Introduction
EvenundertheWTOandChina'saccessiontotheworldcommunity,China'sconstructionindustryhowtoeffectivelycontrolconstructioncostoftheconstructionandmanagementofanimportantcomponentpart.However,thecurrentbudgetfortheconstructionprojects-estimate,budget,Superbudgetaccountsforthe"superthree"isstillwidespreadandthateventuallyledtoaseriouslossofcontrolofprojectinvestment.Projectcostmanagementisthebasiccontentstodeterminereasonableandeffectivecontroloftheprojectcost.
Astheprojectcosttotheprojectrunsthroughtheentireprocess,stagebystagecanbedividedintoInvestmentDecisionstage,thedesignandimplementationphases.Theso-calledProjectCosteffectivecontrolistheoptimizationoftheconstructionplansanddesignprogramsonthebasisofinthebuildingprocessatallstages,useofcertainmethodsandmeasurestoreducethecostoftheprojectshaveareasonablecontrolonthescopeandcostoftheapprovedlimits.
