一、申请者应具备的根本条件：

(1)酷爱社会主义祖国,具有良好的思想和业务素养并在工作、学习中表现突出，具有学成回国为祖国建立效劳的事业心和责任感。

(2)申请者应为高等院校、企事业单位、各级行政单位、科研单位的正式工作人员或注册在读学生。暂不受理无业人员、个体从业者及正在境外学习或工作人员的申请。

曾享受国家留学基金资助出国留学的人员，回国后工作一般须满五年方可再次申请国家留学基金资助。

(3)具有相当的学术水平和业务实力。

(4)身心安康(须附市级以上医院出具的体检证明)。

(5)外语水平须到达留学基金委规定的标准，详细要求请见《20xx年国家留学基金资助出国留学外语条件要求及有关状况说明》。

4、访问学者(含博士后探究)或高级探究学者。

曾经享受国家留学基金资助出国留学的人员，回国后工作须满五年方可再次申请。
