TheformerCIQ(namely,ChinaInspectionandQuarantine)publishedtheCatalogueofImport-ExportCommoditiesSubjecttoInspectionandQuarantinebyEntry-ExitInspectionandQuarantineOrgans,whichwasrevisedinJanuary2005.Thecatalogueisregularlyupdatedbasedonthelatestforeigntradesituation,andcoversthemajorityofcommodities,meansoftransportationandtransportequipmentsubjecttomandatoryinspectionandquarantine.Commoditiesnotlistedinthecataloguebutarefoundtohaveproblemsunexpectedlymustundergostatutoryinspectionandquarantinewithinaspecifiedtime.Commoditiesforwhichinspectionandquarantinearerequiredinforeigntradecontractsarealsosubjecttomandatoryinspectionandquarantine.2.InspectionofimportandexportCommodities

Thefollowingmustundergoanimalandplantquarantine:animalsandplants,animalandplantproductsandotherquarantineobjectsforimport,exportortransit;containers,packagesanddunnage(namely,loosepackingmaterialusedtoprotectaship‘scargofromdamageduringtransport)usedforcarryinganimalsandplants,animalandplantproductsandotherquarantineobjects;meansoftransportationfromepidemicareas;oldanddisusedvesselsenteringthecountryforsalvagepurposes;andothergoodsorarticlessubjecttoquarantineinaccordancewiththeprovisionsofrelevantlaws,administrativeregulations,internationaltreatiesortradecontracts.4.Healthquarantineandtreatment

Entry-exitinspectionandquarantineauthoritiesareresponsibleforconductingmedicalandsanitary(namely,freefromelements,suchasfilthorpathogens,thatendangerhealth)examinationsonpersons,meansoftransportation,containers,biomaterialsanddeadbodies(humanbones)aswellasluggage,goods,postalparcelswhichmayspreadepidemicinfectiousdiseasesenteringorleavingChina.

5.Importinspectionofwasterawmaterial,usedmachineryandelectricproductbeforeshipment

Chinaispractisingasystemofpre-shipmentinspectionforwastesimportedasrawmaterials.Incontractsconcludedbetweenconsignorsandconsigneesontheimportofwastes,itmustbeclearlystipulatedthatthewastestobeimportedmeasureuptoChina'senvironmentalprotectionstandardsandmustbeinspectedandapprovedbyAQSIQorinspectionorganisationsrecognisedbythestatebeforeshipment.Fivecategoriesofcommoditiesarelistedinthecatalogueunderthissystem.Theyincludepaperwaste,metalwaste,plasticwaste,woodproductwasteandtextilewaste.6.Importcommodityattestationmanagement

Importcommodityattestationmanagementincludestwopoints.Thefirstisourcountrystipulatesthoseproductswhichareinvolvedinhumanhealth,animalandplanthealth,environmentalprotectionandpublicsafetyhavetobecertifiedbeforebeing.

7.Exportcommodityqualitylicenseandhealthregistrationmanagement

Exportcommodityqualitylicensemeansthefollowing3points.Thefirstisthatourcountrystipulatesthatimportantexportgoodshavetogetqualitylicensebeforebeingexported,inspectionandquarantinedepartments,aswellasrelevantdepartmentswillissuequalitylicenseandthosewithoutqualitylicenseswillnotbepermittedtoexport.Thesecondisthatmachinerygoods,electronicgoods,lightindustrialgoods,electromechanicalgoods,toys,medicalaplliancesandcoalhavebeenundertheadministrationofqualitycertificationanddomesticenterprisesortheiragentsmightapplyforqualitycertificatesatlocalinspectionandquarantineinstitutions.Thethirdisthatqualitycertificateswillbeverifieswhenthegoodsofcompulsorycerificationaretobeexported.

8.Exportinspectionofshippingpackingofdangerousgoods

Chinapractisesadangerousexportgoodsqualitylicensingsystemforpackagingfordangerousgoodsforexport.ProductionenterprisesmustregisterwithAQSIQandapplyforanexportqualitylicence.Packagingfordangerousgoodsmustundergoperformanceandusagetestsbeforeitcanbeproducedandused.

9.Propertyvalueappraisalofforeigninvestment

Propertyvalueappraisalofforeigninvestmentincludesvalueappraisal,lossappraisal,speciesappraisal,qualityappraisalandquantityappraisal,etc.

10.Cargoloadingandunloadinganddamagesurvey

AninspectionandauthenticationinstitutiononimportandexportcommoditiesofChinesecapitalshouldstartitsinspectionandauthenticationbusinessonexportandimportcommoditiesafterithasbeenapprovedbytheAQSIQandfinishedindustrialandcommercialregistrationproceduresinaccordancewiththelaw.AninspectionandauthenticationinstitutiononimportandexportcommoditiesinvolvingforeigninvestmentshouldstartitsinspectionandauthenticationbusinessonexportandimportcommoditiesafterithasbeenapprovedbytheAQSIQandtheMinistryofCommerce,andhasfinishedindustrialandcommercialregistrationproceduresinaccordancewiththelaw.Aninspectionandauthenticationinstitutions,whichhasnotbeenapprovedorregistered,shouldnotengageinthebusinessofimportandexportcommoditiesinspectionandauthentication.

13.Cooperationwithforeigncountriesororganizations

AQSIQisinchargeofinternationalcooperationandexchangesinthefieldsofqualitysupervision,inspectionandquarantine.AQSIQ,whichhasestablishedcooperativerelationswiththecompetentauthoritiesofmostcountriesaroundtheworld,hasdevelopedthebilateralconsultationandcooperationmechanismwithalotofcountriesandregionsandactivelyparticipatesinbilateralandmultilateralcooperationaswellasthecollaborationswithregionaleconomies.ItconductsconsultationsandnegotiationswithrelevantcountriesindependentlyorjointlywithMinistryofForeignAffairsandMinistryofCommerce.AQSIQhassignedanumberofbilateralcooperativedocumentswith50countriesandregions,includingmemorandumofunderstanding(MOU),protocols,minutes,agreements,etc.UnitFiveProceduresofEntry-ExitInspection
