asnothinglefttolosebygoingtowarwiththestate.Butthereshouldbeconsequences.Permissiontorunanuclearplantisapublictrust.Entergyruns11otherreactorsintheUnitedStates,includingPilgrimNuclearstationinPlymouth.PledgingtorunPilgrimsafely,thecompanyhasappliedforfederalpermissiontokeepitopenforanother20years.ButastheNuclearRegulatoryreviewsthecompany'sapplication,itshouldkeepinmindwhatpromisesfromEntergyareworth.Thephrase"renegingon"(Line3,Para.1)isclosestinmeaningtocondemning.reaffirming.dishonoring.securing.the2002agreement,Entergyintendedtoregulators.seekfavorfromthefederallegislature.acquireanextensionofitsbusinesslicense.getpermissiontopurchaseapowerplant.AccordingtoParagraph4,Entergyseemstohaveproblemswithitsmanagerialpractices.technicalinnovativeness.financialgoals.businessvision.Intheauthor'sview,theVermontcasewilltestEntergy'scapacitytofulfillallitspromises.thenatureofstates'patchworkregulations.federalauthorityovernuclearissues.thelimitsofstates'powerovernuclearissues.ItcanbeinferredfromthelastparagraphthatEntergy'sbusinesselsewheremightbeaffected.theauthorityoftheNRCwillbedefied.EntergywillwithdrawitsPlymouthapplication.Vermont'sreputationmightbedamaged.Text3Intheidealizedversionofhowscienceisdone,factsabouttheworldarewaitingtobeobservedandcollectedbyobjectiveresearcherswhousethescientificmethodtocarryouttheirwork.Butintheeverydaypracticeofscience,discoveryfrequentlyfollowsanambiguousandcomplicatedroute.Weaimtobeobjective,butwecannotescapethecontextofouruniquelifeexperiences.Priorknowledgeandinterestsinfluencewhatweexperience,whatwethinkourexperiencesmean,andthesubsequentactionswetake.Opportunitiesformisinterpretation,error,andselfdeceptionabound.Consequently,discoveryclaimsshouldbethoughtofasprotoscience.Similartonewlystakedminingclaims,theyarefullofpotential.Butittakescollectivescrutinyandacceptancetotransformadiscoveryclaimintoamaturediscovery.Thisisthecredibilityprocess,throughwhichtheindividualresearcher'sme,here,nowbecomesthecommunity'sanyone,anywhere,anytime.Objectiveknowledgeisthegoal,notthestartingpoint.Onceadiscoveryclaimbecomespublic,thediscovererreceivesintellectualcredit.But,unlikewithminingclaims,thecommunitytakescontrolofwhathappensnext.Withinthecomplexsocialstructureofthescientificcommunity,researchersmakediscoveries;editorsandreviewersactasgatekeepersbycontrollingthepublicationprocess;otherscientistsusethenewfindingtosuittheirownpurposes;andfinally,thepublic(includingotherscientists)receivesthenewdiscoveryandtechnology.Asadiscoveryclaimworksitswaythroughthecompetingbeliefsaboutthescienceandthetechnologyinvolvedtransformsanindividual'sdiscoveryclaimintothecommunity'scrediblediscovery.Twoparadoxesexistthroughoutthiscredibilityprocess.First,scientificworktendstofocusonsomeaspectofprevailingknowledgethatisviewedasincompleteorincorrect.Littlerewardaccompaniesduplicationandconfirmationofwhatisgoalisnew-search,notre-search.Notsurprisingly,newlypublisheddiscoveryclaimsandcrediblediscoveriesthatappeartobeimportantandconvincingwillalwaysbeopentochallengeandpotentialmodificationorrefutationbyfutureresearchers.Second,noveltyitselffrequentlyprovokesdisbelief.NobelLaureateandphysiologistAlbertSzent-Gyorgyioncedescribeddiscoveryas"seeingwhateverybodyhasseenandthinkingwhatnobodyhasthought."Butthinkingwhatnobodyelsehasthoughtandtellingotherswhattheyhavemissedmaynotchangetheirviews.Sometimesyearsarerequiredfortrulynoveldiscoveryclaimstobeacceptedandappreciated.Intheend,credibility"happens"toadiscoveryclaim-aprocessthatcorrespondstowhatphilosopherAnnetteBaierhasdescribedasthecommonsofthemind."Wereasontogether,challenge,revise,andcompleteeachother'sreasoningandeachother'sconceptionsofreason."Accordingtothefirstparagraph,theprocessofdiscoveryischaracterizedbyitsuncertaintyandcomplexity.misconceptionanddeceptiveness.andobjectivity.systematicnessandregularity.ItcanbeinferredfromParagraph2thatcredibilityprocessrequiresstrictinspection.sharedefforts.individualwisdom.persistentinnovation.Paragraph3showsthatadiscoveryclaimbecomescredibleafterithasattractedtheattentionofthegeneralpublic.hasbeenexaminedbythescientificcommunity.hasreceivedrecognitionfromeditorsandreviewers.hasbeenfrequentlyquotedbypeerscientists.AlbertSzent-Gyorgyiwouldmostlikelyagreethatwillsurvivechallenges.todayinspirefutureresearch.effortstomakediscoveriesarejustified.scientificworkcallsforacriticalmind.Whichofthefollowingwouldbethebesttitleofthetext?NoveltyasanEngineofScientificDevelopment.CollectiveScrutinyinScientificDiscovery.EvolutionofCredibilityinDoingScience.ChallengetoCredibilityattheGatetoScience.Text4IfthetradeunionistJimmyHoffawerealivetoday,hewouldprobablyrepresentcivilservants.WhenHoffa'sTeamsterswereintheirprimein1960,onlyoneintenAmericangovernmentworkersbelongedtoaunion;now36%do.In2009thenumberofunionistsinAmerica'spublicsectorpassedthatoftheirfellowmembersintheprivatesector.InBritain,morethanhalfofpublic-sectorworkersbutonlyabout15%ofprivate-sectoronesareunionized.Therearethreereasonsforthepublic-sectorunions'thriving.First,theycansh
