Ⅰ.CurrentSituationsofDigitalResourceConstruction国家图书馆的电子资源建设始于20世纪80年代ElectricresourceconstructionoftheNationalLibrarystartedfromthe1980s.1987年开始中文书目数据库的建设ConstructionofChinesebibliothecastartedin1987.1999年开始有计划地进行数字资源库建设Constructionoftheorderlydigitalresourcedatabasestartedin1999.

Ⅰ.CurrentSituationsofDigitalResourceConstruction目的:弘扬民族文化，传承文化遗产；服务国家立法与决策、国家重大项目与工程建设；满足学术研究需要Purpose:

promotingnationalculture,inheritingculturalheritage,servingnationallegislationandpolicy,importantnationalprojects,projectconstructionandacademicstudy.

方针:中文为主，外文为辅;特色资源自建为主；通用性资源外购为主Policy:

Chineseworksasthemainresource,foreignbooksasthesubordinate,specialresourcestobeconstructed,generalresourcetobeoutsourced”

原则:统筹规划,公益为主,突出特色,遵循标准,自建购进并举,尊重知识产权,边建设边服务Principle:generalplanningwithpublicinterestfocused,beingcharacterizedwhilekeepingstandardfollowed,bothindependentconstructionandoutsourcingemphasized,intellectualpropertyrightsrespected,constructionandservicedevelopedsimultaneously

目标:重点地采集、自建并长期保存中文数字资源，建成中文数字资源保障中心，成为中文数字资源查询基地Objective:settingupaChinesedigitalresourcesindependentconstructionforlongtermstorage,aChinesedigitalresourceguaranteecenterandaconsultationbaseforChinesedigitalresourceswithcollectionasthekey,.

馆藏西夏影像资源库：提供西夏古籍原件影像WesternXiaImageDatabasestoredinthelibraryprovidestheoriginalimagesofWesternXiaancientbooks.

馆藏博士论文资源库：提供6万种博士论文的前24页的阅览Doctoraldissertationdatastoredinthelibraryprovidesviewofthefirst24pagesof60thousanddoctoralpapers.馆藏民国期刊资源库：提供2800余种,8万多期,460万页的全文影像PeriodicalDatabaseofRepublicofChinastoredinthelibraryprovidescompleteimagesofover2800kinds,over80thousandperiodicalsand4.6millionpages.馆藏年画资源库：提供首批完成的年画的检索与浏览服务NewYearPictureDatabasestoredinthelibraryprovidessearchandviewserviceoffirstbatchNewYearpicturesfinished.

与国家财政管理部门沟通，争取国家数字图书馆工程数字资源建设所需的版权使用费CommunicateactivelywiththeFinancialDepartmentandgetfinancialsupportfromthestateforpayingthecopyrightfeesinconstructionofdigitalresourceintheNationalDigitalLibraryProject.利用现行著作权法关于“合理使用”的规定，先行进行馆藏作品的数字化工作，优先数字化没有版权问题的文献；同时向社会征集作者授权Takeafulladvantageregulationsof“rationaluse”inthecurrentCopyrightLaw,digitalizeworksstoredinthelibraryfirstandgiveprioritytodocumentswithoutcopyrightwhileaskingforauthenticationfromtheauthors.

1、保存现状

Currentsituations

.地方志、博士论文等数字资源主要存储光盘、磁带中，计有34,778张光盘，227盒磁带Chorographyanddoctoraldissertationsaremainlystoredincompactdisksandmagnetictapes,withtotalamountof34,778disksand227tapesrespectively

网络资源和多媒体库存储在硬盘中Webresourcesandmulti-mediarepositoryarestoredinharddrives.

音乐和歌曲4.5万首等音频资料转换的数字资源，存储在3千多张光盘中Digitalresourcestransformedfromaudiofilesof45thousandmusicpiecesandsongsarestoredinover3thousandcompactdisks.

故事片及经济、科技等视频资料1.5万部中外经典转换的数字资源存储在2万多张光盘中Digitalresourcestransformedfromvideofilesof15thousandChineseclassicalstoryfilms,economicandtechnologicalvideosarestoredinover20thousandcompactdisks

发布与服务用数字资源存储在磁盘上，备份在磁带上；永久保存用数字资源存储在磁带和光盘上Issuanceandservicedigitalresourcesarestoredinmagneticdisksandbackupinmagnetictapes.Permanentstoreddigitalresourcesarestoredinmagnetictapesandcompactdisks

目前正在研究，建立基于OAIS标准的开放档案信息系统，对数字资源进行存储与管理WearecarryingouttheresearchbasedontheresourcesofNationalLibrarytobuildanopenfilesinformationsystembasedonOAISstandardfordigitalresourcesstorageandmanagement.

对于音像文献进行了比较成功的迁移和转换Wehavemadesuccessfulmoveandtransitiontoaudioandvideodocuments;

逐步将购买数字文献中低容量介质的光盘向高容量介质转移Weshallgraduallychangethepurchaseddigitaldocumentswithlowcapacitymediumdisctothosewithhighcapacitymedium.

逐步将大量缩微文献转变成电子数字文献，以方便使用Weshallgraduallychangemicro-documentstothosewithelectronicdigitalformsfortheconvenientuse.

对保存条件比较差文献进行抢救性的缩微和数字化Weshallrescuethedocumentsstoredinpoorconditionbycompressanddigitalization.
