/r/n(/r/n2014~2030/r/n年)兖州部分近期建设规划图(附图/r/n2/r/n)项目所在地为工/r/n业/r/n/r/n用地。厂区/r/n建/r/n设项目用地不属于国家《禁止用地项目目录》(/r/n2012/r/n年本)/r/n/r/n和/r/n《限制用地项目目录》(/r/n2012/r/n年本)规定的用地项目。因此,项目用/r/n/r/n地符合土地利用政策和兖州区用地规划要求。/r/n3/r/n/r/n、与“三线一单”符合性分析/r/n根据济宁市人民政府关于印发《济宁市“三线一单”生态环境分/r/n区/r/n/r/n管/r/n控方案》的通知(济政字/r/n[2021]27/r/n号),济宁市实施生态环境分区管/r/n/r/n控/r/n,健全国土空间开发保护制度,积极推动形成绿色发展方式。/r/n(/r/n1/r/n)生态保护红/r/n线/r/n根据/r/n《/r/n济宁市“三线一单”生态环境分区管控方案》,生态保护红/r/n/r/n线及一般/r/n生/r/n态空间总体目标:全市生态保护红线不低于/r/n1365.4/r/nkm/r/n2/r/n,占全/r/n/r/n市总面积的/r/n12.20%/r/n。主要生态系统服务功能为生物多样性维护保护、水/r/n/r/n土保持及水源涵养。一般生态空间/r/n面积不低于/r/n1008.14/r/nkm/r/n2/r/n,占全市总面/r/n/r/n积的/r/n9.01%/r/n。/r/n以上区域涵盖自然保护地、饮用水水源保护地、水产种质资/r/n/r/n源保护区等各类受保护区域,以及重要河流、生态林场、湿地、水库/r/n及/r/n/r/n其他具有重要生态功能的自然生态斑块/r/n。/r/n本项目厂区中心坐标:地理坐标为东经/r/n116.457°/r/n、北纬/r/n35.345°/r/n/r/n,根/r/n据《山东/r/n省/r/n生态保护红线规划(/r/n2016-2020/r/n年)》:山东省济宁市生态保/r/n/r/n护/r/n红线区(/r/n2018/r/n年修改版),本项目不在济宁市生态保护红线范围内。/r/n4/r/n本项目周边生态区域情况见表/r/n1-1/r/n。/r/n表/r/n/r/n1/r/n-1/r/n/r/n本项目周边生态红线区域信息表/r/n生/r/n态保护红线区名称/r/n代码/r/n位置/r/n生态功能/r/n项/r/n目距生/r/n态/r/n红线区/r/n距离/r/n1/r/n泗/r/n河兖州段以东水源/r/n涵养、生态多样性/r/n维/r/n护生态红线区/r/nJN/r/n-/r/nB/r/n1-02/r/n济/r/n宁市/r/n/r/n兖州区/r/n/r/n多样性维护/r/n7.9/r/n8/r/nkm/r/n2/r/n兖/r/n州区水源涵养生态/r/n/r/n保护红线/r/n区/r/nJN/r/n-/r/nB/r/n1-03/r/n济/r/n宁市/r/n/r/n兖州区/r/n/r/n多样性维护/r/n3/r/n.5/r/nkm/r/n项目与市/r/n级/r/n生态保护红线位置关系图见附图/r/n3/r/n。距离本项目最近的生/r/n/r/n态/r/n红线区是兖州区水源涵养生态保护红线区(/r/nJN/r/n-/r/nB/r/n1-03/r/n),距该生态红/r/n/r/n线区距离/r/n3.5/r/nkm/r/n/r/n,项目所在区域不涉及占用或穿越生态保护红线/r/n。/r/n综上/r/n,/r/n该项目符合《山东省生态保护红线规划(/r/n2016-2020/r/n年)》及/r/n/r/n《济宁市生态保护红线规划(/r/n2016—2020/r/n年)》要求。/r/n(/r/n2/r/n)环境质量底/r/n线/r/n根据/r/n《/r/n济宁市“三线一单”生态环境分区管控方案》,环境质量底/r/n/r/n线总体目标/r/n:/r/n大气环境质量持续改善,全市/r/nPM/r/n2.5/r/n平均浓度为/r/n44μ/r/ng/r/n//r/nm/r/n3/r/n,/r/n/r/n空气/r/n质/r/n量优良天数比率均达到/r/n70%/r/n以上。南水北调输水干线及重点河流/r/n/r/n市/r/n控以上断面全部达到或优于地表水Ⅲ类标准,水质优良率达到/r/n100%/r/n。/r/n/r/n建成/r/n区内劣五类水体全面消除,水环境质量不断改善。土壤环境质量总/r/n/r/n体保/r/n持稳定,受污染耕地和污染地块安全利用得到进一步巩固提升,全/r/n/r/n市受污染耕地安全利用率达到/r/n92%/r/n左右,污染地块安全利用率达到/r/n92/r/n%/r/n/r/n以/r/n上。/r/n根据济宁市生态环境局发布的全市大气环境质量污染物浓度情况/r/n,/r/n/r/n20/r/n2/r/n0/r/n年兖州区二氧化硫、二氧化氮年均浓度符合《环境空气质量标准》/r/n/r/n /r/n(/r/nGB/r/n3095-2012/r/n)/r/n/r/n中二级标准要求,/r/nPM/r/n10/r/n、/r/nPM/r/n2.5/r/n年均浓度超标,根据《环/r/n/r/n境/r/n空气质量评价技术规范》(/r/nHJ/r/n663-2013/r/n)判定,项目所在区域为不达/r/n/r/n标/r/n区/r/n,可吸入颗粒物及细颗粒物为影响该区域空气质量的首要污染物。/r/n距/r/n离项目最近的地表水系为泗河,属于地表水环境质量功能区属/r/nⅢ/r/n/r/n类区,根/r/n据/r/n山东省省控地表水水质状况发布网站,根据/r/n2022/r/n年/r/n4/r/n月山东/r/n/r/n省省控地表水水质状况发/r/n布/r/n,泗河/r/n-/r/n龙湾店闸断面/r/n2022/r/n年/r/n4/r/n月份水质为/r/nⅢ/r/n5/r/n类,能够/r/n满/r/n足《地表水环境质量标准》(/r/nGB/r/n3838-2002/r/n)/r/nⅢ/r/n类标准。/r/n根/r/n据济宁市生态环境局兖州区分局公布了/r/n2021/r/n年农村万人千吨地下/r/n/r/n水饮用水/r/n源/r/n地第一季度监测结果(/r/n2021/r/n年/r/n2/r/n月/r/n24/r/n日监测,/r/n6/r/n个监测点位/r/n/r/n分别为吴村饮/r/n用/r/n水水源地/r/n1#/r/n井、沙岗村饮用水水源地/r/n1#/r/n井、前邢村饮用/r/n/r/n水水源地/r/n1#/r/n井、袁庄四村饮/r/n用水水源地/r/n1#/r/n井、西桑园村饮用水水源地/r/n1#/r/n/r/n井、房家院饮用水水源地/r/n1#/r/n井)和/r/n2021/r/n年第一季度饮用水源地监测/r/n数/r/n据/r/n /r/n(/r/n2021/r/n年/r/n/r/n2/r/n月/r/n24/r/n日监测,/r/n3/r/n个监测断面分别为高庙/r/n1/r/n号井、龙湾店/r/n1/r/n号/r/n/r/n井/r/n、西郊水厂/r/n1/r/n号井),检测点位水质满足《地下水质量标准》/r/n/r/n
