照执行,如有异议,可在收到指令后24小时之内提出书面申报。由于违反监理师的指令,使工程质量、工期、工程费用方面产生的违约、赔偿、索赔等,其责任全部由承包商承担。1—04承包商在制作施工中,必须严格按照设计图纸、有关规范标准和制作安装的施工方案组织实施。对施工组织设计和制作方案必须事先报监理单位和建设单位,经批准同意后方可实施。1—05承建单位在施工中,必须严格实行“三级”质量验收制度。在自查合格的基础上由专职质检人员向监理提请验收。未经自查,监理将不予验收。下料、划线、拼装、吊装、焊接探伤、拉杆张拉的质量控制和完工后的外观和尺寸验收;4—05对施工单位的完工资料进行检查验收;4—06根据建设单位委托,审查签认施工单位的合格工程量报表;4—07参与工程质量事故的分析处理事宜;4—08参与分项工程质量的质量评定;工程项目建设监理目标:工期目标:自2000年8月22日起260天质量等级:钢结构制作及安装质量等级要求“优良”;第五章钢屋盖质量监理预控要求5—01.钢结构制作安装中所采用的材料的质量控制要求。钢材:所有钢材必须有完整的质量保证书。焊材:焊接中所采用的焊条、焊丝、焊剂、保护气体等必须有完整的质量保证书。高强螺栓:必须有完整的质量保证书。钢结构涂装工程原料:涂料、稀释剂和固化剂等品种、型号和质量应具有质量证明书、检测报告和抽验报告。所有材料的检查项目、试验数量和性能,应符合设计要求和GB50205等国家现行有关标准的规定。所有质量证明书或监测、抽验报告应出示原件。如是复印件应有复印人签字,单位加盖公章,并注明每批材料数量、应用部位及原件保存在何处。5—02钢结构制作安装前要求具备的有关施工文件。1完善的施工方案,包括施工方法、工艺、施工器具、人员的配备等。2 分包单位的资质。2列出工艺流程图,编制详细的网络计划。3完整有效的焊接工艺评定报告。4焊工及无损探伤(NDT)人员相应的资格证书。5预热及后热工艺方案。6提交验收的验收数据及记录表格。7各施工单位自己的检验计划、人员配备及质保体系。5—03钢屋盖工程监理人员组成:总监理工程师:葛晓敏副总监:顾军王泰华监理工程师:章宏伟周邦滨朱克行李玉银曹建章张海鹰 蒋召章高成双第六章钢屋盖施工过程控制要求6—01钢铸件制造的控制要求1钢铸件的浇注过程应在制造单位的质检人员控制之下。2制造单位的质检应对清理、精整后的铸件进行逐个检查,使铸件满足设计认可的样块的要求。3钢铸件的热处理必须严格按照热处理工艺进行,制造单位必须保证热处理炉中放置钢铸件部位的温度均匀一致。并有详细的热处理记录(包括每炉铸件的编号、热处理曲线)。4钢铸件的制造单位应对每熔炼炉号取一个化学分析试样,每批铸件取一套力学性能试样。5钢铸件应逐件进行设计要求的无损探伤,并对每个钢铸件出一份探伤报告。探伤报告上应有钢铸件的示意图,并标明记录缺陷的位置。6生产前,制作厂应向监理提供详细生产计划。完工后将各项检测报告提交监理验收。监理将对尺寸.无损探伤等检查供需进行旁站或复测。钢铸件应在监理签字后才可出场。6—02钢结构制作过程中的质量控制要求。1下料:钢材应在施工单位质检人员控制下进行。2胎架划线:质检人员应对每次胎架划线进行检查,并记录实际划线尺寸与理论尺寸的误差值。胎架划线应提交监理验收。3拼装:质检人员应严格控制拼装质量,特别是焊接坡口的角度、清洁度及间隙、错边等要求。拼装质量应作内部验收要求,质检人员验收同意后才可以焊接。4焊接:施工单位应按评定合格的工艺进行焊接,对结构复杂接头还应进行模拟焊接试验。质检人员应严格检查焊工的合格证并规范工人的焊接操作。所用焊材应符合工艺要求,不得在雨中施焊,用碱性焊条时环境湿度大于90%不得施焊。焊接班组应随时清理焊渣,自检焊缝表面质量及尺寸是否符合设计要求,施工单位应记录每条焊缝的施焊人员和时间。5无损探伤(NDT):对完成的每条焊缝按设计及GB50205要求的探伤比例进行无损探伤,由质检人员提出探伤申请,指定探伤部位,由具备二级以上相应证书的NDT人员进行探伤,并出具探伤报告。探伤报告必须附钢构件简图并标明探伤的具体部位以便跟踪检查。6外观检查:质检人员应对钢构件的制作尺寸进行测量检查,并填写检查验收记录表格。表格上应有理论值、允许误差值、实际值及实际误差值。按GB50221要求对焊缝外观进行检查并填写质量检验评定表,检查的具体内容应包括:胎架尺寸、屋架分段尺寸、现场拼装质量、其余物件的质量等。7涂装检测:涂装前钢材表面除锈应符合设计要求和GB50205等国家现行有关标准的规定,质检人员应在涂装厂技术人员配合下对每一批表面处理质量进行检查,表面处理未达到要求不得涂装,涂装后应仔细检查漆膜表面质量及色泽,并按GB50205、GB50221等国家现行有关标准的规定和设计要求测量漆膜厚度,填写测量表格。