It’safactthatUSisashorthistoriccountrywhichisfamousfortheseparationofpowersinthepoliticalfield.Thepoliticalsystemoutlinesthebalanceofpoweranddividesthepowerintothreebranches,thelegislativepower,executivepowerandjudicialpower.Accordingtothe1789’sconsititionofAmerica,alllegislativepowershereingrantedshallbevestedinaCongresswhichshallconsistofaSenateandHouseofrepresentatives.Andthehouseofrepresentativesshallbecomposedofmenberschoseneverysecondyearsbythepeopleofseveralstates,andtheelectorsineachstateshallhavethequalificationsrequisiteforlectorsofthemostnumerousbranchofthestatelegislature.Nopersonshallbearepretativewhoshallnothaveattainedtotheageoftwentyfiveyearsold,andbeensevenyearsacitizenofUnitedState,andwhoshallnot,whenelected,beaninhabitantofthatstateinwhichheshallbechosen.AsfortheSenator,thesenateoftheUnitedStatesshallbecomposedoftwoSenatorsfromeachstate,chosenbylegislaturethereof,forsixyears,andeachSenatorshallhaveonevote.Similarly,nopersonshallbeasenatorwhoshallnothaveattainedto

equallydivided.What’smore,thesenateshallhavethesolepowertotryallimpeachment.Whensittingforthatpurpose,theyshallbeonoathoraffirmation.WhenthepresidentoftheUnitedStatesistried,thechiefJusticeshallpreside,andnopersonshallbeconvictedwithouttheconccurenceoftwothirdsofthemenberspresent.

Attimes,placesandmannerofholdingelectionsforsenatorsandrepresentatives,shallbeprescribledineachstatebylegislaturethereof,butthecongressmayatanytimebylawmakeoraltersuchregulations,exceptastotheplacesofchoosingsenators.Thecongressshallassembleatleastonceineveryyear,andsuchmeetingshallbeonthefirstMondayinDecember,unlesstheyshallbylawappointassifferentday.Eachhouseshallbethejudgeoftheelections,returnsandquanlificationsofitsownmembers,andamajorityofeachshallconsititudeaquorumtodobusiness,butasmallnumbermayadjournfromdaytoday,andmaybeauthorizedtocompeltheattendanceofabsentmembers,insuchmanner,andundersuchpenaltiesaseachhousemayprovide.Inaddition,eachhousemaydeterminetherulesofproseedings,punishitsmembersfordisorderlybehavior,andwiththeconcurrenceoftwothirds,expelamenber.Neitherhouse,duringthesessionofcongress,shall,withouttheconsentoftheother,adjournformorethanthreedays,nortoanyotherplacethanthatinwhichthetwohouseshallbesitting.Finally,thesenatorsandrepresentativeswillreceiveaaompensationfortheirservice,tobeascertainedbylaw,andpaidoutofthetreasuryoftheUnitedStates.Foranyspeechordebateineitherhouse,theyshallnotbequestionedinanyotherplace.Nosenatororrepresentativeduringthetimeforwhichhewaselected,beappointedtoanycivilofficeundrtheauthorityoftheUnitedStates,whichshallhavebeencreated,ortheemolumentswhereofshallhavbeenincreasedduringsuchtime.

Allbillsforraisingrevenueshalloriginateinhouseofrepresentives,butthesenatemayproposeorconcurwithamendmentsasonotherbills.Everybillwhichshallhavepassedthehouseofrepresentativesandthesenate,shallbeforeitbecomealaw,bepresentedtothepresidentoftheUnitedStates,ifitapproveheshallsignit,butifnotheshallreturnit,withitsobjectionstothathouseinwhichitshallhaveoriginated,whoshallentertheobjectionatlargeontheirjournal,andproceedtoreconsiderit.Ifaftersuchreconsiderationtwothirdsofthathouseshallagreetopassthebill,itshallbesent,togetherwiththeobjections,totheotherhouse,bywhichitshalllikewisebereconsidered,andifappovedbytwothirdsofthathouse,itshallbecomealaw.But,inallsuchcases,thevoteofbothhousesshallbedeterminedbyyeasornays,andthenamesofthepersonsvotingforandagainstthebillshallbeenteredonthejournalofeachhouserespectively.Ifanybillshallnotbereturnedbythepresidentwithintendaysafteritshallhavebeenpresentedtohim,thesameshallbelaw,inlikemannerasifhehadsignedit,unlessthecongressbytheiradjournmentpreventitsreturn,inwhichcaseitshallnotbealaw.Everyorder,resolution,orvotetowhichtheconcurrenceofthesenateandrepresentativesmaybenecessaryshallbepresentedtothepresidentoftheUnitedSta
