Afterthreedecadesofreformandopeningup,Chinahasmaderemarkabledevelopment.Ithasgainednotablegrowthincomprehensivenationalstrengthandglobalinfluence.Itismorecloselyinteractingandconnectedwiththeworld.Asacountrywithapopulationof1.3billion,Chinaissteadilymovingtowardsmodernisation.Ithasachievedalotinthehistoryofhumanprogress,andisbecominganimportantfactorthatwillpromotethefuturedevelopmentoftheworldandtheregions.

展望将来十年，中国进展将呈现出更加光明的前景。中国经济进展进入新常态，长期向好的基本面将接着保持。中国正在制定“十三五”规划，确立了创新、协调、绿XXX、开放和共享五大进展理念，标志着中国进展进入新的转型升级征程。我们将坚持举行结构性改革，把进展基点放在创新上，在协调进展中拓宽进展空间，推进降实绿群进展理念与举措，进一步完善对外开放战略布局，实现全体人民共同迈入全面小康社会。到XXX年，中国国内生产总值和城乡居民人均收入要比2010年翻一番，届时人均国内生产总值将达到1.2万美元左右。随着“十三五”规划的稳步降实，全面深化改革各项举措逐步到位，中国经济将走得更好更稳更远。

Chinaissteppingintoapromisingprospectinthenextdecade.China?seconomywillenterintoanewstage.Thefundamentalsinitseconomyremainpositiveinthelongrun.Thecountryisrollingoutits13thFive-YearPlaninMarchfor2016-XXX,whichhighlightsfivekeydevelopmentconcepts,namely,innovation,balancedgrowth,agreeneconomy,opening-up,andinclusivedevelopment.Thisfive-yearplanwillmarkthebeginningofChina?snewjourneyofeconomictransitionandupgrading.Structuralreformwillcontinueandthegoalistobasegrowthoninnovation,openupmorespaceforgrowththroughcoordinateddevelopmentandtranslatetheideasofgreengrowthintoconcreteactions.Chinawillimprovethestrategiclayoutofopening-upandbringmoderateprosperitytoeveryoneathome.AmoderatelyprosperoussocietymeansUS$12,000GDPpercapitabyXXX,doublethetotalGDPandaveragepersonalincomefrom2010.Withtheimplementationofthe13thFive-YearPlanandthecomprehensivedeepeningofreforms,growthinChinainthenextdecadewillbesoundandsteady.

展望将来十年，中国将成为全球共同进展的贡献者。中国的进展得益于世界，也有力促进了全球经济的进展。国际金融危机爆发以来，中国在世界经济最困难的时间承担了拉动增长的重任。将来，中国将接着全面对外开放，将进一步深度融入世界经济，将接着是世界经济重要动力源。我们将秉持亲诚惠容，坚持共商共建共享原则，推进“一带一路”建设。“一带一路”打造的东起亚太经济圈、西系欧洲经济圈的经济带，是世界上跨度最大、覆盖面最广的新兴经济带，将成为世界经济新的增长点。这些都将为全球共同进展制造更多机会、带来更多福祉。此外，我们将积极参与国际进展合作。中国XXXXXX在联合国成立70周年系列峰会期间，宣布中国将设立“南南合作援助基金”，首期提供20亿美元，用于支持进展中国家降实2030年全球进展议程。

ThenextdecadewillseeChinamakingagreatercontributiontothecommondevelopmentoftheworld.China?sdevelopmenthasbenefitedmuchfromtheworldandsohastheworldeconomyfromChina?sgrowth.Sincetheglobalfinancialcrisis,Chinahastakenuponitselftodrivetheworldeconomywhengrowthwasneededmost.Inthecomingyears,Chinawillcontinuetobethepowerhouseforglobalgrowthasitadherestoall-roundopeningupandintegratesitselfmoredeeplyintotheworldeconomy.The…BeltandRoad?initiativeisonewaytoachievethis.…Amity,sincerity,mutualbenefitandinclusiveness?aretheprinciplesthatChinaupholdsasitmovesaheadwiththe…BeltandRoad?initiative.Decisionsoneveryprojectofthisinitiativewillbemadebyallstakeholders,actionswillbetakenjointlyandthebenefitswillbesharedbyallpartners.The…BeltandRoad?willbeamassiveeconomicbeltthatlinksuptheAsia-PacificintheEastwithEuropeintheWest,andstringsupemergingeconomies.Itisunprecedentedinitsspanandcoverage.Itwillbecomeanewsourceofglobalgrowthandwillcreatemoreopportunitiesandbenefitsforthecommondevelopmentoftheworld.Chinawillalsoworkforcommondevelopmentthroughinternationalcooperation.WhenPresidentXiJinpingaddressedtheUnitedNationsSustainableDevelopmentSummitinSeptember2015inNewYork,heannouncedtheestablishmentofanassistancefundforsouth-southcooperation,withaninitialpledgeofUS$2billioninsupportofdevelopingcountries?implementationofthe2030AgendaforSustainableDevelopment.

展望将来十年，中国将成为国际多边合作的推动者。中国积极参与国际和地区合作进程，力所能及地发挥负责任大国作用。XXX在联合国成立70周年系列峰会期间宣布，中方将设立为期10年、总额10亿美元的中国—联合国和平与进展基金，用于支持联合国工作，促进多边合作事业。中国将于20XX年主办二十国集团峰会，这既体现了国际社会对中国的高度信任，也展示了中国愿为全球经济管理机制建设作出贡献的真诚愿望。我们将同各方一道，推动构建以合作共赢为核心的新型国际关系，打造人类命运共同体。中国将接着坚决维护以联合国宪章宗旨和原则为核心的国际秩序和国际体系，无意另起炉灶。并且，为了顺应世界多极化和全球化进展趋势，将推动全球管理机制改革，使其更加公正合理、更加符合广阔进展中国家的共同愿望。

ThenextdecadewillseeChinaplayingastrongerroleinfacilitatingmultilateralcooperation.Actingwithintherealmofitscapability,Chinahasbeenamajor,responsibleplayeringlobalandregionalcooperation.AttheGeneralDebateofthe70thSessionoftheUnitedNationsGeneralAssembly,PresidentXiannouncedthatChinawillestablisha10-year,US$1billionChina-UNPeaceandDevelopmentFundtosupporttheUnitedNations?workandadvancemultilateralcooperation.Chinaisentrustedbytheinternationalcommunitytohostthe2016G20SummitinHangzhou.ThisisademonstrationofChina?scommitmenttoagreatercontributiontoglobaleconomicgovernance.Byparticipatinginglobalgovernance,Chinawantstojoinhandswithothermembersoftheinternationalcommunitytoadvocateanewtypeofinternationalrelationsfeaturingwin-wincooperation,andtobuildacommunityofsharedfutureformankind.ButChinadoesnotintendtoreinventthewheel.Instead,ChinawillstaunchlyupholdtheexistinginternationalorderandsystemunderpinnedbythepurposesandprinciplesoftheUnitedNationsCharter.Inthemeantime,reformsoftheglobalgovernancemechanismsareneededinordertomakethemfairerandmoreequitable;andtoreflectthetrendofamulti-polarworld,globalisation,andthecommonwishesofthedevelopingworld.

展望将来十年，中国将成为世界和平稳定的建设者。走和平进展道路是中国依照时代潮流和本国全然利益作出的战略挑选。中国将积极倡导共同、综合、合作、可持续的安全观，坚持以和平方式解决国际和地区热点咨询题，永久别称霸，永久别搞扩张。我们将坚持与邻为善、以邻为伴，创新安全理念，致力于与亚洲国家团结合作，共同维护本地区来之别易的和平稳定局面。中国愿与地区国家一道，努力将南海建设成和平、友好、合作之海。并且，中国的进展壮大也是世界和平力量的增长。XXX没多久前宣布，中国将加入新的联合国维和能力待命机制，将领先组建常备成建制维和警队，并建设8000人规模的维和待命XXX。中国还将在将来5年内，向非盟提供总额为1亿美元的无偿军事援助，以支持非洲常备军和危机应对快速反应XXX建设。能够预见，将来的中国将为建设一具更加安宁的世界发挥更多积极建设性作用。

ThenextdecadewillseeChinacommittinggreatereffortstobuildworldpeaceandstability.Chinafollowsthepathofpeacefuldevelopment.ThisisastrategicchoicethatChinahasmadebasedonthetrendofthetimesanditsfundamentalnationalinterests.Inlinewiththisstrategy,Chinaadvocatescommon,comprehensive,cooperativeandsustainablesecurity,andstickstopeacefulmeansforresolvinginternationalandregionalhotspotissues.Hegemonyorexpansionhasneverbeenanoption.Instead,Chinavaluesfriendshipandpartnershipwithitsneighbours,andseekstosafeguardthehard-wonregionalpeaceandstabilitythroughunityandcooperationamongAsiancountries.IntheSouthChinaSea,forexample,Chinaisreadytoworkwiththecountriesintheregiontomakesureitwillbeaseaofpeace,friendshipandcooperation.

China?sdevelopmentisacontributingfactorforworldpeace.Again,attheGeneralDebateoftheUnitedNationsGeneralAssembly,PresidentXiannouncedthatChinawilljointhenewUnitedNationsPeacekeepingCapabilityReadinessSystem.Itwilltaketheleadinsettingupapermanentpeacekeepingpolicesquadandbuildapeacekeepingstandbyforceof8,000troops.Moreover,ChinawillprovideatotalofUS$100millionoffreemilitaryassistancetotheAfricanUnioninthenextfiveyearstosupporttheestablishmentoftheAfricanStandbyForceandtheAfricanCapacityforImmediateResponsetoCrisis.

中英两国基本上具有全球妨碍的大国，都肩负着促进世界和平与进展的神圣使命。XXX成功对英国事拜访，两国XXX决定共同构建中英面向21世纪全球全面战略伙伴关系，共同开启持久、开放、共赢的“黄金时代”。这别仅丰富了中英关系的内涵，也彰显了中英合作的全球示范意义。展望将来，中国