施工单位应把将要进行的施工工序提前通知监理,监理人员根据施工流程图选定检查点,并根据需要对下料、胎架划线、拼装、焊接、热处理、无损探伤、预拼装、拉杆张拉、涂装前的预处理及涂装等工序进行检查或抽查。检查或抽查应符合相应的国家标准,设计文件图样及本细则制作和安装施工质量控制要求进行,对于重要工序,如胎架划线、涂装前的预处理等应在监理和涂料厂服务人员检查同意后才可进行下道工序的施工。钢结构制作单位在完成钢柱分段制作、单体桁架拼装、涂装并自检合格后以书面形式向监理提请验收,监理在检查构件尺寸、焊缝外观质量、涂层厚度及外观质量、无损探伤报告后认为符合验收要求并签字同意后,才可将桁架脱离胎架。6—03钢结构安装过程中的质量控制要求。1安装前,施工单位应对构件的产品合格证、设计文件与预拼装记录进行检查,并复验记录构件的尺寸。钢结构的变形、缺陷超出允许偏差时,应进行处理。对钢结构的磨擦面,应复验所附试件的抗滑移系数,并符合设计要求。高强度螺柱连接件应按出厂批号复验扭距系数,并出具试验报告。2对钢拉杆应检查合格证和质保资料,并对尺寸进行复验。3钢结构安装前,应编制详细的测量和矫正工艺,厚钢板的焊接应在焊接安装前进行模拟产品结构的工艺试验,编制相应的施工工艺。4拉杆张拉检查:检查人员应对照张拉方案跟踪检查张拉力、张拉工序、张拉后的悬挑梁尺寸等。5钢结构吊装就位后,应对构件定位轴线标高等设计要求控制点进行测量做好标记,并对吊装对接接头质量进行焊前检查。6安装单位应按工艺评定合格的工艺进行焊接,质检人员应严格控制焊接规范及焊材的使用。焊接场地应避免风、雨、雪的侵袭,施焊碱型焊条时湿度大于90%不得施焊。焊接班组随手清理焊渣,自检焊经表面尺寸及质量是否达到施工工艺要求方案规定的要求,并在焊缝附近注明焊工编号。7焊缝完成后质检人员及时按设计和GB50205、GB50221等标准要求进行外观检查,不合格部分及时通知焊工返修(返修焊缝工艺也必须是评定合格的),并填写质量检验评定表。8对设计及国家规范要求探伤的焊缝,应对每条焊缝按比例要求进行无损探伤。检验位置及长度由质检人员指定并书面通知NDT人员。检验后NDT人员应出具探伤报告,探伤报告应附构件简图并标明探伤的具体部位。9焊缝表面应及时清除油、水、锈等,并清洁打磨涂防锈漆。防锈漆应与制作时使用的材料相同。涂层表面不得误涂、漏涂,无脱皮和返锈,对涂层表面质量进行观察检查,干漆膜厚度的检验方法和验收标准应符合设计及GB50205等国家规范的有关规定。质检人员应随时检查涂装的基层质量。钢结构安装时,施工单位应提交拉杆张拉、每榀构件吊装后的标高尺寸、焊接及涂装分别向监理提交验收。监理将根据施工单位提供的施工时间表,对拉杆张拉.除锈质量.焊缝拼装质量进行及时检查控制。对焊缝无损检验监理将进行抽查,构件安装尺寸监理将进行复测验收。6—04钢结构完工后的质量检查要求:钢结构制作或安装完工后,制作及安装单位质检部门应组织本单位施工人员和质检人员一起对钢结构进行一次全面的自查工作,内容包括:1)所有设计文件、图样、设计变更单、工程核定单是否齐全,竣工图是否完成。2)工厂制作构件、钢铸件和拉杆的所有质量检查评定记录,出厂合格证书是否齐全。3)所有钢构件是否都已按设计图纸要求安装完毕,是否存在缺件或漏焊部位。4)所有涂料是否全部涂装到位,涂层厚度是否达到设计和国家现行有关标准要求。5)所有材料的质保书、复验报告、检查记录是否齐全。6)其余标准规定的交工文件是否齐全。7)编写要求及格式是否满足业主对归挡资料的要求。6—05钢结构制作项目或分部工程完成后,施工单位在自检合格的基础上,首先向监理提请验收。监理综合资料、施工质量情况,签署验收意见,并编写钢结构制作及安装质量评估报告。然后由施工单位向质监站提交验收。DetailedrulesofsupervisionimplementofShanghaiNewInternationalEXPOCenter(Partofmainbodysteelstructureandfabricstructureengineering)(Revision)The1stchapterGeneralprinciples1-01Themanufacturingandinstallingcontractorsofmainbodysteelstructureandfabricstructureshouldconsidersufficientlythequalification,levelandcapacityofsub-contractunitwhentheyhavetosub-contract