上海机场应急计划与演练she

根据“中国-新加坡危机管理及机场应急计划联合论坛”的安排，按照中国民航局的要求，我们就上海浦东、虹桥机场（统称上海机场）的应急管理（概况）、应急计划的制定和修订以及应急演练等情况，向论坛作一次汇报。近年来，上海机场在民航应急的体制框架基础上，初步开展了与上海市应急体系正式衔接的工作，我们在报告中亦顺便作一些简要的介绍。

上海有两个机场：虹桥国际机场和浦东国际机场，分别由上海虹桥机场有限公司和上海国际机场股份有限公司作运营管理，他们分别是上海机场集团的分公司、子公司。两个机场情况简要列表介绍如下：

上海虹桥、浦东机场主要依据中国民航局《民用航空应急救援规则》（CCAR-139-Ⅱ)管理机场应急事务。两个机场均设有应急救援指挥中心，负责制度机场应急计划，并紧急事件发生时，负责现场应急处置的指挥、协调。

BasedontheRegulationsforCivilAviationEmergencyAid（CCAR-139-Ⅱ),thetwoairports,SHAandPVG,manageandhandletheemergency-relatedaffairs,eitherofthemboastinganEmergencyResponseCentreresponsiblefordraftingplansandforinstructionandcoordinationemergencysituations.

2006年起，上海市政府将“上海浦东和虹桥机场”列为上海的基层应急管理单元，市下集批准发布了《上海浦东和虹桥国际机场地区突发公共事件总体应急预案》，开始了机场和社区一体化应急系统的建设。由上海机场集团牵头，在虹桥、浦东机场地区成立了应急工作委员会，同时，建立机场应急联动中心，与上海市政府应急指挥机构正式建立了工作衔接。特点如下：

Since2006,PVGandSHAhavebeenauthorisedasthefundamentalunitsforemergencyresponsebyShanghaiMunicipality,whichratifiedandissuedPlansforPublicEmergencyintheRegionofPVGandSHA,startingtheinitiativeofintegratedemergency-responsesystemofairportsandcommunities.ShanghaiAirportAuthoritytooktheleadintheestablishmentofEmergency-responseCommitteeinbothSHAandPVG,whereEmergency-responseLiaisonCentersweresetupaswell,officiallylinkingupwiththeworkofEmergency-ResponseAuthorityofShanghaiMunicipality.Thefeaturesoftheintegratedsystemareasfollows:

十分明确建立了上海机场与上海市政府的应急联系。在该制度框架下，建立了“机场应急联动中心”（由公安指挥中心、虹桥机场应急指挥中心、浦东机场应急指挥中心“三位一体”共同组成），与上海市应急联动中心形成了正式的沟通和互动机制。

ItisdecidedthatthechannellinkingShanghaiAirportswithShanghaiMunicipalityinemergencysituationsmustbeestablished,hencetheestablishmentoftheAirportEmergencyResponseCentre(constitutedbyPoliceforceControlCentre,SHAEmergency-responseCentreandPVGEmergency-responseCentreonthesamelevel),formingaofficialsystemthroughwhichtheAirportscaneasilycommunicatewiththeEmergency-responseCentreofShanghaiMunicipality.通过应急计划的制定，使机场在日常应急管理和紧急事件处置过程中，与上海市政府的工作定位得到进一步明确，也使机场的应急计划与上海市相关计划相衔接。

Throughmakingemergency-responseplans,thewayofworkingwithShanghaiMunicipalityhasbeenfurtherdetailedandtheplansofairportemergencyresponsegearsmoothlywiththoseofShanghaiMunicipalityduringtheprocessofmanagingandhandingdailyemergencysituations.在该框架下，进一步明确了ATC、机场、航空公司、公安、消防等应急运作部门在应急中的职责和配合关系，并就紧急事件应急处置的若干关键程序进行了进一步明确。

Inthesameway,theresponsibilityofandrelationshipamongcertainunitssuchasATC,Airports,Airlines,PoliceforceandFireDepartmentshavebeenfurtherdetailed,alongwiththekeyproceduresduringtheprocessofhandlingemergencies.将行业和属地应急管理的要求相结合。该框架下的相关机制建设中，充分考虑了中国民航局应急救援规章的要求，同时满足行业和属地的应急管理要求。

Noconflictsbetweenthecivilaviationindustryandthelocalauthorityintermsofemergencymanagement.Inthiscase,withfullconsiderationtoemergencyaidregulationsofCAAC,weestablishedtherelevantsystemwhichfulfilledtheneedsoftheindustryandthelocalauthorityintermsofEmergencyManagement.

