PROJECTINFORMATION&BACKGROUNDProjectLocationLocationofKimberly-ClarkNanjingG4GIIIProjectKimberly-ClarkChinaalreadyhas4manufacturingplantsinBeijing,NanjingandShanghai.ByenteringintoChinamarketformorethan10years,Kimberly-ClarkcontinuestoexpandChinesemanufacturingfacilities,andconsidersChinaasoneofthemoreimportantglobalproductionbase.Atthesametime,Kimberly-Clarkcontributestodevelopnewproducts,technicalinnovationandqualitycontrol;useefficientproductiontoensurethesustainabledevelopmentofthelocalcommunity,andhighqualityproducttoimprovethehealthcareandlifequalityofChineseconsumer.Kimberly-Clark(Nanjing)G4GProjectislocatedatthenorthofexistingfacility(PhaseI&II),withatotallandsizeof21,698m2,whichwillbecompletedasthreephases.Thisproject,asphaseIIIprojectoftheoverallplan,hasaconstructionareaof26,313m2,includingcombinedproductionworkshop,stagingareaandsupportutilitystation.Inadditiontoitsadvancedtechnologyandequipment,KCChinaintendstobuilditasaworldclassfactorybyincorporatinggreenbuildingprinciplesinitsdesignandconstructiontoshowcaseKC‘scommitmenttoenvironmentandsustainability.Intermsofarchitectdesign,KCChinawishestobuildthisprojeaneye-catchingiconwithstylishbuildingfacadesinadditiontoitsbuilt-invisitallery.No.10,BaitangRoad,JiangningDistrict,Length:166Width:AreaofFloorSiteExistingCitywater,citydomesticsewage,industrialsewage,Subtropicalmonsoonclimate,mildanddrierinwinter,hotandhumidinsummer.Temperature:max:43°C,min:-KeyDatesandPlannedproductionequipmentinstallationstart2018-01-Projectperiod:14SCOPEOFWORKProjectThisprojectisa ufacturingfacilitytoproducebabycareproductswiththefollowingThebuildingincludesofficebuilding,workshop( modating5productionlines),centralsystemstation(includingutilitystation)andstagingareaetc.ParkingScopeofThePCM,actingsolelyonbehalfofKC,agreestoperformthefollowingprofessionalservices.TheServiceProfileDescribeisasbellows:EMandPCMworkGCbidingFullassistanceofGC/othervendorsProjectexecutionschedulemanagementToprovideallprojectinsurancerequiredaftertogetformalPCMGRC/AllParticipantscoordinationPermitting/authoritymanagementsupportQualitymanagementCostmanagementService(includingprojectbudgetExistingTenderingDrawingsReviewandRelatedThePCMwillobtainalldesigndrawingsdevelopedsofarandwillreviewexistingconditionsattheprojectsiteinordertoverifytheaccuracyofexistinginformation.thePCMshallprovidethereasonablesuggestionforprojectexecution.ThePCMwillrevieweachcontractduringitspreparation;assistinthesourcingandselectionofmaterialsavailablefromthers;andidentifymaterialstoachievetherequiredqualityandfunctionalityoftheprojectbasedontheconstructionandKC‘srequirementThePCMwillreviewandcoordinatealldesignsastheyemergeincludingdrawings,plansforcoordinationandconstructionfeasibility.Thisreviewwillincludetheexaminationofproprietaryspecifications,theidentifyingofphasing,architecturalandstructuralcoordination,mechanicalandelectricalcoordinationintheperiodofprocurementmanagementandconstructionmanagementoftheproject.ThePCMshouldaskalldesignparticipants(includingallrs)toprovide,asappropriate,coordinationofshopdrawings,asbuirawingsandO&Mmanuals.ThePCMwillcarryoutvalue-engineeringexercisestooptimizethetime,cost,andqualityoftheThePCMshoulddevelop,implement,andmonitoraneffectivesystemofcostcontroltoassistKCinthemanagementoftheprojectcosts.ThePCMshouldprepareadetailedbudgetfortheProjecttoidentifytheconstructioncostsbasedonthetenderingdrawings.Thebudgetshallbecomprehensiveandanizedinamannerthatwillallowallcoststobemonitoredthroughouttheperformanceoftheworkontheproject.ThePCMwillprepareanoverallprojectschedule(the"ProjectSchedule")detailingduration,traderesponsibility,precedenceformajordesign,bidding,constructionactivitiesandthepre-purchaseoflong-leadmaterialsandequipment.TheProjectScheduleshallestablishtheoveralldurationoftheProjectandidentifythoseactivitiesthataremostcritical.ThePCMshallupdateandexpandthelevelofdetailandstatusoftheProjectScheduleastheProjectprogresses.ThePCMshouldpreparealistofallapplications,permits,licenses,consents,inspections,andapprovalsrequiredfortheproject,andassistKCandthecontractortoobtaintheallrequiredlicensesfromtheernmentalauthoritieshavingjurisdictionovertheproject.ThePCMbudgetmustalsoincludethecostofallfeesassociatedwiththeseapplications,permits,licenses,otheoverallprojectbudget.ThePCMshouldadviseKCregardinginsurancefortheprojectsothoseadequateinsurancepoliciesareinplacefortheconstructionPhase.Thisadviceshalladdress,interalia,thekindsandlevelsofinsurancecoveragenecessaryoradvisable,theassignmentoftypesandamountsofinsurancetobeprovidedbythecontractor,subcontractors,and/orothersinvolvedortobeinvolvedintheprojectorpresentattheprojectsite,andtheadditionalinsuredentitiestobenamedonthevariouspoliciesands.ThePCMshallalsospecifyforKCappropriateperformanceandpaymentbondrequirementstoberequestedofthecontractor.ThePCMshouldassistKCinselectingandretainingtheservicesofanyindependenttestinglaboratoriesandotherspecialtyservicefortheproject.ThePCMwillcoordinatetheservicesofallsuchtestingentitiesandensurethatthecostofthesetestinglaboratories.ThedeliverablelistshallbeprovidediMproposalisasCurrentValueengineeringProjectexecutionscheduleforwholeProjectbudgetestimation toProcurementFromthesuccessfulconstructiontenderthePCMwillmakeadetailedassessmentoflong-leaditems,suchasarchitecturalfinishes,andmechanicalsystemsandcontrols.Ifsuchitemsrequireearlyprocurementtomeettheprojectschedule,thePCMwillinitiateandmanageaproceduretoprocurethem,andassigntotheappropriateContractorthefabrication,delivery,andinstallationofallsuchmaterialsandequipment.Exceptfortheexistingcontractor,includingLDI,Jianli,Piling,Kitchendesign,decorationdesign.ThePCMwillberesponsible,subjecttoKCapproval,fortheprocurementsupportandselectionofothervendor(s)anddirectrsnecessaryforthesatisfactorycompletionoftheproject.ThePCMwillreviewthefinalcontractsincludingadraftconstructionagreementpreparedinconsultationwithKC'slegalcounsel,necessaryforthesolicitationofacontractor,andprepareanInvitationtobidwhichincludescleardirectionsandcriteriaforbidformat,scopeparameters,andoverallbiddingrequirements,incompliancewithKCbidprocedures.ThePCMwillsubmitalisttoKCidentifyingallpotentialbiddersthatitdeemsappropriatefortheproject.KCwillrequirethepotentialbidderstoprovidebackgroundinformation,onthebasisofwhichitmaydeterminewhichofthepotentialbiddersqualifyasacceptablevendors.AfterconsultationwithKCregardingthelistedfirms,thePCMwillremovefromthelistofpotentialbiddersanyfirmsofwhichKCdisapproves,orwhichhavefailedtoqualifyasacceptablevendors,andtransmittheInvitationtobidtotheremainingfirmsonthelist.ThePCMwillsupportKCtoholdapre-bidconferenceforanyvendorsrequiredtoclarifytheprojectscope,schedule,tones,safetystandards,andotherrequirementsandtoansweranytechnical,procedural,orotherquestionsraisedbycontractorspreparingbids.ThePCMwillreviewthequalifications,background,andexperienceofallbidders,proposedcontractors,andtheirsubcontractorstoassesstheirrespectivecapabilityforperformingthework,experience,responsibility,andbusinessintegrity.Afterthebidsareopened,thePCMwillprovideKCwithawrittenysisofthebidssubmittedifKCallowtoPCMtojoinfinalbidding.ThePCMmayalsoprepareInvitationstoBidorRequestsforProposalsforthedirectsolicitationofrsofequipmentandmaterialstobeusedontheProject,basedonpreviouslydevelopedspecificationsorothercriteria.Insuchevent,thePCMwillreviewtheresultingsubmissionsandprovideKCwith