ItisnotsurprisingthatChina’seconomicgrowthanditsnewleadershipinresearch,scienceandtechnologyhavetakenplacetogether.

IparticularlyliketheoldChinesesaying,Ifyouthinkintermsofayear,plantaseed;ifyouthinkintermsoftenyears,planttrees;ifyouthinkintermsof101years,teachthepeople.

InIndia,too,theancientsayingisvyayekratevardhateevanityam,vidhyadhanamsarvadhanpradhanam

Thewealththatincreasesbygiving,Thatwealthisknowledgeandissupremeofallpossessions.

Thisisoneexampleofhowourtwonationsareunitedintheirtimelesswisdom.

Thereismuchmore,though,thatlinksourtwoancientcivilizations.

IbeganmyjourneyinChinainXian.Indoingso,IretracedthefootstepsoftheChinesemonkXuanzang.

HetravelledtoIndiafromXianintheseventhcenturyinsearchofknowledgeandreturnedtoXianasafriendandchroniclerofIndia.

PresidentXi’svisitinIndialastSeptemberstartedfromAhmedabad.ItisnotfarfromVadnagar,mybirthplace,butimportant,becauseithostedXuanzangandmanypilgrimsfromChina.

Theworld’sfirstlargescaleeducationalexchangeprogrammetookplacebetweenIndiaandChinaduringtheTangDynasty.

Recordstalkofabout80IndianmonkscomingtoChinaandnearly150ChinesemonksreturningaftertheireducationinIndia.Andyes,thiswasinthe10thand11thcentury.

Mumbai’sriseasaportandashipbuildingcentreisbecauseofcottontradewithChina.

And,thosewholovesilkandtextilesknowthatIndia’sfamoustanchoisareesowethemselvestothreebrothersfrommystateofGujaratwholearnttheartofweavingfromChinesemastersinthe19thcentury.

And,inanunquestionableevidenceofourancienttrade,silkinourclassicalSanskritlanguageiscalledCinapatta.

So,thecenturies-oldstoryofourrelationshasbeenofspiritualism,learning,artandtrade.

Itisapictureofrespectforeachother’scivilisationandofsharedprosperity.

ItisreflectedinthehumanvaluesofDr.DwarkanathKotnis,adoctorfromIndia,whotreatedsoldiersinChinaduringtheSecondWorldWar.

Today,afterdifficultandsometimesdarkpassagesofhistory,IndiaandChinastandatararemomentofvastandmultipletransitionsintheworld.

Perhaps,themostsignificantchangeofthiseraisthere-emergenceofChinaandIndia.

Theworld’stwomostpopulousnationsareundergoingeconomicandsocialtransformationonascaleandataspeedthatisunmatchedinhistory.

China’ssuccessoverthepastthreedecadeshaschangedthecharacteroftheglobaleconomy.

Indiaisnowthenextfrontieroftheeconomicrevolution.

Wehavethedemographyforit.About800millionpeopleinIndiaarebelowtheageof35years.Theiraspirations,energy,enterpriseandskillswillbetheforceforIndia’seconomictransformation.

Wenowhavethepoliticalmandateandthewilltomakeithappen.

Overthepastyear,wehavemovedwithaclearandcoherentvision.And,wehaveactedwithspeed,resolveandboldnesstoimplementit.

Wehavetakensweepingstepstoreformourpoliciesandopenupmoretoforeigndirectinvestments.Thisincludesnewareaslikeinsurance,construction,defenceandrailways.

Weareeliminatingunnecessaryregulationsandsimplifyingourprocedures.Weareusingdigitaltechnologytoeliminatemultipleapprovalsandendlesswait.

Wearebuildingataxregimethatispredictable,stableandcompetitive,andthatwillintegratetheIndianmarket.

Wearescalingupinvestmentsinnextgenerationinfrastructure–roads,ports,railways,airports,telecom,digitalnetworksandcleanenergy.

Ourresourcesarebeingallocatedwithspeedandtransparency.And,wewillmakesurethatlandacquisitiondoesnotbecomeabarriertogrowthoraburdenonfarmers.

Wearecreatingtheglobalskillpooltoestablishamoderneconomywithaworldclassmanufacturingsector.

Wearerevivingouragriculturesectortorestorethefortunesofourfarmersandboostourgrowth.

