Fashionhasenteredanewera.Themajorityoffashionleadersrecognisetheimportanceofsustainabilityandtheneedtochange.Thisshiftinmindsetisoverdue;lessthaneightyearsremaintoaligntheindustrywiththe1.5-degreepathwayandachievetheSustainableDevelopmentGoals1aslaidoutbytheUnitedNations.

Fashionhasakeyroletoplayinachievingthesetargetsand,althoughtheindustryisnotsolelyresponsible,iffashionmissesthesetargets,direconsequencesfortheplanetandhumansocietywillensue.Communitieswillbedisplacedassealevelsrise,supplychainswillbedisruptedbyextremeweatherevents,preciousnaturalecosystemswillbedestroyed,andessentialcommoditiessuchaswater,food,andfuelwillbecomescarce.AccordingtothelatestlandmarkreportbytheIntergovernmentalPanelonClimateChange(IPCC),40percentoftheworld'spopulationare"highlyvulnerable"totheimpactofclimatechange.TheUNSecretaryGeneralhasreferredtothefindingsofthereportas“coderedforhumanity”.2GarmentworkerslocatedinvulnerableregionsintheGlobalSouthareatdisproportionaterisk,withworkerslocatedinvulnerableregionsalreadyexperiencingclimatechange-linkedimpactscausingdirectconsequencesonlivelihoodsandplacesofwork.3

Theongoingcoronaviruspandemichasfurtheramplifiedsystemicissuesinproducingcountries,whenfragilesupplieragreementsleftmanufacturerswithcancelledordersandterminatedcontractsandlackingsocialsafetynetsledtounpaidwagesforworkers.WhileWesternmarketsrecover,forproducingcountriesrecoveryisslowwithmanystillfeelingthenegativeeffectsensuedbythepandemic.

Furthermore,thereisahighdegreeofuncertaintyregardinggeopoliticaldevelopments.AsofMay2022,thewarinUkraineisnotonlycausingadevastatinghumanitariancrisis,butitisalsocausingirreversibledamagetotheregionalaswellastheglobalenvironment.4Forindustries,notjustlimitedtothegarmentindustry,theseimpactsaswellasensuedriseofcommoditypricesanddisruptiontodemandandsupplychainswilllikelypresentuncertaineconomicconditionsforyearstocome.

Despitethesechallenges,thefashionindustryisadvancingtowardsamoresustainable,moreinclusive,andmoreresilientfuture.Fashioncompaniesaresettingincreasinglyambitioustargetsandaligningtheiragendasfor2030,partlydrivenbyCOP26thatraisedthebaronemissionstargets.Moreover,thegrowingadoptionoftheInternationalAccordforHealthandSafetyintheGarmentandTextileIndustryandtherecentintroductionofduediligencelawsatthebrandlevelhavepromptedsubstantialsocialadvances.Recognisingthatit’snotonlytherightthingtodo,butalsoapotentialsourceofvaluecreationandimprovedresilience,moreandmorecompaniessetouttointegratesustainabilityintotheirbusinessmodels.InvestorsarealsoincreasinglyconsideringESGcriteria.

Whiletheseadvancesarecommendable,systemicissuesremainandprogressistooslow.Theuseofconventionalvirginresourcesandemissionsmustbesignificantlyreduced,andsystemsmustbeestablishedtopayalivingwagetoallgarmentworkers.Theeffortsrequiredtomakethishappenexceedthepowerofanyindividualagentorcompany.Fashionstakeholdersmustcontinuethiskeyworktowardsanewpre-competitiveandcooperativeapproach,focusedondemonstrablechangeatallstagesofthevaluecycle.Navigatingthecomplexitiesofsocialandenvironmentalconcerns,however,canbechallenging.Therefore,thereisaclearneedforguidanceon

whichissuestheindustrymustprioritiseandhowitshould

acttoachievetangibleimpactfast.

Withthisreport,weaspiretofillthisgapandcreatean

alignedresourcefortheindustry.Webringtogetherexpert

insightsfrommultipleorganisationswithdifferentareas

ofspecialisation,consolidateexistingknowledge,reduce

complexity,andprovideguidanceforfashionleaderson

Whilethesegoalsareinherentlyvaluableandshouldbepursuedfortheirownsake,theycanalsobringnumerousbenefitsforfashioncompanies,suchashigherproductivity,employeeretentionandvaluechainresilience.7Despitetheimportanceofrespectfulandsecureworkenvironmentsandpotentialbusinessbenefits,humanrightsabusesstillexistthroughoutthefashionvaluechain.Whiletheindustryhasmadesomeprogresstoaddressareassuchaslowwages,manyworkersinthefashionvaluechaindonotreceivealivingwageorfaircompensationandcontinuetoliveinpoverty.8Additionalconcernsincludeexposuretodangerousworkingconditions,pooroccupationalsafety,insufficienthealthstandards,longworkinghours,andprecariouscontractualarrangements.Marginalisedanddisenfranchisedgroups,suchasinformalworkers,migrantworkers,andwomenaredisproportionatelyaffectedbytheseandsimilarissues.9ForgedalliancesbetweenfashionbrandsandNGOsincreasinglyplayanimportantroleinacceleratingworktowardsworkerprotectionsandtheimprovementofworkingconditions.

Thecoronaviruspandemicfurtheraggravatedthesituationoffashionworkersandcausedmanydecisionmakerstobackslideonhumanrights.10Specifically,thecancellationofordersbyfashionbrandsduringthepandemichasplacedanimmenseburdenontheirsuppliers,leavingmanyunabletopayworkersandinsomecasesforcedtoclose.11Whilethemarketsinhighlydevelopedcountriesarerecovering,thenegativeimpactofthepandemicpersistsinmanyproducingcountries.Ineffect,thesocio-economicgapbetweenconsumingandproducing countries,whichhadbeennarrowingbeforethepandemic,haswidenedagain.12Moreover,thepandemic’simpairmentondata

TheSocial&LaborConvergenceProgram(SLCP)isamulti-stakeholderinitiativewiththemissiontoimplementaconvergedassessmentframeworkthatwilleliminateauditfatigueandsupportstakeholders’effortstoimproveworkingconditionsinglobalsupplychains.

TheConvergedAssessmentFramework

increasestransparencyinsupplychains,reducestheneedforsocialaudits,andultimatelyenablesuserstoredeployresourcesintoimprovingworkingconditions.

Iwouldurgebrandstodroptheirproprietarysocialauditsinfavorofconvergedtools.Thisactioninitselfisabetterpurchasingpractice,anditwillalsounlocksavingsthroughouttheirsupplychainthatcanberedirectedtomoreusefulactivitytoimproveconditions.„