mendationsforselectionandaward.TheconstructionagreementandvendorcontractswillbefinalizedandpresentedforsignaturesinconsultationwithKC‘slegalcounsel.ThedeliverablelistshallbeprovidediMproposalisasProcurementlistbasedonprocurementexecutionProcurementformatfortenderingConstruction&ThePCMshallconductapre-constructionconferenceattendedbytheContractor,membersoftheDesignTeam,andanymajorsubcontractorstoreviewtheoverallprojectrequirementsandprocedures,including,butnotlimitedto:InspectionsandQualityControlPhasingoingActivityinterfaceThePCMshallreviewandcommentonanyschedulepreparedbythecontractortoensure,amongotherthings,thatitiscredibleandachievable,identifiescompletiontonesconsistentwiththeconstructionagreement,andmaybeintegratedintotheprojectschedule.Uponthecommencementofconstruction,thePCMwillscheduleandconductprojectmeetingsatleastweekly,andmorefrequentlywhenadvisable,withthecontractorand,wherenecessary,itssubcontractors,toreviewthecoordination,progressandoverallqualityofthework;addressingtasks;resolveactualandpotentialsorcoordinationproblems;facilitatetechnicalclarifications;anddiscussotherProjectissues.ThePCMwillrecordtheminutesofallmeetings,distributeacopytoKC,allcontractors,anddesignsiteservice,andeaeetingparticipant.ThePCMwillmeetwithKCandallcontractors,morefrequentlyifrequestedbyKC,toreviewthestatusoftheproject.ThePCMwillrecordtheminutesofallmeetingsanddistributeacopytoeachThePCMwilldevelopandmaintainasystemforthesubmissionofandexpeditiousresponsetoRequestsforInformation("RFIs"),wherebythecontractormayreqlarificationsandtechnicaldirection,proposealternativemethods,andseekresolutionofs.ThePCMwillrequire,enforce,andpromptresponsestoallRFIs.ThePCMwilltrackfabricationanddeliveryofpre-purchasedequipmentandcoordinatethelogisticspertainingthereto.ThePCMwillmonitortheprocessingandapprovalofallshopdrawings,productsamples,vendorsubmissions,andothersubmittalsbythecontractorandenforceexpeditiousturn-around.Itwillmaintainashopdrawinglogingsubmittaldate,reviewperiod,modifications,andapproval.WithapprovalofKConfactoryinspection,thefactoryinspectionwillbeseparatedpaid.ThePCMwillsortoutandmaintainacomprehensivecontrolsystemwithsecureaccess,includingbutnotlimitedtothefollowing:othercontractweeklyandmonthlystatusmonthlyrequisitionsandsupportchangeorderproposalsandexecutedcontractRFIsandresponsesmonthlycostServicesfollowingPracticalThePCMwillprepareofapunchlistofoutstandingordeficientwork,whichwillbeissuedtothecontractor.Sufficientfundsinthecontractbalancewillbemaintainedtoassurethecontractor'sfullcompletionoftheworkincompliancewiththecontracts.ThePCMwillmonitoronadailybasisthecontractor'sprogressincompletingthepunchlistitems.Aspartoftheprojectclose-outprocedures,thePCMwillsecure,beforeKCmakesFinalPaymenttothecontractor,thoselistedbelow,butnotlimitedto:inspectionandernmentalsign-thosepertainingtofireprotection,lifesafetysystems,andelectricalsofOccupancyandanyothernecessaryas-buifinalreleasesandwaiversofmechanic'sliens,totheextentoradvisable,fromtheContractor,itssubcontractorsandsatisfactionsoflienforanymechanic'sliensfiledagainsttheortheProjectThePCMshallparticipateinallinspectionsandobservethetestingofutilities,theoperationalsystems,andequipmentforreadinessandinitialstart-up.ThePCMwillworkcloselywithKC‘sFacilitiesOperationsandMaintenancestaffduringthetesting,commissioning,andhandoverprocessandensurethatKC‘sFacilitiesOperationsandMaintenancestaffreceivesallnecessarytrainingandformallyacceptthebuildingandallsystemsasfittooperateandmaintain.ThePCMwillhelpKCtobuildthefacilitiesoperationsandmaintenancestandardhandoverprocedures,s,etc.duringtheprocess.ThePCMwillcoordinateandsupervisetheinstallationbyspecialtycontractorsof,speciallighting,signageandothersystemsorequipmentasrequiredtoachieveprojectcompletion.ThePCMwilldeterminewhetherfinalcompletionoftheprojecthasbeenachieved,andmakemendationstoKConmakingfinalpaymentstothecontractorandothercontractors.ThedeliverablelistshallbeprovidediMproposalisasBIMDynamicProvidetheresponsibilitymatrixbetweeMandProvidethetemporaryinfrastructureplan(includingtemporarypower,watersupplyanddrainage,officeandprefabricatedyard)andrenderingdrawings,itisshallbebasedontheEHSstandardforTianjinThePCMwillreviewthecontractor'sproposedprocedures,constructionequipment,andmaterialspriortoincorporationintheproject.ThePCMwillevaluate,astheworkprogresses,theadequacyofthecontractor'smanpower,materialavailability,equipment,andmanagementoftradeactivitiestoachievethetimedurationssetforthintheprojectschedule.ThePCMwithJianliteamwillmonitorallconstructionactivitiesandpron-siteobservationoftheworktodiscoveranydefectsand/ordeficienciestherein.Itshallberesponsibleforidentifyingallwork,whichisdefectiveordoesnotconformtotheplans,specifications,constructionagreement,orothercontracts.ThePCMwillalsomonitortheprogressoftheworksoastoidentifyanydeviationsfromtheprojectschedulewhiightjeopardizetimelycompletion,and,whennecessary,will mendrecoveryplanstomaintainthetimelyprogressofthework.ThePCMwillperformdailyinspectionsoftheworkattheprojectsiteandrecordallsignificantobservationsinadiary(the"PMDiary")forreviewbyKC.ThePMDiaryshallidentifyanyproblemspresentedorcreatedbytheContractororitssubcontractors,andanyevents,whiayimpacttheprogressofthework.ThePCMwillalsoensurethatthecontractormaintainsadailyprojectdiary(the"ContractorDiary")whichidentifiesthefollowingitems:therespectivetradesworkingontheprojectthenumberofnelforeachrespectivetheareaswhereinthetradesarethenatureoftheWorkbeingsafetydailyprogresswiththeAtofeachday,thePCMshallreviewtheentriesinthecontractordiary,andadvisethecontractorinwriting,eitheronthecontractordiaryitselforinaseparatememorandum,ofanyentrieswithwhichthePCMdisagrees.ThePCMwillsupportKCincoordinatingwithanyappropriaocalernmentagencies,environmentalauthorities.Itwillassurecompliancewithpermits,schedulerequiredinspections,andcorrectanyviolationsordeficienciesresultingfrominspections.Intheeventofanydisputesconcerningtheinterpretationoftherequirementsofthecontracts,thePCMshall mendtoKCsuchdecisionsasitdeemsnecessaryfortheproperexecutionandtimelyprogressofthework.ThePCMwillconductregularqualitycontrolinspectionofthework, anydeficiencies,andensurethatthecontractorcomplieswithdirectivestocorrectthem.ThePCMwilldevelopandimplementaprocedureforthepreparation,examination,andprocessingoftheContractor'smonthlyrequisitionsforpayment.Itwillmaintainphotographicrecords,andberesponsible,toreviewtherequisitionsforaccuracyandtomake mendationsastothecontractor'sentitlementtopaymentand,ifso,inwhatamount.Ifapplicableoradvisable,itwillinsurethatpartialreleasesandwaiversofmechanic'sliensareobtainedfromthecontractoranditssubcontractorsandrspriortoKC‘spaymentofthecontractor'srequisition.ThePCMwillreviewallchangeorderproposalsbythecontractorinordertomake toKC.Suchreviewsshallincludeanevaluationof:thecontractor'sentitlementtoachangeorder,includingitstheappropriatenessoftheproposedcost,includingtheadequacyofationanddegreeofsubstantiationthepotentialimpactoftheproposedchangeorderonprojectthepotentialimpactofthechangeorderontheprojectthepotentialimpactofthechangeorderonoverallprojectThePCMwillassistKCwiththeevaluationofanyclaimsassertedbythecontractorandassembleallsandinformationrelatedthereto.ThePCMshallprepareamonthlyfinancialstatement(the"ProjectFinancialStatement"),budgetandschedulethecontractor'sadherencetotheprojecttheactualcostsincurredtodateandtheestimatedcosttovariancesfromthebudgetbaselineandprojectEachprojectfinancialstatementshallalsoincludeadetailedsummaryoftherespectivepaymentsmadetothecontractorandanyothervendors.ThePCMwillreviewtheworktodeterminewhetherthecontractorhasachieved"PracticalCompletion"thereof.Substantialcompletionshallbeachieved/