该机制从2006年底启动以来，尚在完善中。但已经在一些紧急事件的处理中，表现出了机场与地方政府互动，利用当地资源进行应急处置的便捷性。

1、根据中国民航局《民用机场应急救援规则》要求，上海机场针对如下紧急事件制定了应急救援计划：

ManeuverabilityishighlightedbyadoptingandintegratingdifferentideasfromtheAirportsandotherunitsconcernedduringtheprocessofediting.所编制应急计划的种类选取上，主要考虑了紧急事件可能发生的频率、重要性两个因素。

2008年，中国在北京举办了奥运会。2010年，中国还将在上海举办世博会。在类似的重大保障活动期间，上海机场结合保安或者机场运行的特殊要求，制定相应应急计划，举例如下：

1、应急体系的一致性和一贯性。

2.2.1ConformityandConsistencyofthesystem

我们在应急计划中，注意兼顾了民航局和地方政府对机场应急管理要求，维持了应急准备工作模式、应急运作方式等基本内容的一致性，而且主体上沿用了民航应急体系的一贯模式。

IntheseEmergency-responseplans,wepaidattentiontotherequestthatbothCAACandthelocalgovernmentshaveonemergencymanagementkeepingthebasiccontentsconformed,likepreparingworkpatternandoperationmode,andadoptedtheconsistentmodeofemergency-responsesystemofcivilaviationasthemainbody.

2、使机场应急管理融入城市的应急管理体系。2.2.2NoConflictsbetweentheAirportsandtheCityinTermsofEmergencyManagement.

近年来，中国城市应急管理越来越受到重视，城市突发事件应对体系也得到了进一步完善，机场进一步融入城市应急管理体系是必需的。对于上海机场来说，2006年以来，我们加强了与上海市政府应急办公室和应急联动中心联系和协调，情况如前所述。

Inthepastfewyears,EmergencyManagementofurbanareasinchinahasbeentakenmoreandmoreseriouslysothattheresponsesystemagainsturbanemergencieshasbeenfurtherimproved,makingitnecessaryforAirportstobecomemorecoherentwithcitiesintermsofEmergencyresponse,soShanghaiAirporthasdonealotofcoordinationworkwiththeEmergency-responseofficeofShanghaiMunicipalityandEmergency-responsecoordinationcenterashereinbeforesince2006.3、保持对应急计划的修订和完善。

2.2.3Constantlyimprovingandperfectingemergency-responseplans.根据情况的变化，将应急计划不断地修订和完善是必要的。我们通常采取两种修订方式：

Itisnecessarytoconstantlymakeimprovementsintheplanssubjecttochanges.Weusuallymakeimprovementsinthefollowingtwoways:例行修订：每隔一段时间对应急计划进行一次集中的修订（比如，前述浦东机场的计划，例行修订期为3年。)RoutineImprovements:Regularamendmentsatagivenamountintheplans(suchasthesaidPVG’Scheme,whichisregularlyamendedevery3years)不定期修订：根据情况（相关法规、计划、联系方式、工作方式等）的变化、应急演练或者实发紧急事件的处置，对应急计划中不适合的部分进行及时修订。

3.2ThepatternofShanghaiAirport’sEmergency-ResponseExercises

1、常规性应急演练。

3.2.1.routinesexercises2、检验性应急演练，或者称为应急抽查。3.2.2.Check-upexercisesorspot-checkexercises.

有组织地，通过制定计划、分项演练、合成演练等步骤来完成，我们目前大部分演练（尤其是综合演练）还是采用这种方式。我们特别要提到的是：由于这种演练过程中往往用到“场景布置”、“角本”、“导演”等手法，有人将此种演练戏称为“演戏”。我们认为：这种演练确实难免有“演戏”的成份，但是，至少有如下几个方面的作用，不容忽视：

Theyprovideemergency-responseinstructorswithanopportunityto“goover”theemergency-responseplansandprocedures.为基层应急工作人员提供一次有针对性的应急技术性锻炼的机会。

Theyofferthegrass-rootworkingstaffsanopportunitytopracticetheirskillsofemergencyresponsetoagivenaccident.●出动和检验应急设备或系统，尤其是不常用设备或系统。

TheEmergencyfacilitiesorsystemareunsealedandinspectedintheseexercises,especiallythosewhicharebarelyused.为民航管理当局、ATC、机场、航空公司、公安等不同单位提供一次合作和交流机会。

Theyprovideachanceofcooperationandsharingforvariousunits,suchasCAAC,ATC,theairports,airlinesandPolicedepartment.一些尚待明确的应急程序，可能会在演练时被提出，从而得到建立和完善

Somesuspendedprocedureswillbeputforwardintheseexercisesandgetestablishedandimproved.由此，我们认为，只要演练的组织者“有心”，上述演练方式的正面作用还是十分明显的，不至于纯粹流
