I.FromJuly9to10,2023,theFirstHigh-LevelConferenceoftheForumonGlobalActionforSharedDevelopmentwasheldinBeijing.Allpartiesdiscussedglobaldevelopmentissuesofcommoninterestunderthethemeof“GlobalDevelopmentInitiative:EchotheDevelopmentAgendaandCallforGlobalAction.”Chinaandallcountriesrepresentedbyhigh-leveldelegatesinpersonagreedtoreleasethe

BeijingStatementforFirstHigh-LevelConferenceoftheForumonGlobalActionforSharedDevelopment.

一、2023年7月9日至10日，全球共享发展行动论坛首届高级别会议在北京召开。各方围绕“中国的倡议，全球的行动”主题，讨论共同关心的全球发展问题。中方与派高级别代表线下参会的各国一致同意，发布《全球共享发展行动论坛首届高级别会议北京声明》。

Themeetingnotedthattheworldtodayisconfrontedbyprofoundchanges,risinggeopoliticaltensions,intensifyingmajor-countryrivalry,slowprogressinNorth-Southcooperation,anddeviationfromdevelopmentissues,alongwithawideningdevelopmentgap.Weareseeingclearsignsofslowdownintheimplementationofthe

UN2030AgendaforSustainableDevelopment.Development,especiallycooperativedevelopment,iskeytosolvingglobalissuesandachievingsustainabledevelopmentforhumanity.Thus,itismorepressingthaneverbeforetoputdevelopmentfrontandcenterontheinternationalagenda.

二、会议认为，当前百年变局深刻演进，地缘冲突上升，大国博弈加剧，南北合作放缓，发展议题偏移，发展鸿沟拉大。全球落实联合国2030年可持续发展议程明显失速。发展和合作发展是破解全球性问题、实现全人类可持续发展的关键，将发展议题置于国际合作议程的中心位置更加迫切。

III.Themeetingpointedoutthattheinternationalcommunityhasmadegreateffortstoaddressdevelopmentissues,tackleglobaldevelopmentdeficit,andjointlymaintainandpromoteworldpeaceanddevelopment,whichhasachievedpositiveoutcomes.ThemeetingcommendedChinaforproposingthe

GlobalDevelopmentInitiative

(GDI)toacceleratetheimplementationofthe

UN2030AgendaforSustainableDevelopment.TheGDIhighlightsprioritiesof,blazesnewpathsforandinjectsimpetusintoglobalsustainabledevelopment.Themeetingnotedwithsatisfactiontheimportantearlyharvestsofthe32importantmeasuresannouncedbyChinatoimplementtheGDIandpromoteglobalsustainabledevelopmentanditscontinuouseffortsinthisregard.

三、会议指出，国际社会为致力解决发展问题，消弭全球发展赤字，共同维护和促进世界和平和发展作出巨大努力，取得积极成果。赞赏中国提出全球发展倡议，推动加快落实联合国2030年可持续发展议程，为全球可持续发展聚焦重点、创新路径、注入动力。满意地注意到，中国为落实全球发展倡议、推动全球可持续发展宣布32项重要举措，取得重要早期收获并为此持续努力。

IV.Themeetingcalledonallsidestotakethe2023SDGSummitinSeptemberthisyearasanopportunityto:buildconsensus,poolresourcesandbridgethedividefordevelopment;forgeaunited,equal,balancedandinclusivehigh-qualityglobaldevelopmentpartnership;andjointlyfosteraneweraofglobaldevelopmentfeaturingbenefitsforall,balance,coordination,inclusiveness,win-wincooperationandcommonprosperity.

四、会议呼吁，要以今年9月可持续发展目标峰会为契机，凝聚发展共识，汇集发展资源，弥合发展鸿沟，共建团结、平等、均衡、普惠的高质量全球发展伙伴关系，共创普惠平衡、协调包容、合作共赢、共同繁荣的全球发展新时代。

–Intensifyingtheeffortstoaddressthemosturgentglobalchallengessuchaspovertyreduction,foodsecurity,andpublichealthsecurity.Wewilldeepenpolicyexchanges,experiencesharingandpracticalcooperationonpovertyreduction,promotethebuildingofdemonstrationvillagesonagriculturaldevelopmentandpovertyreduction,improvelivelihoodfacilitiesforeducation,aswellaswaterandpowersupply,andboosttheeffortstoendpovertyinallitsforms.Wewillcontinuetoprovideemergencyfoodassistance,medicalteamsandfreemedicalservicestocountriesinneed.WewillactivelyengageinglobalandregionalfoodsecuritygovernanceandsupporttheFoodandAgricultureOrganization(FAO)andtheWorldFoodProgram(WFP)oftheUnitedNationsinplayingtheiractiveroles.Wewillenhancetechnicalexperiencesharingandapplicationinareassuchasstorage,logistics,foodprocessing,grainconservationandfoodlossreduction,helpotherdevelopingcountriesenhancetheircapacityoffoodproduction,storage,andlossreduction,andkeeptheglobalindustrialandsupplychainsforfoodandagricultureindustriesstableandsmooth.Wewillhavemoreinternationalexchangesondisasterpreventionandmitigation,enhancehumanitariancooperationtoforestallandresolvepublicrisksandemergenciessuchasmajordisastersandepidemics.