(suchasproductionofsteelcastings,etc.)inastateofconformingtoprovisionsofconstructioncontractinordertoensurethequalityofengineeringconstruction.Theyshouldreportsub-contractortosupervisorforreview.l—02Supervisionunitisentrustedbybuildunittosupervisesteelstructurecontractorofthisprojectduringconstructionaccordingtoauthorityscopestatedinsupervisioncontract.l—03Contractorsshouldactinaccordancewithinstructionsissuedbysupervisorwithinthejurisdictionofproject.Ifhavingdifferentopinions,contractorscansubmitreportsinwrittenin24hoursafterreceivinginstructions.Duetodisobeyingsupervisor’sinstructionstoproducefellingback,compensating,claimingforcompensation,etc.,ofaspectsofprojectquality,schedule;projectexpenses,itsresponsibilityshouldbeentirelychargedwithcontractors.l—04Contractorsshouldorganizetoimplementstrictlyaccordingtodesigndrawings,relatedcriterionandstandards,constructionplanofmanufacturingandinstallationduringmanufacturingandconstruction.Constructionorganizationdesignandmanufacturingplanshouldbereportedtosupervisionunitandbuildunitbeforehandandcanbecarriedintoexecutionbyapproval.1—05Constructionunitshouldstrictlyconformto“threelevels”qualitycheckandacceptancesystemduringconstruction.CheckandacceptanceshouldputforwardtosupervisorbyfulltimeQCpersonnelonthebasisofqualifiedself-checking.Supervisorwillnotacceptifnotbythewayofself-checking.The2ndchaptProjectSurvey“ShanghaiNewInternationalEXPOCenter”islocatedinHuamuregionofShaghainewarea,overallbuildingacreageisaboutmorethanseventy-threethousandssquaremeters.Mainbuildingsareseventeenexpositionhallsandsouth,north,east,threeentries.ThephaseIprojectincludes4expositionhallsofwesternsectionandasouthentryhall.Theplaneareaofeachexpositionhallof“ShanghaiNewInternationalEXPOcenter”is192m×80m.Buildingsculptshowsseaundulantroof,conciseandexquisiteline,widenheadroomofbigspanexpositionhall,niceexpositionfunction.Structureadoptscombinationspacestructureofmodernstyledsteeltubeandsteelcastingnodes.Bearingstructureo