LikeChina,urbanrenewalisbothanecessityandameanstoaddenergytooureconomy.

Wearecombiningtraditionalstrategieswithmoderneconomicinstrumentstoeliminatepovertyandcreatesecurityforthepoor.

Wehavelaunchedmajorschemesonfinancialinclusionofall,providingfundstotheun-banked,andensuringefficientanddirecttransferofbenefitstothepoor.And,weareensuringthatinsuranceandpensionschemesreachthepoorest.

Wehavesettimeboundgoalsforprovidingaccesstohousing,waterandsanitationforall.

Thiswon’tjusttransformlives,butalsogenerateanewsourceofeconomicmomentum.

Wehavesettimeboundgoalsforprovidingaccesstohousing,waterandsanitationforall.

Thiswon’tjusttransformlives,butalsogenerateanewsourceofeconomicmomentum.

Inrecentyears,wehavedeepenedourpoliticalengagement.Wehavekeptourborderspeaceful.Wehavemanagedourdifferencesandnotallowedthemtoimpedeclosercooperation.Wehaveenhancedourcooperationacrossthefullspectrumofourrelationship.

Yet,ifwehavetorealisetheextraordinarypotentialofourpartnership,wemustalsoaddresstheissuesthatleadtohesitationanddoubts,evendistrust,inourrelationship.

First,wemusttrytosettletheboundaryquestionquickly.

Webothrecognisethatthisishistory’slegacy.Resolvingitisoursharedresponsibilitytothefuture.Wemustmoveaheadwithnewpurposeanddetermination.

Thesolutionwechooseshoulddomorethansettletheboundaryquestion.

Itshoulddosoinamannerthattransformsourrelationshipandnotcausenewdisruptions.

Wehavebeenremarkablysuccessfulinmaintainingpeaceandtranquilityalongtheborder.

Wemustcontinuetodothatontheprincipleofmutualandequalsecurity.

Ouragreements,protocolsandbordermechanismshavebeenhelpful.

But,ashadowofuncertaintyalwayshangsoverthesensitiveareasoftheborderregion.

ItisbecauseneithersideknowswheretheLineofActualControlis,intheseareas.

ThatiswhyIhaveproposedresumingtheprocessofclarifyingit.Wecandothiswithoutprejudicetoourpositionontheboundaryquestion.

Weshouldthinkofcreativesolutionstoissuesthathavebecomeirritants–fromvisapoliciestotrans-borderrivers.

Sometimes,smallstepscanhaveadeepimpactonhowourpeopleseeeachother.

Wearebothincreasingourengagementinoursharedneighbourhood.Thiscallsfordeeperstrategiccommunicationtobuildmutualtrustandconfidence.

Wemustensurethatourrelationshipswithothercountriesdonotbecomeasourceofconcernforeachother.And,whereverpossibleandfeasible,weshouldworktogether,aswedidinrespondingtotheearthquakeinNepal.

Ifthelastcenturywastheageofalliances,thisisaneraofinter-dependence.So,talksofalliancesagainstoneanotherhavenofoundation.

Inanycase,wearebothancientcivilizations,largeandindependentnations.Neitherofuscanbecontainedorbecomepartofanyone’splans.

So,ourpartnershipininternationalforumsshouldnotbedeterminedbytheconcernsofothers,buttheinterestsofourtwocountries.

China’ssupportforIndia’spermanentmembershipofareformedUNSecurityCouncil,andforIndia’smembershipofexportcontrolregimeslikeNuclearSuppliersGroupwilldomorethanjuststrengthenourinternationalcooperation.

Itwilltakeourrelationshiptoanewlevel.

ItwillgiveAsiaastrongervoiceintheworld.

Ifweareabletodeepenmutualtrustandconfidence,wewillalsobeabletoreinforceeachother’seffortsofconnectingAsiawithitselfandrestoftheworld.

Oursoldiersfaceeachotherontheborder,butweshouldalsodeepenourdefenceandsecuritycooperationtoaddressourmanycommonchallenges.

Aboveall,aswelookahead,wemustbuildmorebridgesoffamiliarityandcomfortbetweenourpeople.

About33%oftheworld’spopulationiseitherIndianorChinese.Yet,ourpeopleknowverylittleofeachother.

Wemustseekinspirationfromthepilgrimsoftheancienttimes,whobravedtheunknowninsearchofknowledge,andenrichedusboth.