——加大力度应对减贫、粮食安全、公共卫生安全等最紧迫的全球性挑战。深化减贫政策交流、经验分享和务实合作，推广建设农业发展和减贫示范村，完善教育、供水、电力等民生设施，推动消除一切形式的贫困。继续向有需要的国家提供紧急粮食援助、医疗队、义诊等服务。积极参与全球和区域粮食安全治理，支持联合国粮农组织、联合国粮食计划署等发挥作用。加强仓储物流、粮食加工、节粮减损等领域技术经验分享应用，帮助发展中国家提升粮食生产、收储和减损能力，维护全球粮农产业链供应链稳定顺畅。加强防灾减灾国际交流和人道主义合作，防范化解重大灾情、疫情等突发公共风险。

–Scalingupinputinareassuchasclimatechange,greendevelopmentandconnectivityinthedigitaleratogathersustainablemomentumforglobaldevelopment.Wewillenhanceinternationalcollaborationonclimateresponseandhelpdevelopingcountriesleveluptheircapacitytofightclimatechangethroughjointconstructionoflow-carbondemonstrationzones,climatechangemitigationandadaptationprojects,andtrainingprogramsoncapacitybuilding.Wewillfocusonthesustainableuseofresources,promotethetechniquesofreducingcostsandincreasingefficiency,andenhancethelevelofgreendevelopment.Wewillsupporttheprotectionoftheecologicalenvironmentandbiologicaldiversity.Wewillpushforwardconnectivityinthedigitalera,theconstructionoftraditionalandnewtypesofinfrastructureinacoordinatedway,andimproveinfrastructureaccessibilityandtradefacilitation.

——加大对气候变化及绿色发展、数字时代互联互通领域投入，为全球发展储备可持续动能。加大应对气候变化国际合作，通过合作建设低碳示范区、实施减缓和适应气候变化项目、开展能力建设培训等方式，提升发展中国家应对气候变化能力。注重资源可持续利用，推广节本增效技术，提升绿色发展水平。支持保护生态环境和生物多样性。深入推进数字时代互联互通，统筹推进传统基础设施和新型基础设施建设，提升基础设施可及性和贸易便利化水平。

–Payingcloserattentiontoindustrialization,digitalizationandpersonnelcapacitybuilding,andfosteringnewgrowthareas.Wewillrampupcooperationandinvestmentattractioninthespecialeconomiczones,industrialparksandscienceparksbymobilizingaidfortrade.Wewillactivelyseekgreatersynergyamongdigitaldevelopmentstrategiesandadvancedigitalindustrialcooperation.Wewillconductefficient,inclusiveandfaircooperationonhumanresourcesdevelopment.BymakinggooduseofLubanWorkshops,wewillsupportthetrainingandcultivationoftechnologyprofessionals,andenhanceeducationandexchangesamongyouthandwomen.

——加大关注工业化、数字化和人的能力建设，培育新增长点。通过促贸援助等方式，加强经济特区、工业园区、科技园区合作和招商建设。积极推动数字战略对接和数字产业合作。开展高效、包容、公平的人力资源开发合作。用好“鲁班工坊”，支持科技人才培训培养，加强青年、妇女教育和互动交流。

–BuildinganewtypeofNorth-Southpartnershipfordevelopmentcooperation.WewillsupporttheUNincoordinatingglobaleffortsfortheimplementationofthe2030Agenda,andadvocatetheprinciplesofextensiveconsultation,jointcontributionandsharedbenefitsinglobalgovernance.WewillcontinuetopromoteNorth-SouthcooperationasthemainchannelandstepupSouth-Southcooperationandtripartitecooperation.Wewillbeopentodrawingontheconstructivefactorsofallpartieswithregardtointernationaldevelopmentcooperation'sconceptsandrules.Weupholdtheprincipleofnon-interferenceinothercountries'internalaffairsandcommittotheprincipleofcommonbutdifferentiatedresponsibilities.Wewillpayattentiontoaddressinginsecurityindevelopmentandensurethateveryonehasequalaccesstodevelopmentbenefits.

——打造新型南北发展合作伙伴关系。支持联合国在落实2030年议程中发挥统筹协调作用，提倡共商共建共享的全球治理观。持续加强南北合作主渠道作用，进一步加强南南合作、三方合作。兼收并蓄各方在国际发展合作理念、规则等方面的建设性因素。坚持不干涉内政、共同但有区别的责任原则。注重解决发展中的不安全问题，保障每个人平等享有发展惠益。
